The Holy Father has accepted the resignation from the pastoral care of the archdiocese of Manaus, Brazil, presented by Archbishop Sérgio Eduardo Castriani, C.S.Sp.
The Pope has appointed as metropolitan archbishop of Manaus, Brazil, Bishop Leonardo Ulrich Steiner, O.F.M., currently titular bishop of Tisiduo and auxiliary of Brasília.
Archbishop-elect Leonardo Ulrich Steiner, O.F.M., was born on 6 November 1950 in Forquilhinha, State of Santa Catarina, in the diocese of Criciúma, Brazil.
He gave his religious vows in the Order of Friars Minor on 2 August 1976, and was ordained a priest on 21 January 1978. He studied philosophy and theology with the Franciscans of Petrópolis and he received his Bachelor’s degree in philosophy and pedagogy from the Salesian Faculty of Lorraine. He was awarded as licentiate and doctorate in philosophy by the Pontifical University Antonianum in Rome. Following his studies and a period as deputy parish priest and parish priest, he served as formator in the seminary until 1986, and master of novices from 1986 to 1995.
From 1995 to 2003 he was professor of philosophy and secretary of the Antonianum. Upon returning to Brazil in 2003, he became deputy parish priest of the Bom Jesus parish in the archdiocese of Curitiba, as well as lecturer in the Bom Jesus faculty of philosophy in the same archdiocese.
On 2 February 2005 he was appointed as bishop prelate of São Félix and received episcopal ordination on the following 16 April. On 21 September 2011 he was appointed titular bishop of Tisiduo and auxiliary of Brasília.
From May 2011 to May 2019 he served as secretary general of the Brazilian Episcopal Conference.
Resignation of bishop of Ghent, Belgium, and appointment of successor
The Holy Father has accepted the resignation from the pastoral care of the diocese of Ghent, Belgium, presented by Bishop Luc Van Looy, S.D.B.
The Holy Father has appointed the Reverend Fr. Lode Van Hecke, OC.S.O., currently abbot of the Abbey of Orval, as bishop of Ghent.
Bishop-elect Lode Van Hecke, OC.S.O., was born on 16 March 1950 in Brugge in the diocese of the same name. After secondary school he entered the major seminary of Brugge. A year later he was sent to the seminary of Leuven to attend courses in philosophy at the Catholic University of the same city. Before starting his theology studies, he served in the army and became secretary to the head chaplain of the Belgian army. He got to know the Trappist Abbey of Orval in the diocese of Namur and decided to enter, but first returned to the Leo XIII Seminary in Leuven to finish his philosophical studies and to obtain a licentiate in Philosophy.
He entered the Abbey of Orval on 24 February 1976. After his solemn profession on 6 March 1983, he resumed his studies in Leuven, where he was awarded a licentiate in theology. He was ordained a priest on 20 August 1995, and went on to hold various roles within the Abbey: master of novices from 1990 to 1998, director of the brewery from 1998 to 2001, and prior and bursar from 2001 to 2002. From 2002 to 2004 he was called to Rome as secretary to the Abbot General of the Cistercian Order of the Strict Observance. Upon his return to the Abbey of Orval, he was elected prior again in 2005 and at the same time assumed the post of hotelier. Since 2006 he has, with his community, been animator of “Orval Jeunes en prière”. On 25 January 2007 he was elected 63rd Abbot of Orval and on the following 2 June he received the Abbey Blessing.
Appointment of auxiliary of the diocese of Anápolis, Brazil
The Holy Father has appointed as auxiliary of the diocese of Anápolis, Brazil, the Reverend Dilmo Franco De Campos, of the clergy of the diocese of Formosa, currently rector of the São João Maria Vianney archdiocesan seminary in Goiânia, assigning him the titular see of Ita.
Bishop-elect Dilmo Franco De Campos was born on 15 March 1972 in Formosa, State of Goiás. He carried out his studies in philosophy and theology at the Seminário Maior Arquidiocesano de Brasília. He obtained a licentiate in moral theology from the Pontifical Gregorian University in Rome (2003-2005).
He was ordained a priest on 10 January 1998 and incardinated in the diocese of Formosa. During his priestly ministry he has held the following roles: parish administrator of São Domingos de Gusmão in São Domingos (1998-1999); parish administrator of Nossa Senhora do Rosário in Flores de Goiás (1999); parish priest of the Cathedral of Formosa (1999-2002 and 2008-2015); pastoral assistant in the parish of the Brazilians in London (2005); member of the college of consultors and the presbyteral council; coordinator and professor of the course of theology for the laity; diocesan supervisor of family pastoral care; treasurer of the diocese; member of the team of formators in the São João Maria Vianney Seminary in the archdiocese of Goiânia (2006-2007).
He is currently the rector of the São João Maria Vianney Seminary in the archdiocese of Goiânia.
Appointment of President of the Financial Intelligence Authority (AIF)
The Holy Father has appointed Dr. Carmelo Barbagallo as President of the Financial Intelligence Authority. Dr Barbagallo is currently general officer with the task of providing high level advice to the Directorate of the Bank of Italy on banking and financial vigilance and in relation to the Single Supervisory Mechanism.
Dr. Carmelo Barbagallo was born in Catania on 28 February 1956, and is married with two children. In 1978 he graduated with honours in law from the University of Catania; in 1979 he specialized in regional economics and collaborated with the chairs of private law and industrial law. He is an official auditor.
In 1980 he joined the Bank of Italy and was assigned to the supervisory office of the Genoa Branch. After fulfilling his military obligations as an officer of the Guardia di Finanza, in 1983 he was transferred to the Milan branch, where he worked at the Economic Research Unit and the Supervisory Office, dealing with the real economy of the Lombardy Region as well as the analysis of banks of national interest (Banca Commerciale Italiana and Credito Italiano) and mutual funds.
Since 1985 he has been in Central Administration at the Supervisory Inspectorate. In those years he was responsible for training courses and collaborated with numerous working groups. He also deals with anomalous and restructured bank loans and participates in the drafting of banking law. In addition, he is a member of commissions for the recruitment of young graduates to the Bank of Italy.
As a supervisory inspector, he is responsible for numerous inspections of banking and financial intermediaries in Italy and abroad, including the validation of advanced risk measurement models as required by the Basel Accord. He is overseeing the drafting of the current Supervisory Guide.
In January 2009, he was appointed as deputy head of the Supervisory Inspectorate; since May 2011, he has been in charge of the Service. Since February 2013, he has served as general officer with the title of Central Director for Banking and Financial Supervision.
From 27 January 2014 to 30 June 2019 he was head of the Banking and Financial Supervision Department.
From July 1, 2019 until the present day, he has served as senior consultant to the Bank’s Directorate of Banking and Financial Supervision and in relations with the Single Supervisory Mechanism.
He is the author of numerous articles and studies on banking and finance. Among other things, he has researched issues of financial innovation and the supervisory profiles of derivatives.
