Eccellenza Reverendissima,
Ogni Settimana Santa ci facciamo idealmente pellegrini a Gerusalemme e contempliamo il mistero del nostro Signore Gesù Cristo Morto e Risorto. L’Apostolo Paolo, che ha fatto un’esperienza viva e personale di questo mistero, nella Lettera ai Galati arriva a dire: “il Figlio di Dio mi ha amato e ha consegnato se stesso per me!” (Gal 2,20). Quanto ha vissuto l’Apostolo è anche al fondamento di un nuovo modello di fraternità che deriva dall’opera di riconciliazione e di pacificazione operata dal Crocifisso tra tutte le genti, come San Paolo scrive nella lettera agli Efesini.
Nel corso del 2020 Papa Francesco ha voluto ricordarci le conseguenze di questo dono di riconciliazione e lo ha fatto attraverso l’enciclica “Fratelli tutti”. Con questo testo, il Papa, a partire dalla testimonianza profetica proposta da san Francesco d’Assisi, ci vuole aiutare a leggere alla luce del principio di fraternità tutte le nostre relazioni e gli ambiti della nostra vita: religiosi, economici, ecologici, politici, comunicativi. Il fondamento del nostro essere tutti fratelli e sorelle è proprio sul Calvario, il luogo nel quale, attraverso il massimo dono di amore, il Signore Gesù ha interrotto la spirale dell’inimicizia, ha spezzato il circolo vizioso dell’odio e ha aperto per ogni uomo e ogni donna la via della riconciliazione con il Padre, tra ogni persona, con la realtà stessa del creato.
Le strade deserte intorno al Santo Sepolcro e della Gerusalemme Vecchia hanno fatto eco alla Piazza San Pietro deserta e bagnata dalla pioggia, attraversata dal Santo Padre Francesco il 27 marzo 2020, in cammino verso il Crocefisso: dinanzi ad esso il mondo intero si è come messo in ginocchio, supplicando la fine della pandemia, e facendo sentire tutti accomunati dallo stesso mistero di dolore.
È stato dunque un anno di prova e così anche per la Città Santa di Gerusalemme, per la Terra Santa e per la piccola comunità cristiana che dimora in Medio Oriente, che vuole essere luce, sale e lievito del Vangelo. Nel 2020 i cristiani di quelle terre hanno sofferto un isolamento che li ha fatti sentire ancora più lontani, tagliati fuori dal contatto vitale con i fratelli provenienti dai vari Paesi del mondo. Hanno patito la perdita del lavoro, dovuta all’assenza di pellegrini, e la conseguente difficoltà a vivere dignitosamente e a provvedere alle proprie famiglie e ai propri figli. In molti Paesi il persistere della guerra e delle sanzioni hanno aggravato gli effetti stessi della pandemia. Inoltre è venuto meno anche parte dell’aiuto economico che la colletta pro Terra Sancta, ogni anno garantiva, a motivo delle difficoltà di poterla svolgere in molti Paesi nel 2020.
Papa Francesco ha offerto a tutti i cristiani la figura del Buon Samaritano come modello di carità attiva, di amore intraprendente e solidale. Ci ha anche stimolati a riflettere sui diversi atteggiamenti dei personaggi della parabola per superare l’indifferenza di chi vede il fratello o la sorella in difficoltà e passa oltre: “Con chi ti identifichi? Questa domanda è dura, diretta e decisiva. A quale di loro assomigli? Dobbiamo riconoscere la tentazione che ci circonda di disinteressarci degli altri, specialmente dei più deboli. Diciamolo, siamo cresciuti in tanti aspetti ma siamo analfabeti nell’accompagnare, curare e sostenere i più fragili e deboli delle nostre società sviluppate. Ci siamo abituati a girare lo sguardo, a passare accanto, a ignorare le situazioni finché queste non ci toccano direttamente” (Fratelli tutti, 64).
La colletta pro Terra Sancta 2021 sia per tutti l’occasione per non girare lo sguardo, per non passare oltre, per non ignorare le situazioni di bisogno e di difficoltà dei nostri fratelli e delle nostre sorelle che vivono nei Luoghi Santi. Se verrà meno questo piccolo gesto di solidarietà e di condivisione (san Paolo e san Francesco d’Assisi lo chiamerebbero di “restituzione”) sarà ancora più difficile per tanti cristiani di quelle terre resistere alla tentazione di lasciare il proprio paese, sarà faticoso sostenere le parrocchie nella loro missione pastorale, e continuare l’opera educativa attraverso le scuole cristiane e l’impegno sociale a favore dei poveri e dei sofferenti. Le sofferenze dei tanti sfollati e rifugiati che hanno dovuto lasciare le loro case a causa della guerra necessitano di una mano tesa ed amica per versare sulle loro ferite il balsamo della consolazione. Non si può infine rinunciare a prendersi cura dei Luoghi Santi che sono la testimonianza concreta del mistero dell’Incarnazione del Figlio di Dio e dell’offerta della sua vita fatta per amore nostro e per la nostra salvezza.
In tale difficile scenario, segnato dall’assenza di pellegrini, sento il dovere di fare mie ancora una volta le parole che l’Apostolo delle genti rivolgeva ai Corinti duemila anni fa, invitandovi alla solidarietà che non si basa su motivazioni filantropiche ma cristologiche: “Conoscete infatti la grazia del Signore nostro Gesù Cristo: da ricco che era, si è fatto povero per voi, perché voi diventaste ricchi per mezzo della sua povertà” (2 Cor 8,9). E dopo aver ricordato il principio di uguaglianza, di solidarietà e di scambio dei beni materiali e spirituali, l’Apostolo aggiunge parole eloquenti oggi come allora e che non hanno bisogno di alcun commento: “Tenete presente questo: chi semina scarsamente, scarsamente raccoglierà e chi semina con larghezza, con larghezza raccoglierà. Ciascuno dia secondo quanto ha deciso nel suo cuore, non con tristezza né per forza, perché Dio ama chi dona con gioia. Del resto, Dio ha potere di far abbondare in voi ogni grazia perché, avendo sempre il necessario in tutto, possiate compiere generosamente tutte le opere di bene” (2 Cor 9,6-8).
A Lei, ai Sacerdoti, ai Religiosi, alle Religiose e ai Fedeli, che si adoperano per la buona riuscita della Colletta, in fedeltà ad un’opera che la Chiesa richiede di compiere a tutti i suoi figli secondo le modalità note, ho la gioia di trasmettere la viva riconoscenza del Santo Padre Francesco. E mentre invoco copiose benedizioni divine su questa Diocesi, porgo il più fraterno saluto nel Signore Gesù.

Excellence,
A chaque Semaine sainte, nous nous faisons virtuellement pèlerins à Jérusalem pour contempler le mystère de Notre Seigneur Jésus-Christ, mort et ressuscité. L’Apôtre Paul, qui a fait une expérience personnelle de ce mystère en vient à dire dans la Lettre aux Galates: «je vis dans la foi au Fils de Dieu qui m’a aimé et s’est livré pour moi!» (Gal 2, 20). Ce que l’Apôtre a vécu est aussi la base d’un nouveau modèle de Fraternité. Il dérive de l’œuvre de réconciliation et de pacification réalisée par le Crucifié entre tous les peuples, comme saint Paul l’écrit dans la Lettre aux Ephésiens.
Au cours de l’année 2020, le Pape François, nous a rappelé les conséquences de ce don de la réconciliation, ce qu’il a fait par l’encyclique «Fratelli Tutti». Le Saint Père, à partir du témoignage prophétique de saint François d’Assise, nous aide à lire à l’aide du principe de fraternité toutes nos relations et toutes les limites de notre vie: religieuses, économiques, écologiques, politiques et de communication. Le fondement essentiel du fait d’être tous frères et sœurs s’enracine dans le Calvaire, lieu où le Seigneur Jésus a interrompu la spirale de l’inimitié par le don suprême de son amour. Il a rompu le cercle vicieux de la haine et a ouvert pour tout homme et toute femme la voie de la réconciliation avec le Père, avec chaque personne ainsi qu’avec la création elle-même.
Les rues désertes autour du Saint-Sépulcre et de la Jérusalem antique ont fait écho à la place Saint-Pierre, désertée et trempée par la pluie, que le Pape François traversait le 27 mars 2020 pour rejoindre le Crucifix. Devant lui le monde entier s’est comme agenouillé, suppliant pour la fin de la pandémie, tous unis dans le même mystère de souffrance.
Ce fut une année d’épreuve ainsi que pour la Cité sainte de Jérusalem, pour la Terre sainte et pour la petite communauté chrétienne du Moyen-Orient qui se veut lumière, sel et levain de l’évangile. En 2020, les chrétiens de cette terre ont souffert de l’isolement qui les a fait se sentir encore plus éloignés, coupés de tout contact vital avec les pèlerins en provenance de tous les pays du monde. Ils ont pâti de la perte de leur emploi due à l’absence de pèlerins, avec pour conséquence la difficulté de vivre dignement, à pourvoir aux nécessités de leurs familles et de leurs enfants. Dans beaucoup de pays la guerre persiste et les sanctions ont aggravé les effets de la pandémie. En plus, l’aide économique que garantit la quête pour la Terre-Sainte a fortement diminué cette année 2020 en raison des difficultés à la mettre en œuvre dans de très nombreux pays.
Le Pape François a offert à tous les chrétiens la figure du Bon Samaritain comme modèle de la charité active, d’amour entreprenant et solidaire. Il nous a porté à réfléchir sur différentes attitudes des personnages de la parabole pour dépasser l’indifférence de qui voit le frère ou la sœur en difficulté mais passe outre: «À qui t’identifies-tu ? Cette question est crue, directe et capitale. Parmi ces personnes à qui ressembles-tu? Nous devons reconnaître la tentation qui nous guette de nous désintéresser des autres, surtout des plus faibles. Disons-le, nous avons progressé sur plusieurs plans, mais nous sommes analphabètes en ce qui concerne l’accompagnement, l’assistance et le soutien aux plus fragiles et aux plus faibles de nos sociétés développées. Nous sommes habitués à regarder ailleurs, à passer outre, à ignorer les situations jusqu’à ce qu’elles nous touchent directement. » (Fratelli Tutti, 64)
Que la quête pour la Terre sainte 2020 soit pour tous une occasion pour ne pas détourner le regard, pour passer outre, pour ne pas ignorer les situations de besoin et de difficulté de nos frères et de nos sœurs qui vivent dans les Lieux saints. Si ce petit geste de solidarité et de partage venait à manquer (saint Paul et saint François d’Assise l’appellerait «restitution») ce serait encore plus difficile pour beaucoup de chrétiens de ces terres de résister à la tentation d’abandonner leur pays. Ce serait difficile de soutenir les paroisses dans leur mission pastorale et de continuer l’œuvre éducative que fournissent les écoles chrétiennes et l’engagement social en faveur des plus pauvres et des malades. Les souffrances des déplacés et des réfugiés qui ont dû abandonner leur maison en raison de la guerre ont besoin d’une main tendue et amie pour verser sur leurs blessures le baume de la consolation. Enfin, on ne peut pas renoncer à entretenir les Lieux saints qui sont le témoignage concret du mystère de l’Incarnation du Fils de Dieu et de l’offrande de sa vie, par amour pour nous et pour notre salut.
Dans ce cadre difficile, marqué par l’absence de pèlerins, je suis poussé à faire miennes encore une fois les paroles de l’Apôtre des gentils aux Corinthiens, voilà deux mille ans; il invitait à la solidarité qui ne se base pas sur des motivations philanthropiques mais christologiques: «Vous connaissez, en effet, la libéralité de notre Seigneur Jésus Christ, qui pour vous s'est fait pauvre, de riche qu'il était, afin de vous enrichir par sa pauvreté» (2 Cor.8, 9). Après avoir rappelé le principe d’égalité, de solidarité et de d’échange de biens matériels et spirituels, l’Apôtre ajoute des mots éloquents aujourd’hui comme hier qui n’ont pas besoin de commentaire: «Songez-y : qui sème chichement moissonnera aussi chichement ; qui sème largement moissonnera aussi largement. Que chacun donne selon ce qu'il a décidé dans son cœur, non d'une manière chagrine ou contrainte ; car Dieu aime celui qui donne avec joie. Dieu d'ailleurs est assez puissant pour vous combler de toutes sortes de libéralités afin que, possédant toujours et en toutes choses tout ce qu'il vous faut, il vous reste du superflu pour toute bonne œuvre » (2 Cor.9, 6-8).
A vous, aux prêtres, aux religieux, aux religieuses et aux fidèles qui travaille à la pleine réussite de cette quête dans la fidélité à une œuvre que l’Eglise demande d’accomplir à tous ses fils selon les modalités mentionnées, j’ai la joie de vous transmettre la vive reconnaissance du Saint Père François.

