Lunedì 2 luglio si è svolta in Vaticano la 41^a riunione del Consiglio dei Cardinali per lo Studio dei Problemi Organizzativi ed Economici presieduta dal Segretario di Stato, Sua Eminenza Cardinale Tarcisio Bertone.

On Monday, July 2, 2007 the 41^st meeting of the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See took place in the Vatican City State. His Eminence Cardinal Tarcisio Bertone chaired it.

I Porporati hanno esaminato il Bilancio Consuntivo Consolidato della Santa Sede ed il Bilancio del Governatorato S.C.V. per l’esercizio 2006, entrambi chiusisi con un attivo.

The Cardinals examined the 2006 Consolidated Financial Statement of the Holy See and that of the S.C.V. Governorate, both closed with a profit.

Con i miei più stretti collaboratori mi pregio di presentare, come di consueto, il Bilancio Consuntivo Consolidato della Santa Sede per l’esercizio 2006. Trattandosi di un bilancio consolidato, in esso sono rappresentati unitariamente i costi ed i ricavi di tutte le amministrazioni pontificie che entrano nell’area di consolidamento. Esse sono costituite dalle 2 Sezioni della Segreteria di Stato, 9 Congregazioni, 3 Tribunali, 11 Pontifici Consigli, Camera Apostolica, Prefettura della Casa Pontificia, Ufficio delle Celebrazioni Liturgiche del Sommo Pontefice, Sala Stampa della Santa Sede, Ufficio Centrale di Statistica della Chiesa, 5 Pontificie Commissioni e 2 Pontifici Comitati, 3 Pontificie Accademie e dalle Istituzioni collegate con la Santa Sede: Archivio Segreto, Biblioteca Apostolica Vaticana, Elemosineria Apostolica, Sinodo dei Vescovi, Libreria Editrice Vaticana, Tipografia Vaticana – Editrice "L’Osservatore Romano", Radio Vaticana e Centro Televisivo Vaticano; a questi sono da aggiungere 118 Sedi delle Rappresentanze Pontificie e 9 Sedi presso Organizzazioni Internazionali.

As usual, I have the honor of presenting the Consolidated Financial Statement of the Holy See for the fiscal year 2006 with my staff. As a consolidated financial statement, it contains the income and the expenses of the various pontifical administrations that are within the area of consolidation. It includes the 2 Sections of the Secretariat of State, 9 Congregations, 3 Tribunals, 11 Pontifical Councils, the Apostolic Camera, the Prefecture of the Papal Household, the Office for liturgical celebrations of the Supreme Pontiff, the Press Room of the Holy See, the Central Office of Statistics of the Church, 5 Pontifical Commissions and 2 Pontifical Committees, 3 Pontifical Academies and the Institutions connected with the Holy See: the Vatican Secret Archives, the Vatican Library, the Apostolic Almonery, the Synod of Bishops, the Vatican Publishing House, the Vatican Printing Press - L'Osservatore Romano, Vatican Radio, the Vatican Television Center. Moreover, 118 Pontifical Embassies and 9 delegations at International Organizations must be added.

La buona notizia è che il bilancio consuntivo consolidato della Santa Sede per l’esercizio 2006 si è chiuso, per il terzo anno consecutivo, con un risultato positivo di 2,4 milioni di euro, che rappresenta il valore meno elevato dopo quelli registrati lo scorso esercizio 2005, (pari a 9,7 milioni di euro), e nel 2004 (pari a  3,1 milioni di euro).

The good news for the current operating statement is that, after three consecutive years, it has closed with a surplus of 2.4 million euro, which represents the less significant value, after the results registered both in 2005 (equal to 9.7 million euro) and in 2004 (equal to 3.1 million euro).

