Conclusa la visita di cortesia, il Presidente della Repubblica accompagna il Papa nella Sala dei Ricevimenti dell’Hofburg di Wien per l’incontro con le Autorità e con il Corpo Diplomatico. Sono presenti anche esponenti del mondo della Cultura, tra cui i Rettori delle Università austriache.
Dopo una breve introduzione musicale a cui fa seguito il discorso di S.E. il Sig. Heinz Fischer, Presidente della Repubblica, il Santo Padre Benedetto XVI pronuncia il discorso che pubblichiamo di seguito:

Sehr geehrter Herr Bundespräsident,

sehr geehrter Herr Bundeskanzler,

sehr geehrte Mitglieder der Bundesregierung,

werte Abgeordnete zum Nationalrat und Mitglieder des Bundesrates,

sehr geehrte Landeshauptleute,

verehrte Vertreter des Diplomatischen Corps,

sehr geehrte Damen und Herren!

Einleitung

Es ist für mich eine große Freude und Ehre, heute mit Ihnen, Herr Bundespräsident, den Mitgliedern der Bundesregierung, sowie mit Vertretern des politischen und öffentlichen Lebens der Republik Österreich zusammenzutreffen. In dieser Begegnung hier in der Hofburg spiegelt sich das gute und von gegenseitigem Vertrauen charakterisierte Verhältnis zwischen Ihrem Land und dem Heiligen Stuhl, wovon Sie, Herr Bundespräsident, gesprochen haben. Darüber freue ich mich sehr.

Die Beziehungen zwischen dem Heiligen Stuhl und Österreich sind in das weite Netz der diplomatischen Beziehungen eingebunden, die in der Stadt Wien einen wichtigen Kreuzungspunkt finden, weil hier auch verschiedene internationale Organisationen ihren Sitz haben. Ich freue mich über die Anwesenheit vieler diplomatischer Vertreter, denen mein achtungsvoller Gruß gilt. Ich danke Ihnen, meine Damen und Herren Botschafter, für Ihren Einsatz nicht nur im Dienst und für die Interessen der Länder, die Sie vertreten, sondern auch für die gemeinsame Sache des Friedens und der Verständigung unter den Völkern.

Dieser Besuch ist mein erster als Bischof von Rom und Oberhirte der katholischen Weltkirche in diesem Land, das ich freilich seit langem und von vielen früheren Besuchen her kenne. Es ist – lassen Sie mich das sagen – für mich wirklich eine Freude, hierher zu kommen. Ich habe hier viele Freunde und als bayerischem Nachbarn sind mir österreichische Lebensart und Traditionen vertraut. Mein großer Vorgänger Papst Johannes Paul II. seligen Angedenkens hat Österreich dreimal besucht. Er ist von den Menschen in diesem Land jedesmal mit großer Herzlichkeit aufgenommen worden, seine Worte sind aufmerksam gehört worden und seine Pastoralreisen haben ihre Spuren hinterlassen.

Österreich

Österreich hat in den letzten Jahren und Jahrzehnten eine Erfolgsgeschichte verzeichnet, von der noch vor zwei Generationen niemand zu träumen gewagt hätte. Ihr Land hat nicht nur einen beachtlichen wirtschaftlichen Fortschritt erlebt, sondern es hat auch ein beispielhaftes soziales Zusammenleben entwickelt, für das der Begriff der Sozialpartnerschaft zum Synonym geworden ist. Die Österreicher haben allen Grund, dafür dankbar zu sein und sie zeigen es dadurch, daß sie ein offenes Herz für die Armen und Notleidenden im eigenen Land haben, aber auch freigebig sind, wenn es gilt, bei Katastrophen und Unglücksfällen weltweite Solidarität zu bekunden. Die großen Aktionen „Licht ins Dunkel" vor Weihnachten und „Nachbar in Not" sind ein schönes Zeichen dieser Gesinnung.

Österreich und die EU-Erweiterung

Wir befinden uns hier an einer historischen Stätte, von der aus über Jahrhunderte ein Reich regiert worden ist, das große Teile des mittleren und östlichen Europa vereint hat. Dieser Ort und diese Stunde sind daher ein guter Anlaß, das ganze Europa von heute in den Blick zu nehmen. Nach den Schrecknissen des Krieges und den traumatischen Erfahrungen von Totalitarismus und Diktatur hat Europa den Weg zu einer Einheit des Kontinents eingeschlagen, die eine dauerhafte Friedensordnung und eine gerechte Entwicklung gewährleisten soll. Die Trennung, die den Kontinent jahrzehntelang schmerzlich gespalten hat, ist zwar politisch überwunden, aber in den Köpfen und Herzen der Menschen steht die Verwirklichung der Einheit großenteils noch aus. Auch wenn seit dem Fall des Eisernen Vorhangs im Jahre 1989 manche übertriebene Hoffnung enttäuscht worden sein mag und auch wenn es unter einigen Aspekten berechtigte Kritik an europäischen Institutionen geben kann, ist der Prozeß der Europäischen Einigung doch ein Werk von großer Tragweite, das diesem früher von fortgesetzten Konflikten und unseligen Bruderkriegen zerfressenen Kontinent eine lange nicht gekannte Friedenszeit gebracht hat. Besonders für die Völker Mittel- und Osteuropas ist die Beteiligung an diesem Prozeß ein weiterer Anreiz, in ihrem Innern die Freiheit, den Rechtsstaat und die Demokratie zu festigen. In diesem Zusammenhang möchte ich an den Beitrag zu erinnern, den mein Vorgänger Papst Johannes Paul II. zu diesem historischen Prozeß geleistet hat. Auch Österreich, das an der Grenzlinie des früheren Westens und früheren Ostens liegt, hat als Brückenland viel zu dieser Einigung beigetragen und – das sollte nicht vergessen werden – dadurch auch viel gewonnen.

Europa

Das „Haus Europa", wie wir die Gemeinschaft dieses Kontinents gerne nennen, wird nur dann ein für alle gut bewohnbarer Ort, wenn es auf einem soliden kulturellen und moralischen Fundament von gemeinsamen Werten aufbaut, die wir aus unserer Geschichte und unseren Traditionen gewinnen. Europa kann und darf seine christlichen Wurzeln nicht verleugnen. Sie sind ein Ferment unserer Zivilisation auf dem Weg in das dritte Jahrtausend. Das Christentum hat diesen Kontinent zutiefst geprägt, wovon in allen Ländern, gerade auch in Österreich, nicht nur die zahlreichen Kirchen und bedeutenden Klöster Zeugnis geben. Der Glaube hat sein Zeugnis vor allem in den unzähligen Menschen, die er durch die Geschichte herauf bis zum heutigen Tag zu einem Leben der Hoffnung, der Liebe und der Barmherzigkeit bewegt hat. Mariazell, das große österreichische Nationalheiligtum, ist zugleich ein Ort der Begegnung für verschiedene europäische Völker. Es ist einer der Orte, an denen sich Menschen die „Kraft von oben" für ein rechtes Leben geholt haben und holen.

