Vatican City, 4 June 2016 – The Holy Father has appointed:
- Msgr. Carlos Alfredo Cabezas Mendoza as bishop of Punto Fijo (area 3,405, population 316,000, Catholics 293,000, priests 30, permanent deacons 1, religious 29), Venezuela. The bishop-elect was born in Niquitao, Venezuela in 1966 and was ordained a priest in 1990. He holds a licentiate in political science from the University of Valle del Momboy, Venezuela, and has served in a number of roles in the diocese of Trujillo, including diocesan head of youth pastoral ministry, parish priest, professor in the Fray Alonso Briceño Institute of Religious Sciences, diocesan vicar for pastoral ministry, chaplain of the Franciscan Sisters in Trujillo, professor at the Sagrado Corazon de Jesús in Trujillo and episcopal vicar for the clergy. He is currently parish priest of the Nuestra Señora del Carmen parish in Boconó.
- Msgr. Ducange Sylvain, S.D.B., as auxiliary of the archdiocese of Port-au-Prince (area 4,983, population 4,329,000, Catholics 3,117,000, priests 284, permanent deacons 1, religious 556), Haiti. The bishop-elect was born in Port-au-Prince, Haiti in 1963, gave his religious vows in 1992, and was ordained a priest in 1995. He studied philosophy at the Universidad Catolica Madre y Maestra, Santo Domingo; theology at the Institute d'Etudes Théologiques in Brussels, Belgium; and education sciences at the Pontifical Salesian University in Rome. He has served in a number of roles, including professor at the Institut Saint-François de Sales, director and bursar at Pétion-Ville, provincial advisor, provincial delegate for youth pastoral ministry, provincial delegate for formation, and provincial superior of the Salesian Fathers in Haiti.