Your Excellency,
Every Holy Week, we spiritually become pilgrims to Jerusalem and contemplate the mystery of our Lord Jesus Christ, Dead and Risen. In his Letter to the Galatians, the Apostle Paul, who had a living and personal experience of this mystery, goes so far as to say: “The Son of God loved me and gave Himself up for me!” (Gal. 2:20). What the Apostle lived is also the foundation of a new model of fraternity that derives from the work of reconciliation and pacification among all peoples carried out by the Crucified One, as St. Paul writes in his letter to the Ephesians.
In 2020, Pope Francis wanted to remind us of the consequences of this gift of reconciliation and he did so through the encyclical “Fratelli tutti”. With this text, the Pope, starting from the prophetic witness proposed by St. Francis of Assisi, wants to help us to consider all our relationships – religious, economic, ecological, political, and communication – in the light of the principle of fraternity. The foundation of our being all brothers and sisters is precisely on Calvary. There, through the greatest gift of love, the Lord Jesus halted the spiral of enmity, broke the vicious circle of hatred and opened for every one the way of reconciliation with the Father, among us, and with the creation itself.
The deserted streets around the Holy Sepulchre and Old Jerusalem echoed the empty and wet Saint Peter’s Square, which the Holy Father crossed on 27 March 2020 on his way to the Crucified One, before whom the whole world fell on its knees, imploring an end to the pandemic, and making everyone feel united by the same mystery of pain.
It has been a year of trials and so too for the Holy City of Jerusalem, for the Holy Land and for the small Christian community that lives in the Middle East that seeks to be the salt, light and leaven of the Gospel. In 2020, the Christians of those lands suffered an isolation that made them feel even more distant, cut off from vital contact with the brethren from various countries of the world. They suffered the loss of work, due to the absence of pilgrims, and the consequent difficulty in living with dignity and providing for their families and children. In many countries, the persistence of war and sanctions compounded the effects of the pandemic. In addition, part of the economic aid that the collection pro Terra Sancta guaranteed every year also fell short, due to the added difficulties involved in carrying it out in many countries.
Pope Francis presents the figure of the Good Samaritan to all Christians, as a model of active charity, of enterprising and supportive love. He also encourages us to reflect on the different attitudes of the characters in the parable to overcome the indifference of those who see their brother or sister in difficulty and pass on: “Which of these persons do you identify with? This question, blunt as it is, is direct and incisive. Which of these characters do you resemble? We need to acknowledge that we are constantly tempted to ignore others, especially the weak. Let us admit that, for all the progress we have made, we are still “illiterate” when it comes to accompanying, caring for and supporting the most frail and vulnerable members of our developed societies. We have become accustomed to looking the other way, passing by, ignoring situations until they affect us directly” (Fratelli tutti, 64).
May this year collection pro Terra Sancta be an opportunity for everyone not to ignore the difficult situation of our brothers and sisters of the Holy Places but rather to lighten their burdens. If this small gesture of solidarity and sharing (Saint Paul and Saint Francis of Assisi would call it “restitution”) fails, it will be even more difficult for many of them to resist the temptation to leave their country, more demanding to support the parishes in their pastoral and educational work and harder to sustain the social commitment to the poor and suffering. The sufferings of the many displaced people and refugees who have had to leave because of war call for an outstretched helping hand to pour the balm of consolation on their wounds. We must not give up on taking care of the Holy Places that are concrete proof of the mystery of the Incarnation of the Son of God, and the offering of His life for us and for our salvation.
In this unusual scenario, marked by the absence of pilgrims, we feel the duty to once again make our own the words that the Apostle of the Gentiles addressed to the Corinthians two thousand years ago, inviting you to a solidarity that is not based only on philanthropy but rather on Christological motivations: “Indeed, you know the grace of our Lord Jesus Christ: though rich, He made Himself poor for you, so that through His poverty you might become rich” (2 Cor. 8:9). And after recalling the principles of equality, solidarity and the mutual exchange of material and spiritual goods, the Apostle adds words, as eloquent then as now, which do not need any comment: “Keep this in mind: he who sows poorly will reap poorly, and he who sows bountifully will reap bountifully. Let each one give according to what he has decided in his heart, not with sadness or by force, because God loves those who give with joy. Moreover, God has the power to make all grace abound in you so that, always having the necessary in everything, you can generously perform all good works.” (2 Cor. 9:6-8).
To Your Excellency, the Priests, the Religious and the Faithful who in various ways strive for the success of the Collection, in fidelity to the participation that the Church requires of all her children, we have the joy of transmitting the deep gratitude of the Holy Father, Pope Francis.
Finally, as we invoke abundant Divine blessings on your Diocese, we offer our most fraternal greeting in the Lord Jesus.

Exzellenz,
Jedes Jahr in der Karwoche begeben wir uns im Geiste auf Pilgerschaft nach Jerusalem und betrachten die Heilsgeheimnisse unseren Herrn Jesus Christus, der gestorben und auferstanden ist. Der Apostel Paulus, der eine sehr lebendige und persönliche Erfahrung dieser Heilsgeheimnisse gemacht hat, geht im Brief an die Galater so weit zu sagen: „Der Sohn Gottes hat mich geliebt und sich selbst für mich hingegeben!“ (Gal 2,20). Was der Apostel erlebt hat, ist auch das Fundament der neuen Brüderlichkeit, die aus dem Werk der Versöhnung und des Friedens, die der Gekreuzigte erwirkt hat, hervorgeht, wie der heilige Paulus im Brief an die Epheser schreibt.
Im Laufe des Jahres 2020 hat Papst Franziskus an die Konsequenzen dieses Geschenks der Versöhnung erinnern wollen, und er hat dies getan durch die Enzyklika „Fratelli tutti“. So wollte der Papst, ausgehend vom prophetischen Zeugnis des heiligen Franz von Assisi, uns helfen, im Licht des Prinzips der Brüderlichkeit alle unsere Beziehungen und alle Bereiche unseres Lebens zu deuten: die religiösen, ökonomischen, ökologischen, politischen und kommunikativen Beziehungen. Die Grundlage dafür, dass wir alle Brüder und Schwestern sind, liegt eben genau auf Golgatha, dem Ort, an dem der Herr Jesus durch die höchste Gabe der Liebe die Spirale der Feindschaft beendet, den Teufelskreis des Hasses durchbrochen und so jedem Mann und jeder Frau den Weg zur Versöhnung mit dem Vater, zwischen allen Menschen, und mit der der Schöpfung selber eröffnet hat.
Die verlassenen Straßen rund um das Heilige Grab und die Altstadt von Jerusalem haben sich auf dem verlassenen und regennassen Petersplatz widergespiegelt, den der Heilige Vater Franziskus am 27. März 2020 auf dem Weg zum Gekreuzigten durchschritten hat: Es war, als sei die ganze Welt auf die Knie gesunken, um für das Ende der Pandemie zu beten, im Gefühl der Verbundenheit aller durch das Geheimnis des Schmerzes.
Es war also ein Jahr der Prüfung, auch für die Heilige Stadt Jerusalem, für das Heilige Land und für die kleine christliche Gemeinde im Nahen Osten, die eigentlich Licht, Salz und Sauerteig des Evangeliums sein will. Im Jahr 2020 litten die Christen dieser Länder unter einer Isolation, durch die sie sich noch mehr getrennt und abgeschnitten fühlten vom lebenswichtigen Kontakt mit den Schwestern und Brüdern aus der ganzen Welt. Sie leiden unter dem Verlust der Arbeit aufgrund des Ausbleibens der Pilger und der daraus resultierenden Schwierigkeit, in Würde leben und für ihre Familien und Kinder sorgen zu können. In vielen Ländern hat das Fortbestehen von Kriegen und Sanktionen die Auswirkungen der Pandemie verschärft. Darüberhinaus ging auch ein Teil der wirtschaftlichen Hilfe zurück, die die Kollekte für das Heilige Land jedes Jahr sicherstellte , da es in vielen Ländern Schwierigkeiten gab, diese Sammlung im Jahr 2020 durchzuführen.
Papst Franziskus hat den barmherzigen Samariter allen Christen als Vorbild tätiger Nächstenliebe präsentiert, einer Liebe, die anpackt und solidarisch ist. Er hat uns auch dazu angeregt, über die unterschiedlichen Haltungen der Personen im Gleichnis nachzudenken, um die Gleichgültigkeit derjenigen zu überwinden, die ihren Bruder oder ihre Schwester in Not sehen und trotzdem einfach weitergehen: „Mit wem identifizierst du dich? Diese Frage ist hart, direkt und entscheidend. Welchem von ihnen ähnelst du? Wir müssen die uns umgebende Versuchung erkennen, die anderen nicht zu beachten, besonders die Schwächsten. Sagen wir es so, in vieler Hinsicht haben wir Fortschritte gemacht, doch wir sind Analphabeten, wenn es darum geht, die Gebrechlichsten und Schwächsten unserer entwickelten Gesellschaften zu begleiten, zu pflegen und zu unterstützen. Wir haben uns angewöhnt wegzuschauen, vorbeizugehen, die Situationen zu ignorieren, solange uns diese nicht direkt betreffen.“(Fratelli tutti, 64).
Möge die Sammlung Pro Terra Sancta 2021 für alle Anlass sein, den Blick nicht abzuwenden, nicht einfach weiterzugehen, die Notsituationen und Schwierigkeiten unserer Brüder und Schwestern, die an den Heiligen Stätten leben, nicht zu ignorieren. Wenn diese kleine Geste der Solidarität und des Teilens aufhört (der heilige Paulus und Franz von Assisi würden sie „Wiedergutmachung“ nennen), wird es für viele Christen in diesen Ländern noch schwieriger werden, der Versuchung zu widerstehen, ihr Land zu verlassen. Es würde schwieriger werden, die Gemeinden in ihrer pastoralen Mission zu unterstützen und die Bildungsarbeit der christliche Schulen und das soziale Engagement der Kirche zugunsten der Armen und Leidenden fortzuführen. Das Leid der vielen Vertriebenen und Flüchtlinge, die wegen des Krieges ihre Häuser verlassen mussten, erfordert eine ausgestreckte und freundliche Hand, um den Balsam des Trostes auf ihre Wunden zu gießen. Schließlich darf nicht darauf verzichtet werden, für die Heiligen Stätten zu sorgen, denn sie sind ein konkretes Zeugnis des Geheimnisses der Menschwerdung des Sohnes Gottes und der Hingabe seines Lebens, aus Liebe zu uns und für unsere Erlösung.
In diesem schwierigen Szenario, das durch die Abwesenheit der Pilger gekennzeichnet ist, fühle ich mich verpflichtet, die Worte, die der Völkerapostel vor zweitausend Jahren an die Korinther richtete, noch einmal mir zu eigen zu machen und Sie zu einer Solidarität einzuladen, die nicht auf philanthropischen, sondern auf christologischen Beweggründen beruht: „Denn ihr kennt die Gnade unseres Herrn Jesus Christus: Er, der reich war, wurde euretwegen arm, um euch durch seine Armut reich zu machen.“ (2 Kor 8,9). Und nachdem der Apostel an das Prinzip der Gleichheit, der Solidarität und des Teilens materieller und geistlicher Güter erinnert hat, fügt er Worte hinzu, die damals wie heute für sich sprechen und die keines Kommentars bedürfen: „Denkt daran: Wer kärglich sät, wird auch kärglich ernten; wer mit Segen sät, wird mit Segen ernten. Jeder gebe, wie er es sich in seinem Herzen vorgenommen hat, nicht verdrossen und nicht unter Zwang; denn Gott liebt einen fröhlichen Geber. In seiner Macht kann Gott alle Gaben über euch ausschütten, sodass euch allezeit in allem alles Nötige ausreichend zur Verfügung steht und ihr noch genug habt, um allen Gutes zu tun.“ (2 Kor 9,6-8).
Ich freue mich, Ihnen, den Priestern, den Ordensfrauen und -männern, und den Gläubigen, die sich für den Erfolg der Kollekte einsetzen, in Treue zu einem Werk, das die Kirche alle ihren Kindern gemäß der bekannten Modalitäten durchzuführen bittet, die tief empfundene Dankbarkeit des Heiligen Vaters Franziskus übermitteln zu dürfen. Auf Ihr Bistum rufe ich reichlichen göttlichen Segen herab und verbleibe mit brüderlichem Gruß im Herrn Jesus.