In diesen Tagen wird das christliche Glaubenszeugnis inmitten von Europa auch durch die Dritte Europäische Ökumenische Versammlung in Sibiu/Hermannstadt (in Rumänien) zum Ausdruck gebracht, die unter dem Motto steht: „Das Licht Christi scheint auf alle. Hoffnung für Erneuerung und Einheit in Europa". Wer denkt da nicht an den Mitteleuropäischen Katholikentag, der im Jahr 2004 so viele gläubige Menschen unter dem Leitwort „Christus – die Hoffnung Europas" in Mariazell zusammengeführt hat!

Heute ist häufig die Rede vom europäischen Lebensmodell. Damit ist eine Gesellschaftsordnung gemeint, die wirtschaftliche Effizienz mit sozialer Gerechtigkeit, politische Pluralität mit Toleranz, Liberalität und Offenheit verbindet, aber auch das Festhalten an Werten bedeutet, die diesem Kontinent seine besondere Stellung geben. Dieses Modell steht angesichts der Zwänge der modernen Ökonomie vor einer starken Herausforderung. Die viel zitierte Globalisierung kann nicht aufgehalten werden, es ist aber eine dringende Aufgabe und eine große Verantwortung der Politik, der Globalisierung solche Regeln und Grenzen zu geben, daß sie nicht auf Kosten der ärmeren Länder und der Ärmeren in den reichen Ländern realisiert wird und nicht den kommenden Generationen zum Nachteil gereicht.

Freilich – wir wissen es – hat Europa auch schreckliche Irrwege erlebt und erlitten. Dazu gehören: ideologische Engführungen von Philosophie, Wissenschaft und auch Glaube, der Mißbrauch von Religion und Vernunft zu imperialistischen Zielen, die Entwürdigung des Menschen durch einen theoretischen oder praktischen Materialismus und schließlich die Degeneration von Toleranz zu einer Gleichgültigkeit ohne Bezug zu bleibenden Werten. Zu den Eigenschaften Europas gehört aber die Fähigkeit zur Selbstkritik, die es im weiten Fächer der Weltkulturen besonders auszeichnet.

Leben

In Europa ist zuerst der Begriff der Menschenrechte formuliert worden. Das grundlegende Menschenrecht, die Voraussetzung für alle anderen Rechte, ist das Recht auf das Leben selbst. Das gilt für das Leben von der Empfängnis bis zu seinem natürlichen Ende. Abtreibung kann demgemäß kein Menschenrecht sein – sie ist das Gegenteil davon. Sie ist eine „tiefe soziale Wunde", wie unser verstorbener Mitbruder Kardinal Franz König zu betonen nicht müde wurde.

Mit alledem spreche ich nicht von einem speziell kirchlichen Interesse. Vielmehr möchte ich mich zum Anwalt eines zutiefst menschlichen Anliegens und zum Sprecher der Ungeborenen machen, die keine Stimme haben. Ich verschließe damit nicht die Augen vor den Problemen und Konflikten vieler Frauen und bin mir bewußt, daß die Glaubwürdigkeit unserer Rede auch davon abhängt, was die Kirche selbst zur Hilfe für betroffene Frauen tut.

Ich appelliere dabei an die politisch Verantwortlichen, nicht zuzulassen, daß Kinder zu einem Krankheitsfall gemacht werden und daß die in Ihrer Rechtsordnung festgelegte Qualifizierung der Abtreibung als ein Unrecht faktisch aufgehoben wird. Ich sage das aus Sorge um die Humanität. Aber das ist nur die eine Seite dessen, was uns Sorgen macht. Die andere ist, alles dafür zu tun, daß die europäischen Länder wieder kinderfreundlicher werden. Ermutigen Sie bitte die jungen Menschen, die mit der Heirat eine neue Familie gründen, Mütter und Väter zu werden. Damit tun Sie ihnen selbst, aber auch der ganzen Gesellschaft etwas Gutes. Ich bestärke Sie auch nachdrücklich in Ihren politischen Bemühungen, Umstände zu fördern, die es jungen Paaren ermöglichen, Kinder aufzuziehen. Das alles wird aber nichts nützen, wenn es uns nicht gelingt, in unseren Ländern wieder ein Klima der Freude und der Lebenszuversicht zu schaffen, in dem Kinder nicht als Last, sondern als Geschenk für alle erlebt werden.

Mit großer Sorge erfüllt mich auch die Debatte über eine aktive Sterbehilfe. Es ist zu befürchten, daß eines Tages ein unterschwelliger oder auch erklärter Druck auf schwerkranke und alte Menschen ausgeübt werden könnte, um den Tod zu bitten oder ihn sich selber zu geben. Die richtige Antwort auf das Leid am Ende des Lebens ist Zuwendung, Sterbebegleitung – besonders auch mit Hilfe der Palliativmedizin – und nicht „aktive Sterbehilfe". Um eine humane Sterbebegleitung durchzusetzen, bedürfte es freilich struktureller Reformen in allen Bereichen des Medizin- und Sozialsystems und des Aufbaus palliativer Versorgungssysteme. Es bedarf aber auch konkreter Schritte: in der psychischen und seelsorglichen Begleitung schwer Kranker und Sterbender, der Familienangehörigen, der Ärzte und des Pflegepersonals. Die Hospizbewegung leistet hier Großartiges. Jedoch kann nicht das ganze Bündel solcher Aufgaben an sie delegiert werden. Viele andere Menschen müssen bereit sein bzw. in ihrer Bereitschaft ermutigt werden, sich die Zuwendung zu schwer Kranken und Sterbenden Zeit und auch Geld kosten zu lassen.

Dialog der Vernunft

Zum europäischen Erbe gehört schließlich eine Denktradition, für die eine substantielle Korrespondenz von Glaube, Wahrheit und Vernunft wesentlich ist. Dabei geht es letztlich um die Frage, ob die Vernunft am Anfang aller Dinge und auf ihrem Grund steht oder nicht. Es geht um die Frage, ob das Wirkliche auf Grund von Zufall und Notwendigkeit entstanden ist, ob mithin die Vernunft ein zufälliges Nebenprodukt des Unvernünftigen und im Ozean des Unvernünftigen letztlich auch bedeutungslos ist oder ob wahr bleibt, was die Grundüberzeugung christlichen Glaubens bildet: In principio erat verbum – Am Anfang war das Wort – Am Beginn aller Dinge steht die schöpferische Vernunft Gottes, der beschlossen hat, sich uns Menschen mitzuteilen.

Lassen Sie mich dazu Jürgen Habermas zitieren, also einen Philosophen, der sich selbst nicht zum christlichen Glauben bekennt. Er sagt: „Das Christentum ist für das normative Selbstverständnis der Moderne nicht nur Katalysator gewesen. Der egalitäre Universalismus, aus dem die Ideen von Freiheit und solidarischem Zusammenleben entsprungen sind, ist unmittelbar ein Erbe der jüdischen Gerechtigkeit und der christlichen Liebesethik. In der Substanz unverändert, ist dieses Erbe immer wieder kritisch angeeignet und neu interpretiert worden. Dazu gibt es bis heute keine Alternative."