Passo ora ad analizzare le principali voci del bilancio economico che sono espresse, per ragioni di affinità, nei seguenti quattro settori:

I turn now to the analysis of the principal entries of the operating statement, which as usual are expressed in the following four categories:

1) Attività istituzionali. Questo settore ingloba tutti i Dicasteri della Curia Romana: Segreteria di Stato, Rappresentanze Pontificie, Congregazioni Romane, Pontifici Consigli, il Sinodo dei Vescovi ed altri uffici. Trattandosi di organismi che assistono da vicino il Santo Padre nella sua missione di Pastore universale a servizio delle Chiese locali, come anche a beneficio dell’umanità come operatore di pace nel mondo, essi non producono in genere ricavi. Da qui il senso della prescrizione canonica del can. 1271 che invita i Vescovi a venire incontro liberamente alle necessità della Santa Sede per sostenerne l’attività, così come il can. 1263 prescrive alle parrocchie di sostenere l’attività della Curia diocesana. Nel 2006, oltre ad altri introiti di minore entità, la massa oblativa proveniente da Conferenze Episcopali, Diocesi, Istituti religiosi, fedeli ed Enti vari è passata da 73,9 milioni del 2005, a 86 milioni di euro nel 2006. All’interno del settore le note più positive vengono dagli introiti del can. 1271 c.j.c., passati in un anno da 21,5 milioni di euro a oltre 24 milioni di euro, con un incremento prossimo al 12%, e soprattutto dal volume dei contributi da istituzioni, fondazioni ed altri enti che indica un flusso di ricavi per 61,2 milioni di euro (contro 51,7 milioni di euro del 2005).

1) Institutional Activity. This sector encompasses all the Dicasteries of the Roman Curia: the Secretariat of State, the Papal Embassies, the Roman Congregations, the Pontifical Councils, the Synod of Bishops and other Offices. As these assist the Holy Father more closely in his mission as Universal Pastor at the service of the Local Churches and also for the benefit of humanity as promoter of peace in today’s world, they do not produce income. This is the significance of the Canon 1271 C.J.C. prescriptions, which invite the Bishops to come freely to the aid of the necessities of the Holy See by supporting its activity, in the same way that Canon 1263 C.J.C. prescribes that the parishes support the activity of the diocesan curia. In 2006 the volume of donations that came from Episcopal Conferences, dioceses, religious Institutes, faithful and various Entities increased from 73.9 million euro in 2005 to 86 million euro in 2006. Within this sector, the most positive results were both in the income from Canon 1271 c.j.c. which rose from 21.5 million euro to more than 24 million euro in one year, for an increase of about 12%, and above all in the volume of contributions from institutions, foundations and other entities which shows significant revenues, equal to 61.2 million euro (against 51.7 million euro in 2005).

Quanto ai costi dell’intero settore, direttamente connessi con l’attività della Curia Romana a sostegno della "diaconia" propria del Successore di Pietro, c’è stato un incremento di poco inferiore ai 5 milioni di euro: si è passati da 121,3 milioni di euro del 2005 a 126,2 milioni. La variazione è dovuta al costo del personale per l’adeguamento sia delle retribuzioni al tasso d’inflazione, sia dei contributi obbligatori ai fondi quiescenza. In aumento anche le spese generali e amministrative che passano da 13,4 milioni a 15,3 milioni di euro e quelle relative alle Rappresentanze Pontificie, per il mantenimento delle Nunziature Apostoliche (da 19,6 milioni a 20,6 milioni di euro).

As for costs of the entire sector, which are directly connected with the activity of the Roman Curia to assist S. Peter’s Successor in his ministry, we can note a rise slightly higher than 5 million euro: from 121.3 million in 2005 to 126.2 million. This variation was due above all to the cost incurred for personnel for the adjustment both of remunerations to the inflation rate and of the compulsory contributions to the pension funds. Also general and administrative costs increased from 13.4 million in 2005 to 15.3 million in 2006, as did those for Papal Embassies and for the maintenance of the Apostolic Nunciatures (from 19.6 million to 20.6 million euro).

In leggera flessione gli oneri per "manutenzioni e riparazioni" che da 10,4 milioni di euro del 2005, scendono a 9,8 milioni di euro. Sono continuati anche per il 2006 i lavori di consolidamento delle fondazioni, solai, muri verticali, ecc. dell’immobile di Piazza di Spagna, sede della Congregazione per l’Evangelizzazione dei Popoli e sono stati effettuati lavori straordinari al Palazzo di Sant’Uffizio (per ristrutturazione impiantistica), Palazzo dei Propilei (sostituzione elevatori e ripulitura facciate) e al Palazzo dei Convertendi.