Excelencia Reverendísima:
En cada Semana Santa nos presentamos idealmente como peregrinos en Jerusalén y contemplamos el misterio de nuestro Señor Jesucristo muerto y resucitado. El Apóstol San Pablo, que ha tenido una experiencia viva y personal de este misterio, en la Carta a los gálatas llega a decir: “vivo en la fe del Hijo de Dios, que me amó y se entregó por mí” (Gal 2,20). Todo lo que ha vivido el Apóstol es también el fundamento de un nuevo modelo de fraternidad, que deriva de la obra de reconciliación y de pacificación realizada por el Crucificado entre todas las gentes, como escribe San Pablo en la Carta a los efesios.
Durante el año 2020 el Papa Francisco ha querido recordarnos las consecuencias de este don de reconciliación, y lo ha hecho por medio de la encíclica Fratelli tutti. Con este texto, el Papa, a partir de la experiencia profética propuesta por San Francisco de Asís, quiere ayudarnos a leer a la luz del principio de fraternidad todas nuestras relaciones y todos los ámbitos de nuestra vida: religiosos, económicos, ecológicos, políticos, comunicativos. El fundamento de nuestro ser todos hermanos y hermanas se encuentra propiamente en el Calvario, el lugar en el que, a través del máximo don de amor, el Señor ha interrumpido la espiral de la enemistad, ha roto el círculo vicioso del odio y ha abierto para todo hombre y toda mujer el camino de la reconciliación con el Padre, entre todas las personas y con la misma realidad de la creación.
Las calles desiertas alrededor del Santo Sepulcro y de la Jerusalén Vieja han hecho eco a la Plaza de San Pedro, desierta y empapada por la lluvia, atravesada por el Santo padre el 27 de marzo de 2020, caminando hacia el Crucifijo, ante quien el mundo entero se ha como puesto de rodillas, suplicando el fin de la pandemia y haciendo que todos se sintiesen unidos en el mismo misterio de dolor.
Ha sido, pues, un año de prueba, y así ha sido también para la Ciudad Santa de Jerusalén, para la Tierra Santa y para la pequeña comunidad cristiana que vive en Medio Oriente, y que quiere ser luz, sal y levadura del Evangelio. En 2020 los cristianos de aquellas tierras han sufrido un aislamiento que les ha hecho sentirse aún más distantes, alejados del contacto vital con los hermanos provenientes de los diversos Países del mundo. Han sufrido la pérdida del trabajo, debido a la ausencia de peregrinos, y la consecuente dificultad para vivir con dignidad y para proveer a sus propias familias y a sus propios hijos. En muchos Países el persistir de las guerras y de las sanciones ha agravado los mismos efectos de la pandemia. Y, además, ha faltado también parte de la ayuda económica que la Colecta para la Tierra Santa garantizaba cada año, y ello por causa de las dificultades en muchos Países para poder realizarla en 2020.
El Papa Francisco ha ofrecido a todos los cristianos la figura del Buen Samaritano como modelo de caridad activa, de un amor con iniciativa y solidario. También nos ha estimulado a reflexionar sobre las diversas actitudes de los personajes de esa parábola, para superar la indiferencia de quien ve al hermano o a la hermana y pasa de largo: “¿Con quién te identificas? Esta pregunta es cruda, directa y determinante. ¿A cuál de ellos te pareces? Nos hace falta reconocer la tentación que nos circunda de desentendernos de los demás; especialmente de los más débiles. Digámoslo, hemos crecido en muchos aspectos, aunque somos analfabetos en acompañar, cuidar y sostener a los más frágiles y débiles de nuestras sociedades desarrolladas. Nos acostumbramos a mirar para el costado, a pasar de lado, a ignorar las situaciones hasta que estas nos golpean directamente” (Fratelli tutti, 64).
La Colecta para la Tierra Santa 2021 sea para todos la ocasión propicia para no apartar la mirada, para no pasar de largo, para no desinteresarnos de las situaciones de necesidad y de dificultad de nuestros hermanos y de nuestras hermanas que viven en los Lugares Santos. Si viniese a faltar este pequeño gesto de solidaridad y de saber compartir (San Pablo y San Francisco de Asís lo llamarían de “restitución”) sería todavía más difícil, para tantos cristianos de aquellas tierras, resistir a la tentación de dejar el propio País; sería fatigoso sostener a las parroquias en su misión pastoral y continuar la obra educativa a través de las escuelas cristianas y del empeño social a favor de los pobres y de los afligidos. Los sufrimientos de los numerosos desalojados y refugiados, que se han visto obligados a dejar sus casas a causa de la guerra, tienen necesidad de una mano tendida y amiga, para versar en sus heridas el bálsamo de la consolación. Por último, no cabe renunciar a cargar con el empeño de cuidar los Lugares Santos, que son el testimonio concreto del misterio de la Encarnación del Hijo de Dios y del ofrecimiento de su vida, realizado por amor nuestro y por nuestra salvación.
En tal difícil escenario, marcado por la ausencia de peregrinos, siento el deber de hacer mías, una vez más, las palabras que el Apóstol de las gentes dirigía a los corintios, hace dos mil años, invitándoles a una solidaridad que no se basa en razones filantrópicas sino cristológicas: “Pues conocéis la gracia de nuestro Señor Jesucristo, que, siendo rico, se hizo pobre por amor nuestro, para que vosotros fueseis ricos por su pobreza” (2 Cor 8,9). Y después de haber recordado el principio de igualdad, de solidaridad y de intercambio de los bienes materiales y espirituales, el Apóstol añade palabras elocuentes, hoy como entonces, y que no tienen necesidad de ningún comentario: “Pues os digo: El que escaso siembra, escaso cosecha; el que siembra con largueza, con largueza cosechará. Cada uno haga según se ha propuesto en su corazón, no de mala gana ni obligado, que Dios ama al que da con alegría. Y poderoso es Dios para acrecentar en vosotros todo género de gracias, para que, teniendo siempre y en todo lo bastante, abundéis en toda buena obra” (2 Cor 8,9).
A usted, Señor Obispo, a los sacerdotes, a los religiosos, a las religiosas y a todos los fieles, que se esfuerzan con tesón por el buen resultado de la Colecta, con fidelidad a una obra que la Iglesia pide cumplir según las conocidas varias modalidades a todos sus hijos, tengo el gozo de transmitir el vivo reconocimiento del Santo Padre Francisco. Y mientras invoco copiosas bendiciones divinas sobre esa Diócesis, les envío mi más fraterno saludo en el Señor Jesús.

Excelência Reverendíssima
Cada Semana Santa, tornamo-nos idealmente peregrinos de Jerusalém e contemplamos o mistério de Nosso Senhor Jesus Cristo Morto e Ressuscitado. O Apóstolo Paulo, que fez uma experiência viva e pessoal deste mistério na Carta aos Gálatas chega a dizer. «O Filho de Deus me amou e se entregou por mim» (Gal 2,20). O quanto vivenciou o Apóstolo é também fundamento de um novo modelo de fraternidade que deriva da obra de reconciliação e de pacificação operada pelo Crucificado entre as gentes, como São Paulo escreve na carta aos Efésios.
No curso de 2020, o Papa Francisco quis recordar-nos as consequências deste dom de reconciliação e fê-lo através da encíclica “Todos Irmãos”. Com este texto, o Papa, a partir do testemunho profético proposto por São Francisco de Assis, nos quer ajudar a ler à luz do princípio de fraternidade todas as nossas relações e os âmbitos da nossa vida: religiosos, económicos, ecológicos, políticos, de comunicação. O fundamento do nosso ser todos irmãos e irmãs, é precisamente no Calvário, o lugar no qual, através da máxima doação de amor, o Senhor Jesus interrompeu a espiral de inimizade, destruiu o circulo vicioso do ódio e abriu para cada homem e cada mulher o caminho da reconciliação com o Pai, entre cada pessoa, com a própria realidade da criação.
As estradas desertas em torno do Santo Sepulcro e da Jerusalém Velha tiveram eco na Praça de São Pedro deserta e banhada pela chuva, atravessada pelo Santo Padre Francisco a 27 de Março de 2020, a caminho do Crucifixo: diante disto o mundo inteiro meteu-se como que de joelhos, suplicando o fim da pandemia e fazendo sentir todos como irmanados pelo mesmo mistério de dor.
Foi portanto um ano de prova e assim também para a Cidade Santa de Jerusalém, pela Terra Santa e para a pequena comunidade cristã que habita no Médio Oriente que quer ser luz, sal e fermento do Evangelho. Em 2020 os cristãos daquelas terras sofreram um isolamento que os fez sentir ainda mais distantes, separados do contacto vital com os irmãos provenientes de vários Países do mundo. Sofreram a perda do trabalho, devida á ausência de peregrinos, e a consequente dificuldade de viver dignamente e prover ás próprias famílias e aos próprios filhos. Em muitos Países o persistir da guerra e das sanções agravaram os efeitos da pandemia. Além disso diminuiu a ajuda económica que a colecta pro Terra Sancta, garantia cada ano, por causa das dificuldades de a fazer em muitos Países em 2020.
O Papa Francisco ofereceu a todos os cristãos a figura do Bom Samaritano como modelo de caridade activa, de amor empreendedor e solidário. Nos estimulou também a reflectir sobre diversos comportamentos das personagens da parábola para superar a indiferença de quem vê o irmão ou a irmã em dificuldade e passa adiante: «Com quem te identificas? Esta pergunta é dura, directa e decisiva. A qual deles te assemelhas? Devemos reconhecer a tentação que nos circunda de nos desinteressarmos pelos outros, especialmente pelos mais débeis. Digamo-lo, crescemos em tantos aspectos, mas somos analfabetos no acompanhar, cuidar e apoiar os mais frágeis e débeis das nossas sociedades desenvolvidas. Habituámo-nos a voltar o olhar, a passar ao lado, a ignorar as situações enquanto não nos tocam a nós directamente» (Todos Irmãos, 64).
A colecta pro Terra Sancta 2021 seja para todos a ocasião para não voltar o olhar, para não passar adiante, para não ignorar as situações de necessidade e de dificuldade dos nossos irmãos e das nossas irmãs, que vivem nos Lugares Santos. Se diminuir este pequeno gesto de solidariedade e de partilha (São Paulo e São Francisco o chamariam de “restituição”) será ainda mais difícil para tantos cristãos daquelas terras de resistir á tentação de deixar o próprio país, será difícil manter as paróquias na sua missão pastoral, e continuar a obra educativa através das escolas cristãs e o empenho social a favor dos pobres e dos que sofrem. Os sofrimentos de tantos deslocados e refugiados que tiveram que deixar as suas casas por causa da guerra necessitam de uma mão estendida e amiga para deitar sobre as suas feridas o bálsamo da consolação. Não se pode enfim, renunciar do cuidar os Lugares Santos que são o testemunho concreto do mistério da Incarnação do Filho de Deus e da oferta da sua vida feita por nosso amor e para a nossa salvação.
Em tal difícil cenário, marcado pela ausência de peregrinos, sinto o dever de fazer minhas ainda uma vez mais as palavras que o Apóstolo das gentes dirigia aos Coríntios há dois mil anos, convidando-os á solidariedade que não se baseia em motivações filantrópicas, mas cristológicas: «Conheceis de facto a graça do Senhor Nosso Jesus Cristo: sendo rico se fez pobre por vós afim de vos enriquecer por meio da sua pobreza» (2, Cor.8,9). E depois de ter recordado o princípio da igualdade, da solidariedade e da troca de bens materiais e espirituais, o Apóstolo acrescenta palavras eloquentes hoje como então, e que não necessitam de qualquer comentário: «Tende presente isto: quem semeia pouco, recolherá pouco e quem semeia com abundância, recolherá com abundância. Cada qual dê segundo o impulso do seu coração, sem tristeza nem constrangimento, pois Deus ama quem dá com alegria. De resto, Deus tem o poder de cumular-vos com toda a espécie de benefícios, para que tendo sempre e em todas as coisas o necessário, possais cumprir generosamente toda a espécie de boas obras» (2. Cor. 9,6-8).
A Vós, aos Sacerdotes, aos Religiosos, ás Religiosas, e aos Fiéis, que se empenham para o bom êxito da Colecta, em fidelidade a uma obra que a Igreja pede a todos os seus filhos que se cumpra segundo as modalidades conhecidas, tenho a alegria de transmitir o vivo reconhecimento do Santo Padre Francisco. E invocando abundantes graças divinas sobre esta Diocese, lhe mando uma fraterna saudação no Senhor Jesus.