Europas Aufgaben in der Welt

Aus der Einmaligkeit seiner Berufung erwächst Europa aber auch eine einmalige Verantwortung in der Welt. Dazu darf es sich vor allem nicht selbst aufgeben. Der demographisch rapide alternde Kontinent soll nicht ein geistig alter Kontinent werden. Europa wird seiner selbst auch dann besser gewiß werden, wenn es eine seiner einzigartigen geistigen Tradition, seinen außerordentlichen Fähigkeiten und seinem großen wirtschaftlichen Vermögen angemessene Verantwortung in der Welt übernimmt. Die Europäische Union sollte darum eine Führungsrolle bei der Bekämpfung der Armut in der Welt und im Einsatz für den Frieden übernehmen. Dankbar dürfen wir konstatieren, daß europäische Länder und die Europäische Union zu den größten Gebern für internationale Entwicklung gehören, sie sollten aber auch ihr politisches Gewicht auf die Waagschale legen, wenn es z. B. um die äußerst dringende Herausforderung geht, die Afrika darstellt angesichts der ungeheuren Tragödien dieses Kontinentes wie die Geißel der AIDS-Erkrankungen, die Situation in Darfur, die ungerechte Ausbeutung der natürlichen Ressourcen und der besorgniserregende Waffenhandel. Ebenso darf der politische und diplomatische Einsatz Europas und seiner Länder die ständig ernste Situation des Mittleren Ostens nicht vergessen, wo der Beitrag aller notwendig ist, um den Verzicht auf Gewalt, den gegenseitigen Dialog und ein wahrhaft friedliches Zusammenleben zu fördern. Auch die Beziehung zu den Nationen Lateinamerikas und des asiatischen Kontinents muß durch geeignete Verbindungen im Handelsaustausch ausgebaut werden.

Schluß

Sehr verehrter Herr Bundespräsident, sehr geehrte Damen und Herren! Österreich ist ein reich gesegnetes Land: Mit großen landschaftlichen Schönheiten, die Jahr für Jahr Millionen Menschen zur Erholung anziehen; mit einem unerhörten kulturellen Reichtum, den viele Generationen geschaffen und angesammelt haben; mit vielen künstlerisch begabten Menschen und großen schöpferischen Kräften. Die Zeugnisse der Leistungen, die Fleiß und Begabung der arbeitenden Bevölkerung hervorgebracht haben, sind überall zu sehen. Dies ist ein Grund, um dankbar und stolz zu sein. Aber Österreich ist natürlich keine Insel der Seligen und es hält sich ja auch nicht dafür. Selbstkritik tut immer gut, und sie ist in Österreich durchaus verbreitet. Ein Land, das so viel bekommen hat, muß auch viel geben. Es darf sich viel zutrauen und sich auch einiges zumuten an Verantwortung in seiner Nachbarschaft, in Europa und in der Welt.

Vieles von dem, was Österreich ist und besitzt, verdankt es dem christlichen Glauben und seiner reichen Wirkung in den Menschen. Der Glaube hat den Charakter dieses Landes und seine Menschen tief geprägt. Es muß daher ein Anliegen aller sein, nicht zuzulassen, daß eines Tages womöglich nur noch die Steine hierzulande vom Christentum reden würden. Ein Österreich ohne lebendigen christlichen Glauben wäre nicht mehr Österreich.

Ich wünsche Ihnen und allen Österreichern, vor allem den Alten und Kranken und den Jungen, die ihr Leben vor sich haben, Hoffnung, Zuversicht, Freude und Gottes Segen! Ich danke Ihnen.

Illustri Presidenti Regionali,

Stimati Rappresentanti del Corpo diplomatico,

Illustri Signore e Signori!

Introduzione

È per me una grande gioia e un onore incontrarmi oggi con Lei, Signor Presidente Federale, con i Membri del Governo Federale, come anche con i Rappresentanti della vita politica e pubblica della Repubblica d’Austria. In questo incontro nella Hofburg si rispecchia il buon rapporto, caratterizzato da fiducia vicendevole, tra il Vostro Paese e la Santa Sede, di cui Lei, Signor Presidente, ha parlato. Di questo mi rallegro vivamente.

Le relazioni tra la Santa Sede e l’Austria rientrano nel vasto complesso dei rapporti diplomatici, che trovano nella città di Vienna un importante crocevia, perché qui hanno sede anche vari Organismi internazionali. Sono lieto della presenza di molti Rappresentanti diplomatici, ai quali va il mio deferente saluto. Vi ringrazio, Signore e Signori Ambasciatori, per la vostra dedizione non solo al servizio dei Paesi che rappresentate e dei loro interessi, ma anche della causa comune della pace e dell’intesa tra i popoli.

Questa è la mia prima visita come Vescovo di Roma e Pastore supremo della Chiesa cattolica universale in questo Paese, che, però, conosco da molto tempo e per numerose visite precedenti. È – permettetemi di dirlo – veramente una gioia per me trovarmi qui. Ho qui molti amici e, come vicino bavarese, il modo di vivere e le tradizioni austriache mi sono familiari. Il mio grande Predecessore di beata memoria, Papa Giovanni Paolo II, ha visitato l’Austria tre volte. Ogni volta è stato ricevuto dalla gente di questo Paese con grande cordialità, le sue parole sono state ascoltate con attenzione e i suoi viaggi apostolici hanno lasciato le loro tracce.

Austria

L’Austria negli ultimi anni e decenni ha registrato successi, che ancora due generazioni fa nessuno avrebbe osato sognare. Il Vostro Paese non ha solo vissuto un notevole progresso economico, ma ha sviluppato anche un’esemplare convivenza sociale, di cui il termine "solidarietà sociale" è diventato un sinonimo. Gli austriaci hanno ogni ragione di esserne riconoscenti, e lo manifestano avendo un cuore aperto verso i poveri e gli indigenti nel proprio Paese, ma essendo anche generosi quando si tratta di dimostrare solidarietà in occasione di catastrofi e di disgrazie nel mondo. Le grandi iniziative di "Licht ins Dunkel" – "Luce nelle tenebre" – prima di Natale e "Nachbar in Not" – "Vicino nel bisogno" – sono una bella testimonianza di questi sentimenti.

Austria e l’ampliamento dell’Europa

Ci troviamo qui in un luogo storico, dal quale per secoli è stato governato un impero che ha unito ampie parti dell’Europa centrale e orientale. Questo luogo e quest’ora offrono, pertanto, un’occasione provvidenziale per fissare lo sguardo sull’intera Europa di oggi. Dopo gli orrori della guerra e le esperienze traumatiche del totalitarismo e della dittatura, l’Europa ha intrapreso il cammino verso un‘unità del Continente, tesa ad assicurare un durevole ordine di pace e di giusto sviluppo. La divisione che per decenni ha scisso il Continente in modo doloroso è, sì, superata politicamente, ma l’unità resta ancora in gran parte da realizzare nella mente e nel cuore delle persone. Anche se dopo la caduta della cortina di ferro nel 1989 qualche speranza eccessiva può essere rimasta delusa e su alcuni aspetti si possono sollevare giustificate critiche nei confronti di qualche istituzione europea, il processo di unificazione è comunque un’opera di grande portata che a questo Continente, prima corroso da continui conflitti e fatali guerre fratricide, ha portato un periodo di pace da tanto tempo sconosciuto. In particolare, per i Paesi dell’Europa centrale e orientale la partecipazione a tale processo è un ulteriore stimolo a consolidare al loro interno la libertà, lo stato di diritto e la democrazia. Vorrei ricordare, a tale proposito, il contributo che il mio predecessore Papa Giovanni Paolo II ha dato a quel processo storico. Pure l’Austria, che si trova al confine tra l’Occidente e l’Oriente di allora ha, come Paese-ponte, contribuito molto a questa unione e ne ha anche – non bisogna dimenticarlo – tratto grande profitto.