Costs for "maintenance and repairs" decreased slightly from 10.4 million euro in 2005 to 9.8 million euro. Also in 2006 the works to consolidate the foundations, the floors and the vertical walls of the building in Piazza di Spagna (seat of the Congregation for the Evangelization of Peoples) continued. Moreover, other expenses for extraordinary maintenance related to the buildings of Sant’Uffizio (for systems replacement), Propilei (for lifts replacement and fronts finishing) and Palazzo Convertendi must be considered.

Pertanto questo importante settore delle Attività Istituzionali, si è chiuso con un disavanzo pari a 31 milioni di euro, ma in flessione rispetto al disavanzo istituzionale del 2005 attestatosi su 36,9 milioni di euro.

Therefore, this important sector of the Institutional Activity closed with a deficit of 31 million euro, a decrease compared to the 2005 institutional deficit which stood at 36.9 million euro.

2) Attività finanziaria. In questo settore sono raccolte le attività finanziarie delle amministrazioni consolidate, specialmente quelle della Sezione Straordinaria dell’APSA (Amministrazione del Patrimonio della Sede Apostolica).

2) Financial Activity. In this sector are included the financial activities of the consolidated administrations, especially those of APSA Extraordinary Section (Administration of the Patrimony of the Apostolic See).

L’incremento dei contributi di cui si è accennato poc’anzi, ha permesso di assorbire il calo molto pronunciato dell’avanzo netto ideale del settore finanziario che si è chiuso con un avanzo di 13,7 milioni contro 43,3 milioni del 2005; si è avuta perciò una flessione di circa 29 milioni di euro, ascrivibile principalmente alla brusca ed assai accentuata inversione di tendenza nella fluttuazione nei tassi di cambio, soprattutto del dollaro statunitense.

The above-mentioned increase in contributions partially counterbalanced the serious fall in the net balance profit of the financial sector which closed with a gain of 13.7 million against 43.3 million in 2005. Therefore, a decrease by about 29 million euro occurred, due above all to a sudden, very strong reversal of trend in fluctuations of the rate of exchange, especially of the US Dollar.

Infatti se nel 2005 abbiamo avuto una fluttuazione positiva netta su cambi di circa 21,7 milioni di euro, nel 2006 abbiamo avuto una fluttuazione negativa netta di circa 7 milioni di euro. In questo settore i risultati sono per natura "altalenanti"; ricordo che nel 2004 ci fu per i cambi una perdita netta di 11 milioni di euro, mentre nel 2005, come già detto, le fluttuazioni furono positive per 21,7 milioni di euro.

Indeed, a net positive fluctuation of 21.7 million euro was registered in 2005 while a net loss of roughly 7 million euro occurred in 2006 due to fluctuations in the rates of exchange. In this sector the results seesaw by nature; I remember that in 2004 a net loss of 11 million euro occurred whereas in 2005, as already said, the fluctuations were positive, equal to 21.7 million euro.

In leggero aumento il settore degli interessi, cedole e dividendi, che nei due esercizi passa da 25,5 milioni di euro complessivi a 28,5 milioni di euro. In leggero aumento anche gli interessi passivi nei confronti del 2005, che passano da un valore di 8,1 milioni a 9,4 milioni di euro.

The revenues from coupons and dividends increased slightly, rising from 25.5 million euro to 28.5 million euro in the two fiscal years. Also interest payable increased in comparison with 2005, rising from an amount of 8.1 million to 9.4 million euro.

3) Il settore immobiliare ha ottenuto un risultato netto di 32,3 milioni di euro, superiore a quello registrato nel 2005 quando si attestò a circa 22,4 milioni. In sostanza l’aumento è dovuto alle plusvalenze realizzate per l’alienazione di alcuni immobili, mentre nel 2005 erano state realizzate plusvalenze per soli 1,3 milioni di euro. Nell’esercizio in esame i costi complessivi del settore sono stati circa 27 milioni di euro, mentre i ricavi hanno raggiunto i 59,3 milioni di euro.