CONGREGAZIONE PER LE CHIESE ORIENTALI
Anno 2020
Introduzione
La “Colletta per la Terra Santa” nasce dalla volontà dei Papi di mantenere forte il legame tra tutti i Cristiani del mondo e i Luoghi Santi. È la fonte principale per il sostentamento della vita che si svolge intorno ai Luoghi Santi e lo strumento che la Chiesa si è data per mettersi a fianco delle comunità ecclesiali del Medio Oriente. Nei tempi più recenti, Papa Paolo VI, attraverso l’Esortazione Apostolica ‘Nobis in Animo’ (25 marzo 1974), diede una spinta decisiva in favore della Terra Santa.
La Custodia Francescana attraverso la Colletta può sostenere e portare avanti l’importante missione a cui è chiamata: custodire i Luoghi Santi, le pietre della memoria, e favorire la presenza cristiana, le pietre vive di Terra Santa, attraverso tante attività di solidarietà, come ad esempio il mantenimento delle strutture pastorali, educative, assistenziali, sanitarie e sociali.
I territori che beneficiano sotto diverse forme di un sostegno proveniente dalla Colletta sono i seguenti: Gerusalemme, Palestina, Israele, Giordania, Cipro, Siria, Libano, Egitto, Etiopia, Eritrea, Turchia, Iran e Iraq.
Di norma, la Custodia di Terra Santa riceve il 65% della Colletta, mentre il restante 35% va alla Congregazione per le Chiese Orientali, che lo utilizza per la formazione dei candidati al sacerdozio, il sostentamento del clero, l’attività scolastica, la formazione culturale e i sussidi alle diverse circoscrizioni ecclesiastiche in Medio Oriente.

Formazione Accademica, Spirituale e Umana dei Seminaristi e Sacerdoti delle Chiese poste sotto la giurisdizione della Congregazione per le Chiese Orientali
Grazie alla Colletta si può provvedere a devolvere contributi ai seminari, alle case di formazione religiosa e istituzioni culturali nei territori di competenza, sostenendo sotto varie forme (borse di studio, tasse universitarie e ogni altra necessità sanitaria) anche a Roma, giovani seminaristi e sacerdoti, religiosi e religiose e, compatibilmente con i fondi disponibili, alcuni laici. Il nuovo collegio aperto quattro anni fa per ospitare le religiose che provengono da diversi paesi orientali, accoglie quest’anno 32 studentesse. Sono circa 300 gli studenti, che beneficiano della borsa di studio, ospiti in 7 collegi di competenza del Dicastero.
Inoltre, il Dicastero contribuisce al sostentamento del Pontificio Istituto Orientale, istituzione accademica superiore con due facoltà, Scienze Ecclesiastiche Orientali e Diritto Canonico Orientale, di cui è Gran Cancelliere il Cardinale Prefetto.

Sussidi per l’attività Scolastica
La Diocesi Patriarcale di Gerusalemme, la Custodia Francescana, le Chiese Orientali della Terra Santa e gli Istituti Religiosi sono impegnati per la formazione scolastica dei giovani della Terra Santa. Tenute presenti le particolari circostanze in cui versano gli studenti cristiani e preso in considerazione l’arrivo di migliaia di ragazzi in età scolare dalla Siria e Iraq in Terra Santa, la Congregazione per le Chiese Orientali ha deciso di non ridurre la somma dei sussidi anche per l’anno accademico in corso.
È notevole anche l’operato del Segretariato di Solidarietà nel coordinamento e distribuzione dei sussidi alle istituzioni scolastiche gestite dalle summenzionate istituzioni.
Una tra le prestigiose fondazioni che assicura la formazione accademica è la Bethlehem University. Quasi 3300 giovani, musulmani e cristiani, vengono formati intellettualmente e umanamente con la speranza di impegnarsi nella costruzione di un Paese dove regni rispetto reciproco e dove sia preservata la dignità umana. È apprezzabile l’impegno dei Fratelli de La Salle nella conduzione dell’Università.

Sussidi Ordinari e Straordinari
Questa Congregazione contribuisce a sostenere le Chiese poste sotto la sua competenza, con sussidi, attinti dalla Colletta Terra Santa.
Il Medio Oriente continua a vivere nell’instabilità e tensione. Quelli che non hanno cibo, quelli che non hanno cure mediche, che non hanno scuola, gli orfani, i feriti e le vedove si fanno sentire. La Congregazione riserva una particolare attenzione alle necessità di queste persone e compie le opere di ristrutturazione attraverso le diocesi orientali e latine del luogo e anche sollecitando le Agenzie Cattoliche impegnate nei suddetti paesi. Assicurare i mezzi necessari per una vita dignitosa a chi rientra in Iraq e Siria e a chi è rifugiato nei paesi limitrofi, come Libano e Giordania richiede la collaborazione di tutte le persone di buona volontà. Inoltre, si provvede anche a favorire l’attività culturale, spirituale e psicologica che in qualche modo fanno avvicinare le persone, nonostante le differenze religiose ed etniche. La visita di Papa Francesco in Iraq, la Terra di Abramo padre nella fede per gli ebrei, cristiani e musulmani, dal 5 all’8 marzo 2021, è stata un grande incoraggiamento per le chiese di questa terra dove è cominciata la storia della salvezza nonché per diffondere il messaggio della fratellanza umana tanto necessario in questi territori.

Sussidi per emergenza COVID-19
L’anno 2020 è stato particolarmente segnato dalla pandemia da COVID-19. Quando i primi casi sono stati segnalati in vari Paesi, accogliendo l’invito del Santo Padre di non lasciare soli i sofferenti, e tra questi i più poveri nell’affrontare l’emergenza, la Congregazione per le Chiese Orientali ha istituito un Fondo Emergenza CEC, prelevando dal Fondo Terra Santa 500.000,00 US$. Il 18 aprile 2020, ha dato comunicato dell’iniziativa attraverso la Sala Stampa della Santa Sede. I Rappresentanti Pontifici hanno coordinato le richieste che provenivano dai Paesi di loro competenza, aggiornando allo stesso tempo la situazione di emergenza con questo Dicastero. Grazie anche all’attiva collaborazione di varie Agenzie della ROACO (Riunione Opere Aiuto Chiese Orientali) sono stati finanziati 303 progetti in 24 Paesi di competenza di questo Dicastero, senza contare i progetti di sostentamento dei sacerdoti e religiosi, per un totale di 9.574.907,74 US$. Nel mese di dicembre 2020, è stato presentato al Santo Padre un resoconto degli aiuti stanziati che in copia si può trovare sul sito di questa Congregazione. La tabella sottostante mostra solo il contributo che questo Dicastero ha stanziato:

Conclusione
Le parole di Papa Francesco rivolte ai fedeli collegati per televisione, radio e social da tutto il mondo, stando accanto al crocifisso di san Marcello, che nel XVI secolo fermò la peste a Roma e l’icona della Salus Populi Romani riecheggiano ancora e ci interpellano: “Siamo stati presi alla sprovvista da una tempesta inaspettata e furiosa. Ci siamo trovati su una stessa barca fragili e disorientati, ma allo stesso tempo importanti e necessari, chiamati a remare insieme e a confortarci a vicenda. Su questa barca ci siamo tutti. E ci siamo accorti che non possiamo andare avanti ciascuno per conto suo. Ma solo insieme. Nessuno si salva da solo”. Ogni piccola offerta dei fedeli di tutto il mondo ha come destinazione il supporto di una famiglia in difficoltà, un bambino in cerca del suo futuro, l’assistenza ai rifugiati e sfollati, la formazione dei sacerdoti e religiosi, e soprattutto la conservazione dei luoghi Santi. La generosità dei fedeli cattolici, espressa dalla Colletta, verso i loro fratelli e sorelle del Medio Oriente può risolvere tanti problemi, ma la preghiera e il sostegno morale sono ancora più necessarie. Vi chiedo pertanto di ricordare i vostri fratelli e sorelle nella fede che vivono nella Terra di Gesù.

Introduction
The Collection “Pro Terra Sancta” was born from the desire of the Popes to maintain a strong link between all the faithful and the Holy Places. It is the main source of material support for Christian life in the Holy Land and the privileged instrument that the Church provides her children in other parts of the world to express solidarity with the ecclesial communities of the Middle East. In recent times, Saint Paul VI gave a decisive boost in favour of the Holy Land through the Apostolic Exhortation ‘Nobis in Animo’ (March 25, 1974).
Through the funds traditionally collected on Good Friday, the Franciscan Custody of the Holy Land is able to carry out the important mission to which it is called: preserving the Sacred Places, the stones of memory, and promoting the Christian presence, the living stones, through many pastoral, educational, welfare, health and social structures.
The territories that benefit in various forms of support from the Collection are Jerusalem, Palestine, Israel, Jordan, Cyprus, Syria, Lebanon, Egypt, Ethiopia, Eritrea, Turkey, Iran and Iraq.
As a rule, the Custody of the Holy Land receives 65% of the Collection, while the remaining 35% goes to the Congregation for the Eastern Churches, which uses it for the formation of candidates for the priesthood, the support of the clergy, educational activities, cultural formation and subsidies to the various ecclesiastical circumscriptions in the Middle East.
This report is a synthesis of what the Congregation received in 2020 and how it was distributed.

Academic, Spiritual and Human Formation of the Seminarians and Priests of the Churches under the Jurisdiction of the Congregation for the Eastern Churches
Thanks to the Collection, contributions can be made to seminaries, religious houses of formation and cultural institutions in the territories of competence and in Rome, supporting in various forms (scholarships, university fees and health needs) young seminarians and priests, men and women religious and, depending on the funds available, and some lay people. About 300 students benefiting from scholarships reside in 7 colleges under the jurisdiction of the Dicastery in Rome. The new college that opened four years ago for nuns from different Eastern countries hosts 32 female students this year.
In addition, the Dicastery contributes to the sustenance of the Pontifical Oriental Institute, a higher academic institution with two faculties, Eastern Ecclesiastical Sciences and Eastern Canon Law, of which the Cardinal Prefect is Grand Chancellor.

Subsidies for Educational Activities
The Patriarchal Diocese of Jerusalem, the Franciscan Custody, the Eastern Churches of the Holy Land and Religious Institutes are committed to the education of young people in the Holy Land. Keeping in mind the particular circumstances faced by Christian students and taking into account the arrival into the Holy Land of thousands of school-aged children from Syria and Iraq, the Congregation for the Eastern Churches has decided not to reduce the subsidies also for the current academic year.
The work of the Secretariat of Solidarity in the coordination and distribution of subsidies to educational institutions managed by the aforementioned institutions is also noteworthy.
One of the prestigious foundations that ensures academic formation is Bethlehem University. Almost 3,300 young people, mostly Palestinian Muslims, are trained intellectually and humanly with the hope of engaging in the construction of a country where mutual respect reigns and where human dignity is preserved. The commitment of the De La Salle Brothers in running the university is much appreciated.