Europa

La "casa Europa", come amiamo chiamare la comunità di questo Continente, sarà per tutti luogo gradevolmente abitabile solo se verrà costruita su un solido fondamento culturale e morale di valori comuni che traiamo dalla nostra storia e dalle nostre tradizioni. L’Europa non può e non deve rinnegare le sue radici cristiane. Esse sono una componente dinamica della nostra civiltà per il cammino nel terzo millennio. Il cristianesimo ha profondamente modellato questo Continente: di ciò rendono testimonianza in tutti i Paesi e particolarmente in Austria non solo le numerose chiese e gli importanti monasteri. La fede ha la sua manifestazione soprattutto nelle innumerevoli persone che essa, nel corso della storia fino ad oggi, ha portato ad una vita di speranza, di amore e di misericordia. Mariazell, il grande Santuario nazionale austriaco, è al contempo un luogo d’incontro per vari popoli europei. È uno di quei luoghi nei quali gli uomini hanno attinto e attingono tuttora la "forza dall’alto" per una retta vita.

In questi giorni la testimonianza di fede cristiana al centro dell’Europa viene espressa anche mediante la "Terza Assemblea Ecumenica Europea" in Sibiu/Hermannstadt (in Romania) posta sotto il motto: "La luce di Cristo illumina tutti. Speranza di rinnovamento e di unità in Europa". Viene spontaneo il ricordo del "Katholikentag" centro-europeo che nel 2004, sotto il motto "Cristo – speranza dell’Europa", ha radunato tanti credenti a Mariazell!

Oggi si parla spesso del modello di vita europeo. Con ciò si intende un ordine sociale che collega efficacia economica con giustizia sociale, pluralità politica con tolleranza, liberalità ed apertura, ma significa anche conservazione di valori che a questo Continente danno la sua posizione particolare. Questo modello, sotto i condizionamenti dell’economia moderna, si trova davanti ad una grande sfida. La spesso citata globalizzazione non può essere fermata, ma è un compito urgente ed una grande responsabilità della politica quella di dare alla globalizzazione ordinamenti e limiti adatti ad evitare che essa si realizzi a spese dei Paesi più poveri e delle persone povere nei Paesi ricchi e vada a scapito delle generazioni future.

Certamente – lo sappiamol’Europa ha vissuto e sofferto anche terribili cammini sbagliati. Ne fanno parte: restringimenti ideologici della filosofia, della scienza ed anche della fede, l’abuso di religione e ragione per scopi imperialistici, la degradazione dell’uomo mediante un materialismo teorico e pratico, ed infine la degenerazione della tolleranza in una indifferenza priva di riferimenti a valori permanenti. Fa però parte delle caratteristiche dell’Europa la capacità di autocritica che, nel vasto panorama delle culture del mondo, la distingue e la qualifica.

La vita

È nell’Europa che, per la prima volta, è stato formulato il concetto di diritti umani. Il diritto umano fondamentale, il presupposto per tutti gli altri diritti, è il diritto alla vita stessa. Ciò vale per la vita dal concepimento sino alla sua fine naturale. L’aborto, di conseguenza, non può essere un diritto umano – è il suo contrario. È una "profonda ferita sociale", come sottolineava senza stancarsi il nostro defunto Confratello, Cardinale Franz König.

Nel dire questo non esprimo un interesse specificamente ecclesiale. Vorrei piuttosto farmi avvocato di una richiesta profondamente umana e portavoce dei nascituri che non hanno voce. Con ciò non chiudo gli occhi davanti ai problemi e ai conflitti di molte donne e mi rendo conto che la credibilità del nostro discorso dipende anche da quel che la Chiesa stessa fa per venire in aiuto alle donne in difficoltà.

Mi appello in questo contesto ai responsabili della politica, affinché non permettano che i figli vengano considerati come casi di malattia né che la qualifica di ingiustizia attribuita dal Vostro ordinamento giuridico all’aborto venga di fatto abolita. Lo dico mosso dalla preoccupazione per i valori umani. Ma questo non è che un lato di ciò che ci preoccupa. L’altro è di fare tutto il possibile per rendere i Paesi europei di nuovo più aperti ad accogliere i bambini. Incoraggiate, Vi prego, i giovani, che con il matrimonio fondano nuove famiglie, a divenire madri e padri! Con ciò farete del bene a loro medesimi, ma anche all’intera società. Vi confermo anche decisamente nelle Vostre premure politiche di favorire condizioni che rendano possibile alle giovani coppie di allevare dei figli. Tutto ciò, però, non gioverà a nulla, se non riusciremo a creare nei nostri Paesi di nuovo un clima di gioia e di fiducia nella vita, in cui i bambini non vengano visti come un peso, ma come un dono per tutti.

Una grande preoccupazione costituisce per me anche il dibattito sul cosiddetto "attivo aiuto a morire". C’è da temere che un giorno possa essere esercitata una pressione non dichiarata o anche esplicita sulle persone gravemente malate o anziane, perché chiedano la morte o se la diano da sé. La risposta giusta alla sofferenza alla fine della vita è un’attenzione amorevole, l’accompagnamento verso la morte – in particolare anche con l’aiuto della medicina palliativa – e non un "attivo aiuto a morire". Per affermare un accompagnamento umano verso la morte occorrerebbero però delle riforme strutturali in tutti i campi del sistema sanitario e sociale e l’organizzazione di strutture di assistenza palliativa. Occorrono poi anche passi concreti: nell’accompagnamento psicologico e pastorale delle persone gravemente malate e dei moribondi, dei loro parenti, dei medici e del personale di cura. In questo campo la "Hospizbewegung" fa delle cose grandiose. Tutto l’insieme di tali compiti, però, non può essere delegato soltanto a loro. Molte altre persone devono essere pronte o essere incoraggiate nella loro disponibilità a non badare a tempo e anche a spese nell’assistenza amorosa dei gravemente malati e dei moribondi.

Il dialogo della ragione

Fa parte dell’eredità europea, infine, una tradizione di pensiero, per la quale è essenziale una corrispondenza sostanziale tra fede, verità e ragione. Si tratta qui, in definitiva, della questione se la ragione stia al principio di tutte le cose e a loro fondamento o no. Si tratta della questione se la realtà abbia alla sua origine il caso e la necessità, se quindi la ragione sia un casuale prodotto secondario dell’irrazionale e nell’oceano dell’irrazionalità, in fin dei conti, sia anche senza un senso, o se invece resti vero ciò che costituisce la convinzione di fondo della fede cristiana: In principio erat Verbum – In principio era il Verbo – all’origine di tutte le cose c’è la Ragione creatrice di Dio che ha deciso di parteciparsi a noi esseri umani.

Permettetemi di citare in questo contesto Jürgen Habermas, un filosofo quindi che non aderisce alla fede cristiana. Egli afferma: "Per l’autocoscienza normativa del tempo moderno il cristianesimo non è stato soltanto un catalizzatore. L’universalismo ugualitario, dal quale sono scaturite le idee di libertà e di convivenza solidale, è un’eredità immediata della giustizia giudaica e dell’etica cristiana dell’amore. Immutata nella sostanza, questa eredità è stata sempre di nuovo fatta propria in modo critico e nuovamente interpretata. A ciò fino ad oggi non esiste alternativa".

