Con ordinanza del 9 luglio, il Promotore di Giustizia del Tribunale dello Stato della Città del Vaticano ha disposto il congelamento dei fondi intestati presso lo IOR a Mons. Nunzio Scarano (attualmente sospeso dalle sue funzioni), nel quadro delle indagini in corso da parte delle autorità giudiziarie del Vaticano, a seguito di rapporti su transazioni sospette depositati presso l’Autorità di Informazione Finanziaria (AIF). Le indagini possono essere estese anche ad altre persone.
Lo IOR ha affidato al Promontory Financial Group un esame oggettivo dei fatti e delle circostanze concernenti i conti in questione e coopera pienamente con l'organismo di regolazione finanziaria del Vaticano, l'AIF, e le autorità giudiziarie per far interamente luce sul caso.
Al momento lo IOR sta infatti affrontando un esame, da parte del Promontory Financial Group, di tutte le relazioni con i clienti e delle procedure in vigore contro il riciclaggio di denaro. Nel contempo, l'Istituto sta attuando provvedimenti adeguati per migliorare le sue strutture e procedure. Questo processo è stato avviato nel maggio 2013 e ci si aspetta che sia largamente concluso per la fine del 2013. Nelle settimane passate, lo IOR ha nominato un chief risk officer a livello della Direzione, con lo specifico compito di concentrarsi sulla compliance e ha altresì introdotto misure per rafforzare sostanzialmente il sistema di reporting.
Come ha recentemente dichiarato il Presidente Ernst von Freyberg, lo IOR sta seguendo una linea chiara di identificazione sistematica e di "tolleranza zero" nei confronti di tutte quelle attività che siano illegali o estranee agli Statuti dell’Istituto, siano esse condotte da laici o da ecclesiastici.

The Director of the Press Office of the Holy See has given an update this morning about the ongoing investigations by the competent Vatican authorities on the case of Mons. Nunzio Scarano.
By court order on the 9th of July, the Vatican Promoter of Justice has frozen funds at the IOR attributed to suspended Vatican employee Nunzio Scarano as part of an ongoing investigation by the Vatican judicial authorities. The investigation was triggered by several suspicious transaction reports filed with AIF and could be extended to additional individuals.
IOR commissioned an objective review by Promontory Financial Group of the facts and circumstances of the accounts in question and is fully cooperating with the Vatican Financial Intelligence Unit AIF and judicial authorities to bring full transparency in this matter.
The IOR is currently undergoing an outside review by Promontory Financial Group of all client relationships and the anti-money-laundering procedures it has in place. In parallel, the Institute is implementing appropriate improvements to its structures and procedures. This process was initiated in May 2013 and is expected to be largely concluded by the end of 2013. Over the past weeks, the IOR nominated a Chief Risk Officer at Directorate level with a specific brief to focus on compliance, and introduced measures to substantially strengthen the reporting system.
As President Ernst von Freyberg recently pointed out, the IOR is systematically identifying and will have zero tolerance for any activity, whether conducted by laity or clergy, that is illegal or outside the Statutes of the Institute.
