Appointment of Special Envoy, Holy See Permanent Observer at the Council of Europe in Strasbourg

The Holy Father has appointed the Reverend Msgr. Paul Butnaru, nunciature counsellor, currently in service at the Pontifical Representation in Canada, as Special Envoy, Holy See Permanent Observer at the Council of Europe in Strasbourg.

Curriculum vitae

Msgr. Paul Butnaru was born in Piatra Neamt, Romania, on 13 Novembr 1978. He was ordained a priest on 29 June 2004, and incardinated into the diocese of Iaşi.

He graduated in philosophy.

He entered the Holy See Diplomatic Service on 1 July 2012, and served in the apostolic nunciatures in Ethiopia, Venezuela, Bulgaria, in the Section for Relations with States and International Organizations of the Secretariat of State, and to date, in the Pontifical Representation in Canada.

He knows French, English, Italian and Spanish.