I compiti dell’Europa nel mondo

Dall’unicità della sua chiamata deriva, tuttavia, per l’Europa anche una responsabilità unica nel mondo. A questo riguardo essa innanzitutto non deve rinunciare a se stessa. Il continente che, demograficamente, invecchia in modo rapido non deve diventare un continente spiritualmente vecchio. L’Europa inoltre acquisterà una migliore consapevolezza di se stessa se assumerà una responsabilità nel mondo che corrisponda alla sua singolare tradizione spirituale, alle sue capacità straordinarie e alla sua grande forza economica. L’Unione Europea dovrebbe pertanto assumere un ruolo guida nella lotta contro la povertà nel mondo e nell’impegno a favore della pace. Con gratitudine possiamo costatare che Paesi europei e l’Unione Europea sono tra coloro che maggiormente contribuiscono allo sviluppo internazionale, ma essi dovrebbero anche far valere la loro rilevanza politica di fronte, ad esempio, alle urgentissime sfide poste dall’Africa, alle immani tragedie di quel Continente, quali il flagello dell’AIDS, la situazione nel Darfur, l’ingiusto sfruttamento delle risorse naturali e il preoccupante traffico di armi. Così pure l’impegno politico e diplomatico dell’Europa e dei suoi Paesi non può dimenticare la permanente grave situazione del Medio Oriente, dove è necessario il contributo di tutti per favorire la rinuncia alla violenza, il dialogo reciproco e una convivenza veramente pacifica. Deve anche continuare a crescere il rapporto con le Nazioni dell’America latina e con quelle del Continente asiatico, mediante opportuni legami di interscambio.

Conclusione

Onorevole Signor Presidente Federale, illustri Signore e Signori! L’Austria è un Paese ricco di molte benedizioni: grandi bellezze paesaggistiche che, anno dopo anno, attirano milioni di persone per un soggiorno di riposo; un’inaudita ricchezza culturale, creata e accumulata da molte generazioni; molte persone dotate di talento artistico e di grandi forze creative. Dappertutto si possono vedere le testimonianze delle prestazioni prodotte dalla diligenza e dalle doti della popolazione che lavora. È questo un motivo di gratitudine e di fierezza. Ma certamente l’Austria non è un’"isola felice" e neppure crede di esserlo. L’autocritica fa sempre bene e, senz’altro, è diffusa in Austria. Un Paese che ha ricevuto tanto deve anche dare tanto. Può contare molto su se stesso e anche esigere da se stesso una certa responsabilità nei confronti dei Paesi vicini, dell’Europa e del mondo.

Molto di ciò che l’Austria è e possiede, lo deve alla fede cristiana ed alla sua ricca efficacia sulle persone. La fede ha formato profondamente il carattere di questo Paese e la sua gente. Deve perciò essere nell’interesse di tutti non permettere che un giorno in questo Paese siano forse ormai solo le pietre a parlare di cristianesimo! Un’Austria senza una viva fede cristiana non sarebbe più l’Austria.

Auguro a Voi e a tutti gli Austriaci, soprattutto agli anziani e ai malati, come anche ai giovani che hanno la vita ancora davanti a sé, speranza, fiducia, gioia e la benedizione di Dio! Vi ringrazio.

Introduction

C’est pour moi une grande joie et un honneur de vivre aujourd’hui cette rencontre avec vous, Monsieur le Président fédéral, avec les Membres du Gouvernement fédéral, et avec les Représentants de la vie politique et publique de la République d’Autriche. Cette rencontre au Palais de la Hofburg est le reflet des bonnes relations, empreintes d’une confiance mutuelle, entre votre Pays et le Saint-Siège, dont vous avez parlé, Monsieur le Président. Je m’en réjouis vivement.

Les relations entre le Saint-Siège et l’Autriche s’inscrivent dans le vaste ensemble des relations diplomatiques dont la ville de Vienne constitue un important carrefour, parce que c’est ici que plusieurs organisations internationales ont aussi leur siège. Je me réjouis de la présence de nombreux Représentants diplomatiques, que je salue respectueusement. Je vous remercie, Mesdames et Messieurs les Ambassadeurs, pour votre engagement non seulement au service des pays que vous représentez et de leurs intérêts mais aussi au service de la cause commune de la paix et de l’entente entre les peuples .

C’est ma première visite, comme Évêque de Rome et comme Pasteur suprême de l’Église catholique universelle, dans ce pays que je connais cependant depuis longtemps et par de nombreuses visites précédentes. C’est – permettez-moi de le dire – véritablement une joie pour moi de me trouver ici. J’y compte de nombreux amis et, en tant que voisin Bavarois, le mode de vie et les traditions autrichiennes me sont familiers. Mon grand Prédécesseur le Pape Jean-Paul II, d’heureuse mémoire, a visité l’Autriche à trois reprises. Chaque fois, il a été reçu par la population de ce pays avec une grande cordialité, ses paroles ont été écoutées avec attention et ses voyages apostoliques ont laissé leurs traces.

Autriche

Au cours des dernières décennies, l’Autriche a enregistré des succès, que personne, il y a encore deux générations, n’aurait osé imaginer. Votre pays n’a pas seulement connu un progrès économique considérable, mais il a aussi développé une vie sociale exemplaire, dont le terme « solidarité sociale » est devenu un synonyme. Les Autrichiens ont toutes les raisons d’en être reconnaissants et ils le manifestent en ayant un cœur ouvert aux pauvres et aux nécessiteux de leur pays, mais aussi en étant généreux quand il s’agit de manifester leur solidarité lors de catastrophes et de malheurs qui surviennent dans le monde. Les grandes initiatives comme « Licht ins Dunkel » – « Lumière dans les ténèbres » – avant Noël et « Nachbar in Not » – « Proche dans le besoin » – sont un beau témoignage de ces sentiments.

L’Autriche et l’élargissement de l’Europe

Nous nous trouvons ici dans un lieu historique, à partir duquel, pendant des siècles, a été gouverné un empire qui a uni de vastes parties de l’Europe centrale et orientale. Le lieu où nous sommes et le moment que nous vivons nous offrent donc une occasion providentielle pour fixer notre regard sur toute l’Europe d’aujourd’hui. Après les horreurs de la guerre et les expériences traumatisantes du totalitarisme et de la dictature, l’Europe a entrepris le chemin vers une unité du Continent, qui tend à assurer un ordre durable de paix et de développement juste. La division qui, pendant des décennies, a déchiré le Continent de manière douloureuse est, il est vrai, surmontée sur le plan politique, mais l’unité reste encore en grande partie à réaliser dans l’esprit et dans le cœur des personnes. Même si, après la chute du rideau de fer en 1989, une certaine espérance excessive a pu laisser place à la déception, et si, sur quelques aspects, il est possible de formuler des critiques justifiées vis-à-vis de quelques institutions européennes, le processus d’unification est de toute façon une œuvre d’une grande portée qui a permis à ce Continent, longtemps miné par des conflits continuels et des guerres fratricides désastreuses, de vivre une période de paix qu’il n’avait pas connue depuis longtemps. En particulier, la participation à ce processus constitue pour les Pays d’Europe centrale et orientale un stimulant ultérieur pour consolider chez eux la liberté, l’état de droit et la démocratie. Je voudrais rappeler, à ce propos, la contribution que mon Prédécesseur le Pape Jean-Paul II a apportée à ce processus historique. L’Autriche, qui se trouve aux confins de l’Occident et de l’Orient d’alors, a également, comme pays-pont, beaucoup contribué à cette union et en a aussi – il ne faut pas l’oublier – tiré grand profit.