Ordinary and Extraordinary Subsidies
This Congregation contributes to supporting the Churches placed under its competence with subsidies drawn from the Holy Land Collection.
The Middle East continues to live in instability and tension. Those who have no food, medical treatment or school cry out for help, as do the orphans, the widowed and the wounded. The Congregation pays particular attention to the needs of these people and works to rebuild social structures through the local Eastern and Latin Dioceses, as well as by coordinating the Catholic agencies involved in the aforementioned countries. Ensuring the means necessary for a dignified life for those returning to Iraq and Syria and for refugees in neighboring countries, such as Lebanon and Jordan, requires the collaboration of all people of good will. Furthermore, cultural, spiritual and psychological activities are encouraged that in various ways bring people closer, despite religious and ethnic differences.
The 5-8 March 2021 visit of Pope Francis to Iraq was a great encouragement for the Churches of that land. It is where salvation history began, with the calling of Abraham, seen as the father in faith by Jews, Christians and Muslims, and was also an occasion to spread the much-needed message of human brotherhood in the region.

Subsidies for the COVID-19 emergency
The year 2020 was particularly marked by the COVID-19 pandemic. When the first cases were reported in various countries, accepting the invitation of the Holy Father not to leave the suffering – especially the poorest among them – alone in dealing with the emergency, the Congregation for the Eastern Churches established an emergency fund, by withdrawing US $ 500,000.00 from the Holy Land Fund. On 18 April 2020, the Press Office of the Holy See communicated the initiative. The Pontifical Representatives in various countries coordinated the requests and updated to this Dicastery about the situation in the countries of their competence. Thanks also to the active collaboration of various catholic aid agencies which are part of ROACO (Reunion of Aid Agencies for the Eastern Churches), 303 projects were financed in 24 countries under the jurisdiction of this Dicastery, without counting the support given to priests and religious, for a total of 9.574.907,74 US$. In December 2020, an account of the aid allocated was presented to the Holy Father, a copy of which can be found on the website of this Congregation. The table below shows only the contributions that this Dicastery distributed:

Conclusion
The words that Pope Francis on 27 March 2020 addressed to the faithful connected by television, radio and social networks from all over the world still resound. Standing next to a Crucifix from the Church of St. Marcellus, which in the 16th century stopped the plague in Rome, and the icon of the Salus Populi Romani, the Pope said: “We were caught off guard by an unexpected and furious storm. We found ourselves fragile and disoriented, but at the same time important and necessary, on the same boat, called to row together and to comfort each other. We are all on this boat. And we realized that we cannot go on each on his own. But only together. Nobody saves himself alone”. Each small offering of the faithful from all over the world is destined to support a family in difficulty, a child in search of a future, assistance to refugees and displaced persons, the training of priests and religious, and above all the preservation of the Holy Places. The generosity of the Catholic faithful, expressed by the Collection, towards their brothers and sisters in the Middle East can solve many problems, but prayer and moral support are even more necessary. Therefore, I ask you to remember your brothers and sisters in faith who live in the Land of Jesus.

Rapporto Sommario della Custodia di Terra Santa sui progetti e opere realizzati con la colletta 2019/2020

