The Holy Father has accepted the resignation of His Excellency Msgr. Giovanni Tonucci from the offices of archbishop prelate of Loreto and papal delegate for the shrine of Loreto, as well as papal delegate for the Basilica of St. Anthony in Padua.
His Holiness has appointed as archbishop prelate of Loreto and papal delegate for the shrine of Loreto, and papal delegate for the Basilica of St. Anthony in Padua, Rev. Msgr. Fabio Dal Cin, of the diocese of Vittorio Veneto, currently official of the Congregation of Bishops.
Msgr. Fabio Dal Cin
Born in Vittorio Veneto on 23 January 1965, after attending the diocesan minor and major seminaries, Msgr. Dal Cin was ordained a priest for the diocese of Vittorio Veneto on 7 December 1990.
In 1990 he was appointed parish vicar of the Duomo of Motta di Livenza. In 1988 he was called to hold the office of animator of the youth community of the diocesan minor seminary and of deputy director of the diocesan centre for vocations. He attended specialist courses at the Santa Giustina Institute of Pastoral Liturgy in Padua, where he obtained a licentiate in sacred theology with liturgical-pastoral specialization.
In 2000 he was appointed as Episcopal delegate for vocational pastoral ministry and director of the diocesan centre for vocations, and in 2001, professor of liturgy at the Treviso-Vittorio Veneto Interdiocesan Theological Studio. In 2003 he received the role of animator of the major seminary episcopal master of ceremonies. In 2004 he was appointed as member of the Commission for the formation and ministry of permanent deacons.
Since March 2007 he has served as official of the Congregation for Bishops. In 2011 he obtained a doctorate in theology from the Pontifical Athenaeum of St. Anselm in Rome. Since 2012 he has served as chaplain of His Holiness. He has provided spiritual assistance at the Shrine of the Madonna della Quercia, Rome.
Resignation of the prelate bishop of Batanes, Philippines, and appointment of successor
The Holy Father Francis has accepted the resignation from the pastoral care of the prelature of Batanes, Philippines, presented by His Excellency Msgr. Camilo D. Gregorio.
The Pope has appointed as prelate bishop of Batanes, Philippines, Rev. Danilo B. Ulep, of the clergy of the archdiocese of Tuguegarao, currently parish priest of the archdiocesan shrine of the Santo Niño.
Rev. Danilo B. Ulep
The Rev. Danilo B. Ulep was born in Tuguegarao City, Cagayan, in the archdiocese of Tuguegarao, on 24 June 1962. He studied philosophy and theology at the Santo Tomas University in Manila, where he obtained a bachelor’s degree in philosophy, theology and canon law, and a licentiate in philosophy.
He was ordained a priest for the diocese of Tugugarao on 10 April 1987.
He subsequently served as: vicar of the parish of San Vincenzo Ferrer, Solana, Cagayan (1987-1992); administrator of the same parish (1992-1993); pastor of the Holy Guardian Angels parish, Tuao, Cagayan (1993-1999); rector of the San Jacinto minor seminary of Alimannao, Cagayan and director of the Commission for vocations and seminaries (1999-2005); pastor of the St. Joseph the Worker parish of San José, Baggao, and episcopal vicar of Alcala (2005-2011).
Finally, from 2011 up to the present, he has served as pastor and rector of the Santo Niño parish and shrine in San Gabriel, Tuguegarao City, Cagayan, director of the biblical apostolate and president of the priests’ assembly of the archdiocese of Tuguegarao.
Resignation of bishop of Kottar, India, and appointment of successor
The Holy Father has accepted the resignation from the pastoral care of the diocese of Kottar, India, presented by His Excellency Msgr. Peter Remigius.
The Pope has appointed as bishop of the diocese of Kottar, India, the Rev. Nazarene Soosai, pastor of the Our Lady of Ransom parish of Kanyakumari in Kottar.
Rev. Nazarene Soosai
The Rev. Nazarene Soosai was born in Rajakkalamngalamthurai in the diocese of Kottar on 13 April 1963.
He studied at the St. Aloysius’ minor seminary of Nagercoil, concluding his philosophical and theological studies at the Sacred Heart Seminary in Poonamallee, Chennai. He obtained a licentiate in theology from the Catholic University of Leuven, Belgium, and a doctorate from the Pontifical Gregorian University in Rome. He also holds a master’s degree in political sciences from the University of Madurai.
On 2 April 1989 he received priestly ordination for the diocese of Kottar.
He has performed his priestly ministry in the following offices: deputy priest of the Our Lady of Presentation church in Colachel (1989-1990); prefect of studies at the Tamil Nadu Xavier Mission Home in Nagercoil (1990-1992), and at the same time secretary of the diocesan Commission for vocations; pastor of the St. Helen’s parish in Enayam, and ecclesiastical assistant of the Christian Life Community and secretary of the Diocesan Priests Personal Board (1992-1998); student, specializing in theology, in Leuven, Belgium (1998-2000); student, obtaining a doctorate in Rome (2000-2003); dean and professor of theology at the Sacred Heart seminary in Poonamallee, Chennai (2003-2011); since March 2012, pastor at the Shrine of Our Lady of Ransom in Kanyakumari and vicar forane of the vicariate of Kanyakumari, and at the same time visiting professor at the Sacred Heart seminary in Poonamallee, Chennai, and at various other universities and institutes (Madras University, Chennai; CRI Theological Institute, Bangalore; Sason Sambalpur, Odisha; Salesian Theological Institute, Chennai; St. Paul’s seminary, Tiruchirapalli; Arul Kadal, Chennai).
Appointment of auxiliary of Częstochowa, Poland
The Holy Father has appointed as auxiliary bishop of the archdiocese of Częstochowa, Poland, Rev. Msgr. Andrzej Przybylski, pastor of the parish of Sts. Peter and Paul in Zawiercie, assigning him the titular see of Orte.
Rev. Msgr. Andrzej Przybylski
The Rev. Msgr. Andrzej Przybylski was born on 26 November 1964 in Łowicz (diocese of Łowicz). After taking the high school exams and completing his university studies in pedagogy, in 1988 he was admitted to the major seminary of Częstochowa and on 30 May 1993 he was ordained a priest for the same archdiocese.
From 1993 to 1994 he was vicar of the parish of St. Francis in Częstochowa, and subsequently (in the years 1994-1998) he was the personal secretary of Archbishop Stanisław Nowak, also holding other offices within the archiepiscopal Curia. From 1997 to 2004 he was director of the department for youth pastoral ministry and, around the same time (from 1998 to 2008) diocesan head of student pastoral ministry. From 2004 to 2008 he was pastor of the first student parish.
In 2006 he obtained a doctorate in humanistic sciences, specializing in pedagogy, from the “Mikołaj Kopernik” University in Toruń.
From 2008 to 2015 he was rector of the major seminary. He is currently pastor of one of the largest parishes in the archdiocese of Sts. Peter and Paul in Zawiercie. In addition, he is vicar forane for the 2016-2020 mandate, and member of the presbyteral council, and college of consultors.
Aside from Polish, he speaks French, Italian, English and Latin.