Europe

La « maison Europe », comme nous aimons appeler la communauté de ce continent, sera pour tous un lieu agréable à habiter seulement si elle est construite sur une solide base culturelle et morale de valeurs communes que nous tirons de notre histoire et de nos traditions. L’Europe ne peut pas et ne doit pas renier ses racines chrétiennes. Elles sont une composante dynamique de notre civilisation pour avancer dans le troisième millénaire. Le christianisme a profondément modelé ce continent : en rendent témoignage, dans tous les pays et particulièrement en Autriche, non seulement les nombreuses églises et les importants monastères. Mais la foi se manifeste surtout dans les innombrables personnes qu’elle a portées, au cours de l’histoire jusqu’à aujourd’hui, à une vie d’espérance, d’amour et de miséricorde. Mariazell, le grand Sanctuaire national autrichien, est en même temps un lieu de rencontre pour plusieurs peuples européens. C’est un de ces lieux dans lesquels les hommes ont puisé et puisent toujours « la force d’en haut », pour vivre une vie droite.

Ces jours-ci, le témoignage de foi chrétienne au centre de l’Europe s’exprime aussi dans le « Troisième Rassemblement œcuménique européen » qui se tient à Sibiu (en Roumanie), avec pour thème : « La lumière du Christ brille pour tous. Espoir de renouvellement et d’unité en Europe » . Bien entendu, on se souvient également du « Katholikentag » d’Europe centrale qui, en 2004, sur le thème « Le Christ – espérance de l’Europe », a rassemblé tant de croyants à Mariazell !

On parle souvent aujourd’hui du modèle de vie européen. On entend par là un ordre social qui conjugue efficacité économique avec justice sociale, pluralité politique avec tolérance, libéralité et ouverture, mais qui signifie aussi maintien des valeurs qui donnent à ce continent sa position particulière. Ce modèle, face aux impératifs de l’économie moderne, se trouve placé devant un grand défi. La mondialisation, souvent citée, ne peut être arrêtée, mais la politique a le devoir urgent et la grande responsabilité de lui donner des règlements et des limites capables d’éviter qu’elle ne se réalise aux dépens des pays les plus pauvres et des personnes pauvres dans les pays riches et au détriment des générations futures.

L’Europe, nous le savons, a certainement vécu et souffert aussi de terribles erreurs. Que l’on pense aux rétrécissements idéologiques de la philosophie, de la science et aussi de la foi, à l’abus de religion et de raison à des fins impérialistes, à la dégradation de l’homme par un matérialisme théorique et pratique, et enfin à la dégénérescence de la tolérance en une indifférence privée de références à des valeurs permanentes. Cependant, l’une des caractéristiques de l’Europe est la capacité d’autocritique qui, dans le vaste panorama des cultures mondiales, la distingue et la qualifie.

La vie

C’est en Europe qu’a été formulé, pour la première fois, le concept des droits humains. Le droit humain fondamental, le présupposé pour tous les autres droits, est le droit à la vie elle-même. Ceci vaut pour la vie, de la conception à sa fin naturelle. En conséquence, l’avortement ne peut être un droit humain – il est son contraire. C’est une « profonde blessure sociale », comme le soulignait sans se lasser notre confrère défunt, le Cardinal Franz König.

En disant cela, je n’exprime pas un intérêt spécifiquement ecclésial. Je voudrais plutôt me faire l’avocat d’une demande profondément humaine et le porte-parole des enfants qui vont naître et qui n’ont pas de voix. Le faisant, je ne ferme pas les yeux devant les problèmes et les conflits de nombreuses femmes et je me rends compte que la crédibilité de notre discours dépend aussi de ce que l’Église elle-même fait pour venir en aide aux femmes en difficulté.

J’en appelle dans ce contexte aux responsables de la politique, afin qu’ils ne permettent pas que les enfants soient considérés comme des cas de maladie ni que la qualification d’injustice attribuée par votre système juridique à l’avortement soit de fait abolie. Je le dis par souci profond des valeurs humaines. Mais ceci n’est qu’un aspect de ce qui nous préoccupe. L’autre aspect est de faire tout notre possible pour rendre les pays européens de nouveau plus ouverts à l’accueil des enfants. Je vous en prie, encouragez les jeunes qui, par le mariage fondent de nouvelles familles, à devenir mères et pères! Vous ferez ainsi du bien, non seulement à eux-mêmes, mais aussi à la société tout entière. Je vous encourage fermement dans vos efforts politiques pour favoriser des conditions qui permettent aux jeunes couples d’élever des enfants. Tout ceci, cependant, ne servira à rien, si nous ne réussissons pas à créer de nouveau dans nos pays un climat de joie et de confiance en la vie, dans lequel les enfants ne sont pas perçus comme un poids, mais comme un don pour tous.

Le débat sur ce qu’on appelle « l’aide active à mourir » constitue aussi pour moi une vive préoccupation. Il est à craindre qu’un jour puisse être exercée une pression non déclarée ou même explicite sur les personnes gravement malades ou âgées pour qu’elles demandent la mort ou pour qu’elles se la donnent elles-mêmes. La réponse juste à la souffrance en fin de vie est une attention pleine d’amour, l’accompagnement vers la mort – en particulier aussi avec l’aide de la médecine palliative – et non une « aide active à mourir ». Pour soutenir un accompagnement humain vers la mort il faudrait mettre en place des réformes structurelles dans tous les domaines du système sanitaire et social, ainsi que des structures d’assistance palliative. Ensuite, il faudrait prendre aussi des mesures concrètes: dans l’accompagnement psychologique et pastoral des personnes gravement malades et des mourants, de leurs parents, des médecins et du personnel soignant. Dans ce domaine, le « Hospizbewegung » fait des choses remarquables. Toutes ces tâches, cependant, ne peuvent leur être déléguées à eux seuls. Beaucoup d’autres personnes doivent être prêtes ou être encouragées à se rendre disponibles, sans regarder au temps ni à la dépense pour se consacrer à l’assistance pleine d’amour aux personnes gravement malades et aux mourants.

Le dialogue de la raison

Fait partie enfin de l’héritage européen une tradition de pensée, pour laquelle un lien substantiel entre foi, vérité et raison est essentiel. Il s’agit ici, en définitive, de se demander si, oui ou non, la raison est au principe de toutes choses et à leur fondement. Il s’agit de se demander si le hasard et la nécessité sont à l’origine de la réalité, si donc la raison est un produit secondaire fortuit de l’irrationnel, et si, dans l’océan de l’irrationalité, en fin de compte, elle n’a aucun sens, ou si au contraire ce qui constitue la conviction de fond de la foi chrétienne demeure vrai: In principio erat Verbum – Au commencement était le Verbe – à l’origine de toutes choses, il y a la Raison créatrice de Dieu qui a décidé de se rendre participant à nous, êtres humains.