La Custodia di Terra Santa da secoli si impegna nella conservazione e la rivitalizzazione dei luoghi santi del cristianesimo nella Terra di Gesù e in tutto il Medio Oriente. Tra i vari obiettivi della missione francescana, si ricordano il sostegno e lo sviluppo della minoranza cristiana che vi abita, la conservazione e valorizzazione di aree archeologiche e santuari, l’intervento nei casi di emergenza, la liturgia nei luoghi di culto, le opere apostoliche e l’assistenza ai pellegrini. Anche per il biennio 2019/2020, la presenza francescana in Terra Santa, si è manifestata attraverso la progettazione, programmazione e l’esecuzione dei seguenti progetti e opere:
I. Opere rivolte ai pellegrini.
II. Opere rivolte a favore della comunità locale.
III. Altre opere – Giordania, Libano, Siria e Rodi Cos.
IV. Stipendi ordinari della Custodia.
Le opere elencate sono state realizzate grazie a vari tipi di contributi economici, in primo luogo la Colletta del Venerdì Santo, poi le attività di fund raising della Franciscan Foundation for the Holy Land (FFHL) e Associazione pro Terra Sancta (ATS), ma anche di altri donatori privati e istituzionali, così come dagli introiti delle attività svolte.
Al momento in cui questa relazione viene redatta (gennaio 2021), qui a Gerusalemme come nel resto del mondo, il Covid-19 sta affliggendo fasce sempre più ampie di popolazione, con gravi ripercussioni sui sistemi sanitari, economici e anche sulla società e sulla vita della Chiesa. Noi ci troviamo ormai senza pellegrini dalla fine del febbraio 2020, e questo significa gravi difficoltà economiche per le comunità cristiane locali, per le famiglie dei nostri cristiani e anche per la Custodia. La colletta pro Terra Sancta è stata posticipata al 13 settembre, su richiesta della stessa Congregazione e grazie alla benevolenza del Santo Padre, non siamo però ancora in grado di quantificare quale esito abbia avuto e quando saranno disponibili le sue risorse. Nel frattempo, cerchiamo di continuare la missione che ci è stata affidata sapendo che la Divina Provvidenza che qui ci ha voluti continuerà a prendersi cura di noi. Molte delle opere elencate hanno perciò sono procedute a rilento e risultano “in fase di progettazione” ed è stata data priorità a interventi che avevano un risvolto e una ricaduta sociale.
Opere rivolte ai pellegrini
· Completati i lavori di rifacimento della copertura della chiesa di San Giovanni Battista che comprendono il consolidamento delle volte in pietra.
· In corso i lavori di restauro della sacrestia e dei locali adiacenti che soffrono di seri problemi di umidità.
· In fase di progettazione il rifacimento delle altre coperture del convento.
· In fase di progettazione i lavori di restauro della chiesa ove previsti scavi archeologici.
· In fase di progettazione la messa in sicurezza dell’impianto elettrico dell’intero complesso che comprende convento, chiesa, seminario e accoglienza dei pellegrini.
· In corso di progettazione gli interventi per la regimentazione delle acque meteoriche nell’area circostante il convento.
· Completati i lavori di realizzazione di un nuovo ingresso al convento indipendente dal santuario.
· Completato un muro di contenimento crollato a causa delle piogge dell’inverno 2019-2020.
· In corso di progettazione gli interventi per la conservazione e lo sviluppo del sito, un ampio intervento che comprenderà nuove cappelle esterne per le celebrazioni, la riqualificazione della grotta, nuovi servizi igienici e infrastrutture.
· In fase di completamento la progettazione esecutiva per la realizzazione di nuovi servizi igienici con alcuni locali accessori che comprenderanno un piccolo souvenir shop, uno spazio di ristoro e una sala multifunzionale per piccole conferenze.
· In fase di completamento il restauro e valorizzazione dei resti bizantini e medievali del convento di Betania attraverso: recupero delle aree degradate; formazione e impiego di 10 giovani palestinesi al restauro; sostegno alle attività imprenditoriali della locale associazione femminile; progetto didattico con le scuole primarie per la conoscenza dei siti religiosi e archeologici locali (sostenuto da ATS).
· Collaborazione con le altre comunità ecclesiali presenti e l’Autonomia Nazionale Palestinese per il restauro della basilica della Natività ormai in fase di completamento.
· Completata la realizzazione delle nuove panche per il presbiterio di Santa Caterina.
· Completato il rifacimento della facciata del convento.
· In fase di studio la soluzione dei problemi di umidità di cui soffre il convento delle suore ove presenti nel sottosuolo antiche cisterne per la raccolta delle acque meteoriche e locali non accessibili.
· In fase di conclusione la progettazione dei nuovi cartelli esplicativi e di segnaletica del santuario.
· In corso interventi di manutenzione straordinaria per la conservazione delle strutture del convento e dell’ex-seminario.
· Ingrandimento in un’aula scolastica.
· Terminati gli scavi archeologici che hanno messo in luce un bagno rituale del I secolo, una chiesetta bizantina del V secolo con iscrizione lapidea, il perimetro del monastero-ospizio medievale e vari reperti lapidei.
· In corso le rifiniture del tunnel e ascensori per i gruppi di pellegrini per collegare tramite percorso pedonale l’area della basilica e la Valle del Cedron.
· In corso i lavori per la realizzazione del centro servizi per i pellegrini nella Valle del Cedron.
· In corso di progettazione il nuovo sistema di illuminazione dell’esterno della basilica, promosso dalla Municipalità di Gerusalemme.
· In corso la progettazione di 3 cappelle esterne per le celebrazioni nel giardino del convento dell’Agonia.
· Completati i lavori di consolidamento strutturale della roccia della grotta dell’Invenzione della Santa Croce a seguito di indagini strumentali e analisi approfondite.
· Completata la sostituzione dell’ascensore del convento.
· In fase di progettazione il restauro del pavimento della Basilica e delle relative infrastrutture, in accordo con Greci e Armeni ed in collaborazione con l’Università La Sapienza (Roma) e il Centro di Restauri di Venaria (TO).
· In corso di progettazione la ristrutturazione completa del secondo piano del convento con la realizzazione di un ulteriore piano, per potenziare il numero di frati presenti nella comunità e migliorare le condizioni di vita dei frati, sanificando gli ambienti e adeguandoli agli attuali standard di illuminazione e ventilazione, e igienici .
· Completati gli interventi di manutenzione straordinaria per la sistemazione degli spazi del centro parrocchiale.
· Proseguimento nella realizzazione di cinque sale didattiche multimediali per i pellegrini dedicata alla conoscenza del Santo Sepolcro.
· Completato il rinnovo degli uffici degli editor.
· In fase di progettazione il rinnovo degli uffici dei giornalisti.
Infermeria
· Sostituito l’ascensore/porta lettighe per gli ammalati.
· In fase di progettazione un nuovo impianto di climatizzazione ed acqua calda sanitaria.
Uffici
· Completata la ristrutturazione dei locali per lo spostamento del Souvenir Shop in vista della realizzazione del futuro museo.
Convento
· Completato il rinnovo delle cucine del convento.
· In fase di completamento gli interventi di manutenzione straordinaria delle coperture.
· Completato il rinnovo del piano terra del convento delle suore.
· Completato il rinnovo del sistema di videosorveglianza.
· In corso il ripristino delle condizioni di sicurezza della cappella per il degrado dovuto ad infiltrazioni di acqua dal tetto.
· In corso la valutazione dello stato di sicurezza statica e sismica dell’intero edificio.
· Completato il nuovo ufficio IT comunicazione presso il Terra Sancta College.
· Completati i lavori di messa in sicurezza dell’impianto elettrico.
· In corso la manutenzione straordinaria di una porzione dell’edificio con 6 camere.
· In corso la realizzazione di un master plan degli interventi per il miglioramento dell’accoglienza di pellegrini e visitatori nel santuario.
· In corso i lavori di restauro di un piccolo edificio adiacente al convento che sarà utilizzato come sacrestia per la cappella esterna di prossima realizzazione.
· In fase di completamento gli interventi di consolidamento strutturale dei locali che completeranno l’area museale presso il santuario della Flagellazione.
· In corso di realizzazione un moderno centro museale per la valorizzazione del patrimonio artistico, archeologico e culturale francescano. Nell’area di circa 2500 m2 saranno compresi:
- Museo archeologico: I luoghi della Bibbia in Palestina (Convento della Flagellazione) (Terza fase);
- Museo storico: La Custodia Francescana di Terra Santa (Convento San Salvatore).
· Riparazione di alcuni tetti per infiltrazione di acqua.
· Realizzazione di un’area cimiteriale per la sepoltura dei frati giordani morti per Covid-19.
· Completata la ristrutturazione totale di una cappella esterna per i pellegrini.
· In corso di progettazione gli interventi generali per la conservazione del sito con creazione di un parcheggio interno al monastero, della strada di collegamento del parcheggio esterno con quello interno con marciapiede per disabili e dei servizi per i pellegrini.
· In corso di realizzazione gli interventi di consolidamento strutturale e di restauro delle torri campanarie.
· In corso di progettazione gli interventi per la riapertura e lo sviluppo del sito.
· Lavori di restauro e manutenzione per la conservazione della Grotta sacra.
· In fase di progettazione la ristrutturazione di un intero piano del convento con adeguamento dell’impianto elettrico, di climatizzazione e di acqua calda sanitaria, con adozione di sistemi moderni a basso consumo.
NB: Nella realizzazione delle opere, pur comportando un fattore di complicazione per via dei permessi da richiedere e dei vari lockdown, è stato privilegiato l’impiego di manodopera proveniente dalla West Bank per dare lavoro a cristiani di un territorio che non beneficia né di welfare né di ammortizzatori sociali.
Opere rivolte a favore della comunità locale
· Betlemme: Casa del fanciullo; Casa per 27 bambini di cui 10 interni in difficoltà sociale.
· Finanziamento di 490 borse di studio universitario (227 dalla Custodia + 336 dalla FFHL) per la durata di 4 anni, distribuite nelle diverse università (Betlemme, Università ebraica, Bir Zeit, Amman).
· Ausili per la messa in sicurezza delle attività di 10 piccole attività artigiane.
· Proseguono a Betlemme i progetti a sostegno del consultorio familiare parrocchiale; il progetto rivolto a più di 20 ragazzi (età 6-12), provenienti da famiglie in difficoltà; assistenza medica per le famiglie in gravi difficoltà economiche (ATS); ristrutturazione delle case appartenenti alle famiglie più bisognose (sostenuto da FFHL).
· A Betlemme sono stati inviati in più occasioni aiuti economici supplementari per venire incontro ai costi sanitari delle famiglie e per generi di prima necessità.
Scuole:
Amman:
· Creazione di una piattaforma Terra Santa School, per la Didattica a Distanza, Online.
· Ammodernamento del computer Lab per le classi 1-3 elementari.
· Nuovi 370 dischi per gli allievi delle classi 1-4 elementari.
· Copertura dei campi di gioco della scuola con prato verde e materiale sintetico.
· Copertura dei tetti del convento e della palestra per isolamento dagli agenti atmosferici.
· Copertura con asfalto del parcheggio degli autobus della scuola.
· Termine dei lavori di ristrutturazione del Peace building del 1976.
· In corso I lavori di ristrutturazione del piccolo seminario, ossia casa di san Francesco, adiacente al collegio.
Betlemme:
· In corso la sistemazione dell’aula polivalente Millenium.
Cana:
· In corso di realizzazione le opere per la costruzione di una nuova scuola (terminate le opere strutturali). Il complesso comprenderà anche il centro parrocchiale e un parcheggio coperto per un’area di 5.000m2.
Gerico:
· Conclusione dell’Istallazione di lavagne luminose nelle aule scolastiche.
Gerusalemme - Saint Joseph School (Giaffa Gate):
· Completati i lavori di manutenzione straordinaria di alcune aule della scuola.
Gerusalemme - Terra Sancta School (Damascus Gate):
· In corso di realizzazione nuovi locali per strutture sportive al di sotto dell’ampio cortile della scuola, che ospiteranno una piscina, una palestra e campi da gioco sulla copertura dell’edificio. Questi locali saranno anche ad uso dei giovani della Città Vecchia.
· Completato il rinnovo dei locali della scuola.
Gerusalemme - Scuola Hellen Keller – Beth Hanina:
· In fase di completamento la ristrutturazione della scuola elementare dopo l’apertura della scuola materna due anni fa (80 alluni).
Gerusalemme - Scuola Hellen Keller (scuola per mal vedenti):
· In fase di completamento la ristrutturazione della scuola in seguito alla sua recente acquisizione.
Giaffa:
· In fase di progettazione gli interventi di consolidamento strutturale e adeguamento sismico di una porzione di edificio che accoglie 6 aule della scuola elementare.
Appartamenti per i bisognosi e le giovani coppie:
Gerusalemme:
· Città Vecchia. Continua il lavoro di ristrutturazione delle case della Città Vecchia con lo scopo di migliorare le condizioni di vita dei residenti: ristrutturazione completa di 5 abitazioni; ristrutturazione parziale di 4 abitazioni; ristrutturazione degli esterni (facciate, coperture, ecc) di 6 edifici.
· Dar al Consul renovation project. In corso dal 2013 la ristrutturazione del complesso residenziale nella Città Vecchia, con 42 appartamenti e un piano terra in disuso. L’area del progetto è di circa 2500m2:
o Classe A ristrutturazione con interventi maggiori per 16 abitazioni (in corso di cui 7 completati);
o Classe B ristrutturazione con interventi medi per 16 abitazioni (in corso di cui 16 completati);
o Classe C ristrutturazione con interventi minori per 10 abitazioni (in corso di cui 10 completati);
o ristrutturazione esterni di 6 edifici (in corso di cui 4 completati).
· Dar el Kbire: in corso la procedura per l’ottenimento dei permessi per l’ampliamento dell’edificio di 300-400m2 e la progettazione dell’intervento migliorativo sulle 19 abitazioni esistenti e degli esterni (facciate, coperture, ecc.). L’area totale interessata dal progetto è di circa 2500m2.
· Tumian Palace: in corso la progettazione e la procedura per l’ottenimento dei permessi per l’ampliamento dell’edificio con la realizzazione di 3 piani aggiuntivi e 800m2 ad uso residenziale e religioso.
· Abu Geries: in corso la progettazione e la procedura per l’ottenimento dei permessi per l’ampliamento dell’edificio con la realizzazione di 750m2 destinati a uffici, ristorazione e negozi.
· Pisgat Zeev housing project: in corso la progettazione e la procedura per l’ottenimento dei permessi per la costruzione del nuovo complesso residenziale con 70-80 unità abitative e 300m2 per uso commerciale.
Nazareth:
· Karm el Sacheb housing Project: in corso la progettazione e la procedura per l’ottenimento dei permessi per la realizzazione di un complesso residenziale (chiesa, locali per uso sociale, 80 appartamenti per giovani famiglie)
Altre opere culturali:
· Studium Biblicum Franciscanum. Ogni anno la Custodia di Terra Santa sostiene economicamente la Facoltà di Scienze Bibliche e di Archeologia dello Studium Biblicum Franciscanum di Gerusalemme. Offerte circa 30 borse di studio a studenti provenienti da diverse diocesi povere, per tutta la durata degli studi.
· Christian Media Center. I servizi offerti comprendono: Website, completamente rinnovato, semplificato nell’uso ed ora mobile friendly; Terra Santa News notiziario settimanale che racconta fede, storia, attualità della Terra Santa; trasmesso da circa 35 emittenti nel mondo in 8 lingue (da quest’anno anche in cinese); documentari su temi sociali e religiosi, in diverse lingue; diretta di celebrazioni liturgiche ed eventi.
· Istituto di Musica Magnificat. Affiliato al Conservatorio di Vicenza il Magnificat promuove attività di ricerca e manifestazioni culturali a livello locale e internazionale. Accoglie più di 250 studenti cristiani, musulmani e ebrei, guidati da un 30 professori anche essi ebrei, cristiani e musulmani.
· Formazione di 54 studenti in scienze bibliche presso lo Studium Biblicum Franciscanum provenienti da varie parte del mondo ai quali la Custodia garantisce vitto e alloggio. Essi saranno destinati all’insegnamento della Sacra Scrittura in vari paesi del mondo.
· Accoglienza nel Seminario Francescano Internazionale di San Salvatore a Gerusalemme e nel Seminario di Ain Karem e formazione teologica presso lo Studium Theologicum Jerosolymitanum di più di 30 giovani provenienti dalle varie Province dell’Ordine dei Frati Minori.
· Formazione di 83 giovani in formazione nella Custodia (dall’aspirandato agli studi specialistici).
Altre opere
È continuato e si è intensificato in Siria, Giordania e Libano l’aiuto alla popolazione siriana ed irachena, cristiani ma non solo, che vive una situazione di estrema necessità, attraverso la presenza dei Frati della Custodia di Terra Santa con la collaborazione soprattutto di ATS per il fundraising.
· Accoglienza e sostegno temporaneo per 14 famiglie irachene a Deir Mimas e oltre 47 nella zona di Harissa e Jounieh.
· Aiuto scolastico per 28 bambini iracheni e giovani iracheni a Deir Mimas, oltre 35 nella zona di Harissa e quasi 65 a Jounieh. Aiuto a giovani siriani a Jounieh e Beirut in numero di 40.
· Dopo l’esplosione del 4 agosto a Beirut:
o 731 famiglie sono state aiutate con pacchi alimentari e materiale igienico. 68 a Tripoli e tutti gli altri a Beirut. Come media al mese 145 famiglie;
o 14 case distrutte sono state ristrutturate;
o circa 20 famiglie aiutate per pagare affitto o per arredamento;
o 50 famiglie per medicinali;
o 20 studenti aiutati per pagare rate per l'università.
Aiuti attraverso le parrocchie di Aleppo, Damasco, Knayeh, Yakoubieh e Latakieh
· Centro di emergenza di Aleppo presso la parrocchia:
o distribuzione (mensile-ogni due mesi) del pacco alimentare per le famiglie latine (50€ ognuno);
o assistenza sanitaria di emergenza (per una spesa mensile di 30 mila $), di visite mediche, analisi e medicine, interventi chirurgici, per i parrocchiani.
· A causa del COVID quest’anno, effettuiamo l’intervento di assistenza completa per tutto il necessario, fra cui: visite mediche, esami di sangue, di radiografia e di PCR, medicine all’ammalato, vitamine a tutti i membri suoi con delle analisi e visite mediche, servizio di portare le bombole di ossigeno alle case, pagamento del ricovero in ospedale, pagamento del servizio della cura intensiva quando è necessario:
o partecipazione alle spese degli interventi chirurgici di cristiani di tutte le comunità cristiane, in collaborazione con le loro Chiese;
o assistenza sanitaria per la gravidanza, il parto, e l’assistenza post-parto sia alla madre sia al figlio;
o cura dei casi di sterilità per le nuove famiglie cristiane di tutte le Chiese;
o cura per i bambini e la loro crescita sotto tutti i punti di vista:
§ bisogni primari di latte, pannolini ai bambini della parrocchia, con un sussidio mensile per ogni bambino;
§ centro di cura post-traumatico da guerra per bambini e ragazzi, cristiani e musulmani;
§ distribuzioni di vestiti, due volte all’anno a più di 1.000 bambini;
§ sostegno economico di centri di catechismo e di oratori estivi nelle parrocchie più povere;
§ oratorio estivo per più di 800 bambini, adozione materiale, logistica e di contenuto a 6 oratori estivi di cinque parrocchie;
§ progetto di “dopo scuola” a favore di 50 bambini con difficoltà di apprendimento;
§ corso di inglese e francese, di vari livelli nella città a 65 bambini, bravi nello studio;
§ sostegno economico dei bambini con doti particolari per la musica, il canto e il suonare sul pianoforte;
§ sostegno scolastico (somma consegnata ogni mese) agli studenti di scuole e di università, per gli studenti latini.
· Riparazione / ricostruzione di case danneggiate (di tre diversi livelli di danni): progetto in corso dal 2016 con 2000 case ricostruite fino ad oggi a favore di tutti i cristiani di tutte le Chiese.
· Aiuto ad avviare piccole imprese e attività lavorative (1700 persone), a favore di tutti i cristiani di tutte le Chiese.
· Progetto per accogliere 200 soldati cristiani congedati dopo 10 anni di servizio militare obbligatorio: aiuto attraverso il creare opportunità di lavoro per ognuno di loro.
· Partecipazione al pagamento del risarcimento per esentare i giovani di tutte le Chiese scappati dal Paese per evitare il servizio militare obbligatorio.
· Progetto regalo di nozze, a favore dei fidanzati cristiani, di tutte le Chiese, che include: pagamento dell'affitto di casa di un anno, e/o acquisto degli elettrodomestici, e/o l'arredamento di una o due stanze, e/o la riparazione casa.
· Progetto di affitti, a prezzi simbolici, di case (15 affittate su 22), acquistate o donate, in questi anni della guerra, alle coppie di neo-sposati e alle famiglie povere.
· Progetto di sostegno alle famiglie dei sacerdoti e dei loro famigliari poveri, per tutte le Chiese cattoliche e orientali.
· Progetti di sostegno ai sacerdoti armeno-ortodossi, con una paga mensile e assistenza sanitario nel caso di bisogno.
· Aiuto famiglie e giovani poveri.
· Medicine e interventi medici.
· Bambini neonati e studenti aiuto allo studio.
· Ristrutturazione spazi interni parrocchia Bab Touma, per attività coi giovani.
· Ristrutturazione di un ambiente e adattamento a biblioteca per il vantaggio della parrocchia e degli studenti.
· Aiuti accoglienza e sostegno ammalati.
· Educazione, aiuto all'asilo bambini a Tabbaleh.
· Centro per il trattamento post traumatico da guerra per bambini e ragazzi.
· Distribuzione mensile di pacco alimentare a circa 300 famiglie.
· Centro per il trattamento post traumatico da guerra per bambini e ragazzi.
· Aiuti a rifugiati nei 3 villaggi di Knayeh, Jacoubieh e Sjdeideh.
· Aiuti in generi alimentari e di prima assistenza per i rifugiati che transitano per il centro di accoglienza temporanea di Rodi e quello di Kos.
· Rodi: distribuzione ebdomadaria di 500 pacchi alimentari e sanitari per i poveri greci e rifugiati.
· Inizio della riparazione del Centro pastorale di Kos dopo il terremoto.
· A causa della crisi economica in Grecia dal 2008, la Custodia:
o aiuta con sostengo psicologico i malati di cancro;
o offre lezione gratuite di inglese, greco e italiano per la popolazione locale;
o offre borse di studio per i giovani della parrocchia.
Stipendi ordinari della Custodia di Terra Santa
· Stipendi mensili di circa 1.020 impiegati in Israele e Palestina divisi tra 15 scuole (60 % del numero totale degli impiegati), 4 Case Nove per pellegrini (20 % del numero degli impiegati), 80 santuari, 25 parrocchie e tante attività varie.
· Durante la pandemia del COVID i dipendenti con residenza in Israele hanno potuto beneficiare di una forma di cassa integrazione (halat) che lo Stato paga loro e corrisponde al 70% dello stipendio. In diversi momenti dell’anno il Governo ha chiesto di ridurre il personale fino al 30%, ma grazie a questa forma di welfare i residenti in Israele hanno potuto continuare a vivere senza troppi problemi. I lavoratori dello Stato di Palestina invece erano totalmente privi di welfare. Per questo la Custodia ha scelto di continuare a pagare la metà dello stipendio degli impiegati dei territori palestinesi rimasti a casa e ovviamente il 100% di quelli che potevano venire al lavoro, ha cercato anche di far lavorare nei conventi e nelle opere di restauro soprattutto cristiani palestinesi per garantire un sostentamento alle loro famiglie. Questa scelta grava ovviamente sull’economia della Custodia in un tempo in cui non ci sono introiti dai santuari per l’assoluta mancanza di pellegrini da fine febbraio 2020.

