UPON RECEIVING THE NEWS OF THE DEATH OF CARDINAL JAVIER LOZANO BARRAGÁN, PRESIDENT EMERITUS OF THE PONTIFICAL COUNCIL FOR HEALTH PASTORAL CARE, I EXPRESS MY CONDOLENCES TO YOUR EXCELLENCY, TO THE CLERGY, CONSECRATED AND LAY FAITHFUL OF THIS PARTICULAR CHURCH, AS WELL AS TO THE NEPHEWS AND OTHER RELATIVES OF THE DECEASED AND TO THE CHURCHES OF MEXICO AND ZACATECAS IN WHICH HE SERVED AS PASTOR.
LIKEWISE, REMEMBERING THIS DEVOTED PRELATE WHO HONORED ME WITH HIS FRIENDSHIP SINCE 1980, AND WHO FOR YEARS AND WITH FIDELITY GAVE HIS LIFE TO THE SERVICE OF GOD AND THE UNIVERSAL CHURCH, I RAISE PRAYERS FOR THE ETERNAL REST OF HIS SOUL, SO THAT THE LORD JESUS MAY GRANT HIM THE CROWN OF GLORY THAT DOES NOT FADE. AND, AS A PLEDGE OF CHRISTIAN HOPE IN THE RISEN LORD, I IMPART TO ALL PRESENT THE APOSTOLIC BLESSING.