Permettez-moi de citer dans ce contexte Jürgen Habermas, un philosophe qui n’adhère pas à la foi chrétienne. Il affirme : « Par l’autoconscience normative du temps moderne, le christianisme n’a pas été seulement un catalyseur. L’universalisme égalitaire, dont sont nées les idées de liberté et de solidarité, est un héritage immédiat de la justice juive et de l’éthique chrétienne de l’amour. Inchangé dans sa substance, cet héritage a toujours été de nouveau approprié de façon critique et de nouveau interprété. Jusqu’à aujourd’hui, il n’existe pas d’alternative à cela».

Les tâches de l’Europe dans le monde

De l’unicité de son nom découle aussi, cependant, pour l’Europe, une responsabilité unique dans le monde. À ce propos, elle ne doit surtout pas renoncer à elle-même. Le continent qui, sur le plan démographique, vieillit de façon rapide ne doit pas devenir un continent spirituellement vieux. De plus, l’Europe acquerra une meilleure conscience d’elle-même si elle assume une responsabilité dans le monde qui corresponde à sa tradition spirituelle particulière, à ses capacités extraordinaires et à sa grande force économique. L’Union européenne devrait par conséquent jouer un rôle de meneur dans la lutte contre la pauvreté dans le monde, et dans l’engagement en faveur de la paix. Nous pouvons constater avec gratitude que les pays européens et l’Union européenne sont parmi ceux qui contribuent le plus au développement international, mais ils devraient aussi faire valoir leur importance politique face, par exemple, aux très urgents défis portés par l’Afrique, aux horribles tragédies de ce continent telles que le fléau du SIDA, la situation au Darfour, l’exploitation injuste des ressources naturelles et le trafic préoccupant des armes. De même que l’engagement politique et diplomatique de l’Europe et de ses pays ne doit pas oublier la situation toujours grave du Moyen-Orient où la contribution de tous est nécessaire pour favoriser le renoncement à la violence, le dialogue réciproque et une cohabitation vraiment pacifique. Les relations avec les Nations d’Amérique latine et avec celles du Continent asiatique doivent continuer à croître, par des liens opportuns d’échange.

Conclusion

Monsieur le Président fédéral, Mesdames et Messieurs ! L’Autriche est un pays riche de nombreuses bénédictions : la grande beauté des paysages qui attire, année après année, des millions de personnes pour un séjour de repos; une richesse culturelle inouïe, créée et accumulée depuis de nombreuses générations; de nombreuses personnes dotées de talent artistique et de grandes forces créatrices. Partout on peut voir les témoignages des réalisations qui sont les fruits de l’application et des dons de la population qui travaille. Il y a là un motif de reconnaissance et de fierté. Mais l’Autriche n’est certainement pas une « île heureuse » et elle ne croit pas l’être non plus. L’autocritique fait toujours du bien et, sans aucun doute, elle est répandue en Autriche. Un pays qui a tant reçu doit aussi donner beaucoup. Il peut compter beaucoup sur lui-même et aussi exiger de lui-même une certaine responsabilité vis-à-vis des pays voisins, de l’Europe et du monde.

Beaucoup de ce que l’Autriche est et possède, elle le doit à la foi chrétienne et à sa riche influence sur les personnes. La foi a profondément formé le caractère de ce pays et de ses habitants. Par conséquent, il doit être dans l’intérêt de tous de ne pas permettre qu’un jour dans ce pays il n’y ait peut-être plus que les pierres à parler de christianisme ! Une Autriche sans une foi chrétienne vivante ne serait plus l’Autriche.

Je vous souhaite, ainsi qu’à tous les Autrichiens, surtout aux personnes âgées et aux malades, mais aussi aux jeunes qui ont encore la vie devant eux, espérance, confiance, joie, et la Bénédiction de Dieu ! Je vous remercie.

Our meeting here in the Hofburg reflects the good relations, marked by reciprocal trust, which exist between your country and the Holy See, relations to which you, Mr President, have just alluded. For this I am most pleased.

Relations between Austria and the Holy See are part of that vast network of diplomatic relations in which Vienna serves as an important crossroads, inasmuch as a number of international Organizations have their headquarters in this city. I am pleased by the presence of many diplomatic representatives, whom I greet with respect. I thank you, distinguished Ambassadors, for your dedicated service, not only to the countries which you represent and to their interests, but also to the common cause of peace and understanding between peoples.

This is my first visit as Bishop of Rome and Supreme Pastor of the universal Catholic Church to this country, which I know well from many earlier visits. It is – may I say – truly a joy for me to be here. I have many friends here and, as a Bavarian neighbour, Austria’s way of life and traditions are familiar to me. My great predecessor of blessed memory, Pope John Paul II, visited Austria three times. Each time he was received most cordially by the people of this country, his words were listened to attentively, and his apostolic journeys left their mark.

Austria

In recent years and decades, Austria has registered advances which were inconceivable even two generations ago. Your country has not only experienced significant economic progress, but has also developed a model of social coexistence synonymous with the term "social solidarity". Austrians have every reason to be grateful for this, and they have demonstrated it not only by opening their hearts to the poor and the needy in their native land, but also by demonstrating generous solidarity in the event of catastrophes and disasters worldwide. The great initiatives of Licht ins Dunkel ("Light in the Darkness") at Christmastime, and Nachbar in Not ("Neighbour in Need") bear eloquent testimony to this attitude.

Austria and the expansion of the European Union

We are gathered in an historical setting, which for centuries was the seat of an Empire uniting vast areas of Central and Eastern Europe. This time and place thus offer us a good opportunity to take a far-ranging look at today’s Europe. After the horrors of war and traumatic experiences of totalitarianism and dictatorship, Europe is moving towards a unity capable of ensuring a lasting order of peace and just development. The painful division which split the continent for decades has come to an end politically, yet the goal of unity remains in great part still to be achieved in the minds and hearts of individuals. If, after the fall of the Iron Curtain in 1989, certain excessive hopes were disappointed, and on some points justified criticisms can be raised about certain European institutions, the process of unification remains a most significant achievement which has brought a period of unwonted peace to this continent, formerly consumed by constant conflicts and fatal fratricidal wars. For the countries of Central and Eastern Europe in particular, participating in this process is a further incentive to the consolidation of freedom, the constitutional state and democracy within their borders. Here I would like to recall the contribution made by my predecessor, Pope John Paul II, to that historic process. Austria too, as a bridge-country situated at the crossroads of West and East, has contributed much to this unification and has also – we must not forget – greatly benefited from it.

Europe

The "European home", as we readily refer to the community of this continent, will be a good place to live for everyone only if it is built on a solid cultural and moral foundation of common values drawn from our history and our traditions. Europe cannot and must not deny her Christian roots. These represent a dynamic component of our civilization as we move forward into the third millennium. Christianity has profoundly shaped this continent: something clearly evident in every country, and particularly in Austria, not least from the numerous churches and important monasteries. Above all, the faith is seen in the countless people whom in the course of history, and in our own day as well, it has brought to a life of hope, love and mercy. Mariazell, Austria’s great national shrine, is also a meeting-place for the different peoples of Europe. It is one of those places where men and women have drawn, and continue to draw, "strength from on high" for an upright life.