3) The Real Estate sector closed with a net gain of 32.3 million euro, higher than that of 2005 which stood at roughly 22.4 million. This positive result can be attributed mostly to appreciated values from the sale of some real estate, whereas in 2005 increased values were equal to only 1.3 million euro. In the financial year under examination total costs amounted to about 27 million euro, whereas revenues reached 59.3 million euro.

4) Nel settore delle "Attività di quattro Istituzioni collegate con la S. Sede". sono comprese le "aziende mediatiche": Radio Vaticana, Tipografia Vaticana - Editrice "Osservatore Romano", Centro Televisivo Vaticano, Libreria Editrice Vaticana.

4) In the activity of the Four Institutions connected with the Holy See the following media concerns are included: Vatican Radio, the Vatican Printing Press - L'Osservatore Romano, the Vatican Television Center and the Vatican Publishing House.

L’insieme di queste attività sono strettamente legate al ministero petrino per la diffusione della voce e dell’immagine del Papa.

These activities as a whole strongly support the ministry of the Peter’s Successor by broadcasting the Pope’s voice and image.

Questo settore ha chiuso con un saldo negativo di 12,8 milioni di euro, riferibile sostanzialmente ai risultati negativi attribuiti alla Radio Vaticana, (circa 23,8 milioni) ed allo "L’Osservatore Romano" (4,4 milioni di euro).

The result of this sector is a net deficit of 12.8 million euro; it is substantially due to the negative results of Vatican Radio (about 23.8 million euro) and of "L’Osservatore Romano" (4.4 million euro).

Di contro la Tipografia Vaticana ha chiuso il bilancio con un avanzo di 1,3 milioni di euro, come pure il Centro Televisivo Vaticano chiude il bilancio con un avanzo di 421 mila euro, contro 650 mila euro del 2005.

On the contrary, the Vatican Printing Press closed its financial statement with a surplus of 1.3 million euro, as well as the Vatican Television Centre which closed with a profit of 421 thousand euro, against 650 thousand euro in 2005.

Anche la Libreria Editrice Vaticana chiude il consuntivo 2006 con un avanzo di 1,3 milioni di euro, e una attività vicina ai 10 milioni di euro. Come è noto alla Libreria Editrice Vaticana sono affidati l’esercizio e la tutela (in perpetuo e a livello mondiale) di tutti i diritti sui documenti attraverso i quali il Sommo Pontefice esercita il proprio magistero.

Also the Vatican Publishing House closed its 2006 financial statement with a surplus of 1.3 million euro and with a rise of 10 million euro in the volume of the activity. As everybody knows, the exercise and the guardianship of all copyrights (perpetually and all over the world) have been entrusted to the Vatican Publishing House over all the documents by means of which the Supreme Pontiff exercises His teaching.

L’ultima voce del conto economico riguarda costi e ricavi diversi con un saldo positivo di 184 mila euro dovute a sopravvenienze attive imputabili a quasi tutte le Amministrazioni del consolidato.

The last entry of the operating statement pertains to Other Income and Expense. This presents a positive result of 184 thousand euro due to contingent assets from nearly all the consolidated Administrations.

Il bilancio è stato sottoposto prima all’esame del Consiglio dei Revisori Internazionali e poi al Consiglio dei Cardinali per lo studio dei problemi organizzativi ed economici della Santa Sede. Il 5 c.m. ho avuto l’onore di presentarlo al Santo Padre. Ora esso sarà tradotto nelle diverse lingue ed inviato a tutti i Vescovi ed ai Superiori Maggiori degli Istituti Religiosi maschili e femminili.

The financial statement was submitted to the examination of the Council of International Auditors and then to the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See. On 5 July 2007, I had the privilege of presenting it to the Holy Father. It will now be translated into various languages and sent to the Bishops and the Superiors General of Religious Institutes of Men and Women.