Custody of the Holy Land

Summary Report 2019/2020
For many centuries the Custody of the Holy Land has been committed to the conservation and revitalisation of the Holy Places of Christianity in the Land of Jesus and in the entire Middle East. Among the various objectives of the Franciscan mission, one should keep in mind the support and development of the Christian minority that lives in these places, the conservation and enhancement of archaeological sites and sanctuaries, the interventions in the case of emergency, the liturgy in the places of cult, the apostolic works and assistance to pilgrims. Besides, for the biennium 2019/2020, the Franciscan presence in the Holy Land has been manifested through the planning, programming and execution of the following projects and works:

VII. Other works – Jordan, Lebanon, Syria and Rhodes Kos.
VIII. Ordinary stipends of the Custody.
The underlined works have been realised thanks to various kinds of economic contributions, among which the Good Friday Collection comes first, followed by the activities of fund raising of the Franciscan Foundation for the Holy Land (FFHL) and the Associazione pro Terra Sancta (ATS), as well as by other private and institutional donors, besides the entries coming from activities that have been carried out.
At the moment of writing this report (January 2021), here in Jerusalem, as in the rest of the world, Covid-19 is afflicting ever larger sections of the population, with grave repercussions on the health and economy systems, and also on society at large and on the life of the Church. At this point in time we have been without pilgrims from the end of February 2020. This means grave economic difficulties for the local Christian communities, for the families of our Christian faithful and also for the Custody itself. The collection pro Terra Sancta 2020 was postponed to 13 September, upon request by the same Congregation and thanks to the benevolence of the Holy Father. This means that we are still not able of quantifying the result of the collection or of knowing when the resources will be made available. In the meantime, we are trying to continue the mission that has been entrusted to us, knowing that Divine Providence which has willed us to be here will continue to take care of us. Many of the works listed here have therefore had a slow progress and result “in a phase of planning”, while priority has been given to those interventions that have had a social scope and effect.
Works addressed to pilgrims
Ain Karem: Sanctuary of the Birth of Saint John
· Conclusion of the renewal of the roofing work of the church of Saint John the Baptist, which include the consolidation of the stone vaults.
· Work in progress on the restoration of the sacristy and the adjacent environments, which suffer from serious problems of humidity.
· Planning phase of the renewal of the roofing of the friary.
· Planning phase of the works of restoration of the church where archaeological excavations are foreseen.
· Planning phase of the security of the electrical system of the entire building, which includes friary, church, seminary and pilgrims’ hospice.
Ain Karem: Sanctuary of Saint John in the Desert
· Planning of the intervention for regimentation of rain water in the area surrounding the friary.
Beit Sahour: Shepherds Field
· Completion of the works on a new entrance to the friary, independent from that of the sanctuary.
· Completion of a boundary wall that collapsed as a result of the rains of the winter of 2019-2020.
· Planning of the interventions for the conservation and development of the site, an extensive intervention that will include new external chapels for celebrations, the redevelopment of the cave, new bathrooms and infrastructure.
· In phase of completion the executive planning for the realisation of new bathrooms with some accessory environments that would include a small souvenir shop, a refreshment area and a multifunctional hall for conferences for small groups.
Bethany: Sanctuary of the House of Martha, Mary and Lazarus
· In phase of completion the restoration and enhancement of the byzantine and mediaeval remains of the friary of Bethany, through: the recovery of deteriorated areas; formation and work of 10 Palestinian young people on the project of restoration; support of the entrepreneurial activity of the local feminine association; a didactic project with the primary schools for the knowledge of the local archaeological and religious sites (supported by ATS).
Bethlehem: Basilica of the Nativity
· Collaboration with the other ecclesial communities present and with the Palestinian National Authority for the restoration of the Basilica of the Nativity, by now in the phase of completion.
· Completion of the work on new sitting benches for the presbyterium of Santa Caterina.
· Completion of the reconstruction of the façade of the friary.
Bethlehem: Convent of the sisters
· Study phase of the finding of a solution for the problems of humidity affecting the convent of the sisters, which stands above ancient cisterns for the storage of rain water, which are no longer accessible.
Capernaum: Sanctuary of the Eucharistic Promise
· Concluding phase of the planning of new explanatory signboards and signposting of the sanctuary.
Emmaus Qubeibeh: Sanctuary of Saints Simon and Cleopas
· Working progress on the interventions of extraordinary maintenance for the conservation of the structures of the friary and of the ex-seminary.
Jericho: Sanctuary of the Good Shepherd
· Enlarging of a classroom of the school.
Jerusalem: Basilica of Gethsemane
· Concluded the archaeological excavations that have uncovered a ritual bath of the I century, a small byzantine church of the V century with a stone inscription, the perimeter walls of the mediaeval monastery-hospice and various finds of stone remains.
· Concluding phase of the tunnel and lifts for groups of pilgrims, in order to link the area of the basilica with the Kidron Valley by means of a pedestrian path.
· Ongoing works for the building of a centre for the service of pilgrims in the Kidron Valley.
· Planning of a new flood-lighting system for the basilica, promoted by the Municipality of Jerusalem.
· Ongoing planning of 3 external chapels for celebrations in the garden of the friary of the Agony.
Jerusalem: Basilica of the Holy Sepulchre of Our Lord
· Completed the works of structural consolidation of the grotto of the Finding of the Holy Cross as a result of instrumental investigations and in-depth analysis.
· Completed the substitution of the lift of the friary.
· Planning phase of the restoration of the floor of the Basilica and the relative infrastructure, in agreement with the Greeks and Armenians and in collaboration with the Università La Sapienza (Rome) and the Centro Restauri di Veneria (TO).
· Planning phase of the complete renovation of the second floor of the friary with the building of an upper floor, in order to increase the number of friars present in the community and to improve the conditions of life of the friars, by making the environment healthier and in line with contemporary standards of lighting and ventilation, and more hygienic.
Jerusalem: Parish centre
· Completion of the interventions of extraordinary maintenance for the arrangement of spaces of the parish centre.
Jerusalem: Christian Information Center
· Continuation of the work on five didactic multimedia halls for pilgrims, dedicated to their knowledge of the Holy Sepulchre.
Jerusalem: Christian Media Center
· Completion of the renewal of the offices of the editors.
· Planning phase of the renewal of the offices of journalists.
Jerusalem: Convent of Saint Saviour
Infirmary
· Replacement of the lift/stretcher for the sick brothers.
· Planning phase of a new system of air-conditioning and sanitary hot water.
Offices
· Completion of the renovation of environments for the transfer of the Souvenir Shop in view of the realisation of the new museum.
Convent
· Completion of the renewal of the kitchens of the friary.
· Concluding phase of the interventions of extraordinary maintenance of the roofs.