During these days, the witness of Christian faith at the heart of Europe is also finding expression in the Third European Ecumenical Assembly meeting in Sibiu/Hermannstadt (in Romania), whose motto is: "The Light of Christ Shines on All. Hope for Renewal and Unity in Europe". One spontaneously recalls the 2004 Central European Katholikentag, on the theme: "Christ – The Hope of Europe", which brought so many believers together in Mariazell!

Nowadays we hear much of the "European model of life". The term refers to a social order which combines a sound economy with social justice, political pluralism with tolerance, generosity and openness, but also means the preservation of the values which have made this continent what it is. This model, under the pressure of modern economic forces, faces a great challenge. The oft-cited process of globalization cannot be halted, yet it is an urgent task and a great responsibility of politics to regulate and limit globalization, so that it will not occur at the expense of the poorer nations and of the poor in wealthier nations, and prove detrimental to future generations.

Certainly – as we know – Europe has also experienced and suffered from terribly misguided courses of action. These have included: ideological restrictions imposed on philosophy, science and also faith, the abuse of religion and reason for imperialistic purposes, the degradation of man resulting from theoretical and practical materialism, and finally the degeneration of tolerance into an indifference with no reference to permanent values. But Europe has also been marked by the capacity for self-criticism, which gives it a distinctive place within the vast panorama of the world’s cultures.

Life

It was in Europe that the notion of human rights was first formulated. The fundamental human right, the presupposition of every other right, is the right to life itself. This is true of life from the moment of conception until its natural end. Abortion, consequently, cannot be a human right – it is the very opposite. It is "a deep wound in society", as the late Cardinal Franz König never tired of repeating.

In stating this, I am not expressing a specifically ecclesial concern. Rather, I wish to act as an advocate for a profoundly human need, speaking out on behalf of those unborn children who have no voice. In doing so, I do not close my eyes to the difficulties and the conflicts which many women are experiencing, and I realize that the credibility of what we say also depends on what the Church herself is doing to help women in trouble.

In this context, then, I appeal to political leaders not to allow children to be considered as a form of illness, nor to abolish in practice your legal system’s acknowledgment that abortion is wrong. I say this out of a concern for humanity. But that is only one side of this disturbing problem. The other is the need to do everything possible to make European countries once again open to welcoming children. Encourage young married couple to establish new families and to become mothers and fathers! You will not only assist them, but you will benefit society as a whole. I also decisively support you in your political efforts to favour conditions enabling young couples to raise children. Yet all this will be pointless, unless we can succeed in creating once again in our countries a climate of joy and confidence in life, a climate in which children are not seen as a burden, but rather as a gift for all.

Another great concern of mine is the debate on what has been termed "actively assisted death". It is to be feared that at some point the gravely ill or elderly will be subjected to tacit or even explicit pressure to request death or to administer it to themselves. The proper response to end-of-life suffering is loving care and accompaniment on the journey towards death – especially with the help of palliative care – and not "actively assisted death". But if humane accompaniment on the journey towards death is to prevail, structural reforms would be needed in every area of the social and healthcare system, as well as organized structures of palliative care. Concrete steps would also have to be taken: in the psychological and pastoral accompaniment of the seriously ill and dying, their family members, and physicians and healthcare personnel. In this field the hospice movement has done wonders. The totality of these tasks, however, cannot be delegated to it alone. Many other people need to be prepared or encouraged in their willingness to spare neither time nor expense in loving care for the gravely ill and dying.

The dialogue of reason

Finally, another part of the European heritage is a tradition of thought which considers as essential a substantial correspondence between faith, truth and reason. Here the issue is clearly whether or not reason stands at the beginning and foundation of all things. The issue is whether reality originates by chance and necessity, and thus whether reason is merely a chance by-product of the irrational and, in an ocean of irrationality, it too, in the end, is meaningless, or whether instead the underlying conviction of Christian faith remains true: In principio erat Verbum – in the beginning was the Word; at the origin of everything is the creative reason of God who decided to make himself known to us human beings.

In this context, permit me to quote Jürgen Habermas, a philosopher not of the Christian faith. He has stated: "For the normative self-understanding of the modern period Christianity has been more than a mere catalyst. The egalitarian universalism which gave rise to the ideas of freedom and social coexistence, is a direct inheritance from the Jewish notion of justice and the Christian ethics of love. Substantially unchanged, this heritage has always been critically reappropriated and newly interpreted. To this day an alternative to it does not exist".

Europe’s tasks in the world

Given the uniqueness of its calling, Europe also has a unique responsibility in the world. First of all, it must not give up on itself. The continent which, demographically, is rapidly aging, must not become old in spirit. Furthermore, Europe will grow more sure of itself if it accepts a responsibility in the world corresponding to its singular intellectual tradition, its extraordinary resources and its great economic power. The European Union should therefore assume a role of leadership in the fight against global poverty and in efforts to promote peace. With gratitude we can observe that the countries of Europe and the European Union are among those making the greatest contribution to international development, but they also need to make their political importance felt, for example, with regard to the urgent challenges presented in Africa, given the immense tragedies afflicting that continent, such as the scourge of AIDS, the situation in Darfur, the unjust exploitation of natural resources and the disturbing traffic in arms. Nor can the political and diplomatic efforts of Europe and its countries neglect the continuing serious situation in the Middle East, where everyone’s contribution is needed to promote the rejection of violence, reciprocal dialogue and a truly peaceful coexistence. Europe’s relationship with the nations of Latin America and Asia must also continue to grow through suitable trade agreements.

Conclusion

Mr President, Ladies and Gentlemen! Austria is a country which is greatly blessed: by an immense natural beauty which attracts millions of holiday-makers each year; unique cultural treasures, created and amassed by many generations; and many artistically talented and creative individuals. Everywhere one can see the fruits of the diligence and gifts of industrious men and women. This is a reason for pride and gratitude. But Austria is certainly not an "enchanted island" nor does it consider itself such. Self-criticism is always a good thing, and, of course, is widespread in Austria. A country which has received so much must also give much. It can be rightly self-assured, while also sensing the need for a certain responsibility with regard to neighbouring countries, in Europe and in the world.

Much of what Austria is and possesses, it owes to the Christian faith and its beneficial effects on individual men and women. The faith has profoundly shaped the character of this country and its people. Consequently it should be everyone’s concern to ensure that the day will never come when only its stones speak of Christianity! An Austria without a vibrant Christian faith would no longer be Austria.

Upon you and all the people of Austria, especially the elderly and infirm, as well as the young whose lives lie ahead of them, I invoke hope, confidence, joy and God’s blessings! Thank you.

Papst Benedikt XVI. hat bei seiner Ansprache in der Hofburg nicht zur österreichischen Fristenregelung Stellung genommen. Der Papst hat nichts anderes getan, als daran zu erinnern, dass die bestehende österreichische Gesetzgebung die Abtreibung als Unrecht qualifiziert. Benedikt XVI. hat an die politisch Verantwortlichen appelliert, dass dies auch so bleibt. Der Papst hat dargelegt, dass es kein ‘Recht auf Abtreibung’ geben kann.