· Completion of the renewal of closed-circuit video surveillance system.
Jerusalem: Friary of Terra Sancta College
· Phase of restoration of the chapel regarding safety, as a result of structural decay by water infiltration from the roof.
· Ongoing assessment of the state of static and seismic security of the entire edifice.
· Completion of a new IT communications office at Terra Sancta College.
Jerusalem: Maria Bambina, house of welcome for pilgrims
· Completion of the works of security of the electrical system.
· Ongoing extraordinary maintenance of a section of the building with 6 rooms.
Jerusalem: Sanctuary of Dominus Flevit
· Ongoing realisation of a master plan of interventions for the improvement of the way in which pilgrims and visitors to the sanctuary can be welcomed.
· Ongoing works of restoration of a small building adjacent to the friary, which will be used as a sacristy and external chapel, to be concluded soon.
Jerusalem: Terra Santa Museum
· Completion phase of the interventions of structural consolidation of the environments that will complete the museum area in the sanctuary of the Flagellation.
· Completion phase for the realisation of a modern museum centre for the enhancement of the Franciscan artistic, archaeological and cultural patrimony. Within the area of circa 2500 m2 will be included:
- Archaeological Museum: The Places of the Bible in Palestine (Flagellation Convent) (Third phase);
- Historical Museum: The Franciscan Custody of the Holy Land (Convent of Saint Saviour).
Mount Nebo (Jordan): Memorial of Saint Moses
· Repairing of some roofs that suffer from water infiltration.
· Realisation of a cemetery area for the burial of Jordanian friars who died of Covid-19.
Mount Tabor: Basilica of the Transfiguration
· Completion of the total renovation of an external chapel for pilgrims.
· Planning phase of general interventions for the conservation of the site, with the creation of an internal parking lot for the friary, works on the road linking the external to the internal parking lot, with pavements and walkways for disabled persons and with services for pilgrims.
· Final works on the intervention of structural consolidation and restoration of the bell towers.
Naim: Sanctuary of the resurrection of the widow’s son
· Planning phase of the interventions for the re-opening and development of the site.
Nazareth: Basilica of the Annunciation to the Blessed Virgin Mary
· Works of restoration and maintenance for the conservation of the Holy Grotto.
· Planning phase of the renovation of an internal floor of the friary with the adjustment of the electrical system, central heating and sanitary hot water, in order to make use of modern systems that consume less power.
NB: In the realisation of these works, in spite of the fact that they become more complicated because of the need to request permits and because of various lockdowns, we have given first preference to employ workers coming from the West Bank, in order to give work to Christians coming from a territory that cannot benefit from welfare or social security.
Works in favour of the local community
Works in favour of young people
· Bethlehem: Boys’ Home; House for 27 male children, of whom 10 are boarders in social difficulties.
Scholarships and subsidies
· Financing of 490 university scholarships (227 from the Custody + 336 from the FFHL) for the length of 4 years, distributed in the various universities (Bethlehem, Hebrew University, Bir Zeit, Amman).
Support for artisan initiatives
· Financial help in order to secure the work of 10 small artisan activities.
Activities for supporting families
· In Bethlehem the projects for supporting a parish family counselling centre continue; the project is directed to more than 20 children (ages 6-12), coming from families in difficulty; medical assistance for families in serious economic difficulties (ATS); renovation of houses belonging to families which are most in need (supported by FFHL) .
· On many occasions supplementary economic aids have been sent to Bethlehem in order to meet the health expenses of families and the expenses for basic foodstuffs.
Works in favour of parish communities
Schools:
Amman:
· Creation of a platform Terra Sancta School, for Online Distance Learning.
· Modernisation of a computer Lab for classes 1-3 elementary level.
· 370 new compact disks for pupils of classes 1-4 elementary level.
· Covering of play grounds of the school with turf field and synthetic material.
· Covering of the roofs of the friary and of the gym with isolating membrane from atmospheric agents.
· Covering of the parking lot for school buses with asphalt.
· Conclusion of the works of renovation of the Peace building of 1976.
· Ongoing works of renovation of the small seminary, namely Saint Francis’ house, adjacent to the college.
Bethlehem:
· Ongoing works of accommodation of the multipurpose Millennium hall.
Cana:
· Ongoing work for the construction of a new school (the structural works have been terminated). The complex will also include a parish centre and a covered parking lot covering an area of 5.000m2.
Jericho:
· Conclusion of the installation of overhead projectors in the classrooms.
Jerusalem - Saint Joseph School (Jaffa Gate):
· Conclusion of the extraordinary maintenance of some of the classrooms.
Jerusalem - Terra Sancta School (Damascus Gate):
· Ongoing work of new premises for sport structures underneath the large courtyard of the school, which will include a swimming pool, a gym and playgrounds on the roof of the building. These premises will also be used by young people of the Old City.
· Completion of the renovation of the school premises.
Jerusalem - Hellen Keller School – Beth Hanina:
· Nearing completion the renovation of the elementary school after the opening of the kindergarten two years ago (80 pupils).
Jerusalem - Hellen Keller School (school for students with visual impairment):
· Completion phase of the renovation of the school after its recent acquisition.
Jaffa:
· Planning phase of the interventions of structural consolidation and seismic adjustment of a portion of the edifice which will include 6 classrooms of the elementary school.
Apartments for needy and young couples
Jerusalem:
· Old City. Continuation of the work of renovation of the houses of the Old City with the aim of improving the living conditions of the residents: complete renovation of 5 houses; partial renovation of 4 houses; renovation of external structures (façades, roofs, etc.) of 6 houses.
· Dar al Consul renovation project. Since 2013 this project includes the renovation of the residential complex of the Old City, with 42 apartments and a ground floor which was not being used. The area of the project covers circa 2.500m2:
o Class A renovation with the major interventions for 16 dwellings (ongoing, with 7 completed);
o Class B renovation with medium interventions for 10 dwellings (ongoing, with 10 completed);
o Class C renovation with minor interventions for 10 dwellings (ongoing, with 10 completed);
o External renovation of 6 buildings (ongoing, with 4 completed).
· Dar el Kbire: ongoing procedure for acquiring permits for enlarging the building of 300-400m2 and planning of improvement intervention on 19 existent dwellings and external structures (façades, roofs, etc.). The total area included in the project covers circa 2500m2.
· Tumian Palace: ongoing planning and procedure for obtaining permits for enlarging the edifice with the building of 3 extra floors and 800m2 for residential and religious use.
· Abu Geries: ongoing planning and procedure for obtaining permits for enlarging the building with the building of 750m2 destined to become offices, restaurants and shops.
· Pisgat Zeev housing project: ongoing planning and procedure for obtaining permits for building a new residential complex with 70-80 housing units and 300m2 for commercial use.
Nazareth:
· Karm el Sacheb housing Project: ongoing planning and procedure for obtaining permits for the building of a residential complex (church, premises for social purposes, 80 apartments for young families).
Other cultural works:
· Studium Biblicum Franciscanum. Every year the Custody of the Holy Land supports economically the Faculty of Biblical Sciences and Archaeology of the Studium Biblicum Franciscanum of Jerusalem. It offers circa 30 scholarships to students coming from various poor dioceses, for the entire period of their studies.
· Christian Media Center. The services offered include: Website, completely renewed, simplified in use and now mobile friendly; Terra Santa News, a weekly news bulletin which features faith, history and current events in the Holy Land; it is transmitted by circa 35 broadcasting houses in the world in 8 languages (from this year also in Chinese); documentaries on social and religious themes, in various languages; direct transmission of liturgical celebrations and events.
· The Magnificat Institute of Music. Affiliated with the Vicenza Conservatory the Magnificat promotes activities of research and cultural manifestations on the local and international level. It welcomes more than 250 Christian, Muslim and Hebrew students, led by 30 professors who are also Hebrew, Christian or Muslims .
· Formation of 54 students in biblical sciences at the Studium Biblicum Franciscanum coming from various parts of the world, to whom the Custody guarantees food and lodging. They will be destined to become lecturers of Sacred Scripture in various countries of the world.
· The International Franciscan Seminary of Saint Saviour in Jerusalem and the Seminary of Ain Karem, and theological formation at the Studium Theologicum Jerosolymitanum for more than 30 young brothers coming from various Provinces of the Order of Friars Minor.
· Formation of 83 young religious in the Custody (from aspirant candidates to those on specialised studies).
Other works
In Syria, Jordan and Lebanon the work to help the Syrian and Iraqi Christian and non-Christian population is ongoing. These initiatives are geared to help those who are living in a situation of extreme need, through the presence of the Friars of the Custody of the Holy Land and with the collaboration especially of the ATS for fundraising.
In Lebanon
· Welcome and temporary support for 14 Iraqi families at Deir Mimas and more than 47 other families in the area of Harissa and Jounieh.
· School support for 28 Iraqi children and young people at Deir Mimas, besides other 35 in the area of Harissa and nearly 65 in Jounieh. Help for 40 Syrian young people in Jounieh and Beirut.
· Following the explosion of 4 August in Beirut:
o 731 families have been helped with food packs and hygienic material. 68 of them live in Tripoli and all the others in Beirut. An average of 145 families receive help every month;
o 14 houses have been renovated;
o circa 20 families are helped to pay rent or to buy furniture;
o 50 families receive help to acquire medicines;
o 20 students are helped to pay their university fees.
In Syria: Aleppo
Help through the parishes of Aleppo, Damascus, Knayeh, Yakoubieh and Latakieh.
· Centre of emergency of Aleppo in the parish premises:
o distribution (monthly-every two months) of food packs for Latin families (€50 each);
o emergency health assistance (for a monthly cost of €30 thousand), for medical visits, medical exams, medicines, surgery, in favour of the parishioners.
· As a result of COVID during this year we have carried out interventions of complete assistance for all necessities, among which: medical visits, blood tests, radiography and PCR tests, medicines for sick persons, vitamins for all the family members with exams and medical visits, service of transport of oxygen tanks to houses, payment for hospitalisation, payment for service of intensive care whenever necessary:
o contribution to the expenses of surgery of Christians coming from all Christian communities, in collaboration with their own Churches;
o medical assistance for pregnancy, labour, post-natal assistance for both mother and child;
o care of cases of sterility for new Christian families of all the Churches;
o care for children and for their growth under all aspects:
§ primary needs for milk and diapers for the children of the parish, with a monthly subsidy for each child;
§ centre for post-traumatic cure from the effects of war for Christian and Muslim children;
§ distribution of clothes, twice a year, to more than 1000 children;
§ financial help for centres of catechism and summer camps in the poorest parishes;
§ summer camps for more than 800 children; material, logistical and content adoption for 6 summer camps of five parishes;
§ project for “after school” in favour of 50 children with learning difficulties;
§ course of English and French at various levels in the city for 65 children, who are promising in study;
§ economic support for children with particular gifts for music, singing and playing the pianoforte,
§ scholastic support (monthly allowance) for students of schools and universities, for Latin students.
· Repairing / reconstruction of houses that have been damaged (with three levels of damage): this is an ongoing project since 2016 with 2000 houses that have been rebuilt until today in favour of all Christians of all Churches.
· Helping to launch new enterprises and working activities (1700 persons), in favour of all Christians of all Churches.
· Project to welcome 200 Christian soldiers who have been discharged after 10 years of obligatory military service: helping them by creating an opportunity for work for each one.
· Contribution in the payment of compensation for exemption of young people of all Churches who escaped from their Country in order to avoid obligatory military service.
· Project of wedding gift, in favour of Christian couples of all Churches, which includes: payment of the rent of the house for one year, and/or buying of domestic appliances, and/or furnishing of one or two rooms, and/or repairing of the house.
· Project of rents, with symbolic prices, of houses (15 have been rented on a total of 22), acquired or donated, during these years of war, to newly-wed couples and to poor families.
· Project of support for families of priests and of their poor relatives, for all Catholic and Oriental Churches.
· Project of support for Armenian-Orthodox priests, with a monthly salary and health care in case of need.
Syria: Damascus (Bab Touma, House of Ananias, Tabbaleh and Salhieh)
· Help for young poor families.
· Medicines and medical interventions.
· Newly-born children and helping students in their study needs.
· Renovation of the internal spaces of the parish of Bab Touma, for youth activities.
· Renovation of environment that can be adapted to become a library for the benfit of the parish and of students.
· Help for welcoming and supporting sick persons.
· Education, and helping nursery for children in Tabbaleh.
· Centre for post-traumatic treatment for children and adolescents who experienced the war.
Syria: Lattakieh
· Monthly distribution of food packs to circa 300 families.
· Centre for post-traumatic treatment for children and adolescents who experienced the war.
· Help for refugees in the 3 villages of Knayeh, Jacoubieh and Sjdeideh.
Rhodes - Kos
· Help with foodstuffs and first aid for refugees who transit through the centre of temporary welcome in Rhodes and in Kos.
· Rhodes: weekly distribution of 500 food and health packs for poor Greeks and refugees.
· Beginning to repair the pastoral centre of Kos after the earthquake.
· As a result of the economic crisis in Greece since 2008, the Custody:
o helps in the psychological support of cancer patients;
o offers free lessons of English and Italian for the local population;
o offers scholarships for the young people of the parish.
Ordinary stipends of the Custody of the Holy Land
· Monthly wages of circa 1.020 employees in Israel and Palestine, divided between 15 schools (60 % of the total number of employees), 4 Case Nove for pilgrims (20 % of the employees), 80 sanctuaries, 25 parishes and many other activities.
· During the COVID pandemic the employees with residence in Israel could benefit from a kind of layoff (halat) that the State pays for them and which corresponds to 70 % of their wages. In various moments of the year the Government has requested to reduce the personnel up to 30 %, but thanks to this form of welfare the residents in Israel have been able to continue living without too many problems. The workers from the State of Palestine, on the other hand, were totally deprived of any welfare. For this reason, the Custody has chosen to continue to pay half the wages of the employees in the Palestinian territories, who have had to remain at home, and obviously 100 % of the wages of those who could come to work. The Custody has tried to employ in the convents and in the works of restoration especially the Palestinian Christians in order to guarantee a support for their families. This choice is obviously an onus on the economy of the Custody in a moment when there are no entries from sanctuaries as a result of the total absence of pilgrims ever since the end of February 2020.
