Martedì 4 luglio si è svolta in Vaticano la 40ª riunione del Consiglio dei Cardinali per lo Studio dei Problemi Organizzativi ed Economici presieduta dal Segretario di Stato, Sua Eminenza Cardinale Angelo Sodano.

I Porporati hanno esaminato il Bilancio Consuntivo Consolidato della Santa Sede ed il Bilancio del Governatorato S.C.V. per l’esercizio 2005, entrambi chiusisi con un attivo.

Con i miei più stretti collaboratori mi pregio di presentare, come di consueto, il Bilancio Consuntivo Consolidato della Santa Sede per l’esercizio 2005. Trattandosi di un bilancio consolidato, in esso sono rappresentati unitariamente i costi ed i ricavi di tutte le amministrazioni pontificie che entrano nell’area di consolidamento. Si tratta in particolare dell’ Amministrazione del Patrimonio della Sede Apostolica (APSA), che provvede in toto alle operazioni amministrative degli uffici della Curia Romana; della Congregazione per l’Evangelizzazione dei Popoli, della Camera Apostolica, della Radio Vaticana, del Centro Televisivo Vaticano, de L’Osservatore Romano – Tipografia Vaticana e della Libreria Editrice Vaticana.

On Tuesday, July 4, 2006 the 40^th meeting of the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See took place in the Vatican City State. His Eminence Cardinal Angelo Sodano chaired it.

The Cardinals examined the 2005 Consolidated Financial Statement of the Holy See and that of the S.C.V. Governorate, both closed with a profit.

As usual, I have the honor of presenting the Consolidated Financial Statement of the Holy See for the fiscal year 2005 with my staff. As a consolidated financial statement, it contains the income and the expenses of the various pontifical administrations that are within the area of consolidation. Particularly, it includes the Administration of the Patrimony of the Holy See (APSA) that provides for all the administrative operations of the Offices and the Entities of the Roman Curia - The Congregation for the Evangelization of Peoples, the Apostolic Camera, Vatican Radio, the Vatican Television Center, the Vatican Printing Press - L'Osservatore Romano and the Vatican Publishing House.

La buona notizia è che il bilancio consuntivo consolidato della Santa Sede per l’esercizio 2005 si è chiuso con un risultato positivo di 9,7 milioni di euro, che rappresenta il valore più significativo negli ultimi otto anni.

Nei confronti del precedente esercizio 2004 il risultato presenta un miglioramento di circa 6,6 milioni di euro.

The good news forthe 2005 operating statement of is that it closed with a profit of 9.7 million euro, which represents the most significant value of the last eight years.

Actually, it shows a profit of about 6.6 million euro, compared to the previous fiscal year.

Passo ora ad analizzare le principali voci del bilancio economico che sono espresse, per ragioni di affinità, nei seguenti quattro settori:

I turn now to the analysis of the principal entries of the operating statement, which as usual are expressed in the following four categories:

1) Attività istituzionali. Questo settore ingloba tutti i Dicasteri della Curia Romana: Segreteria di Stato, Rappresentanze Pontificie, Congregazioni Romane, Pontifici Consigli, il Sinodo dei Vescovi ed altri uffici. Trattandosi di organismi che assistono da vicino il Santo Padre nella sua missione di Pastore universale a servizio delle Chiese locali, come anche a beneficio dell’umanità come operatore di pace nel mondo, essi non producono in genere ricavi. Da qui il senso della prescrizione canonica del can. 1271 che invita i Vescovi a venire incontro liberamente alle necessità della Santa Sede per sostenerne l’attività, così come il can. 1263 prescrive alle parrocchie di sostenere l’attività della Curia diocesana. Nel 2005, oltre ad altri introiti di minore entità, la massa oblativa proveniente da Conferenze Episcopali, diocesi, istituti religiosi, fedeli ed Enti vari è passata da 73,3 milioni di euro del 2004 a 73,9 milioni, quindi sostanzialmente immutata nel biennio preso in considerazione. Quanto ai costi dell’intero settore, c’è stato un incremento: da 101,6 milioni di euro del 2004 si è passati a 121,3 milioni. L’aumento è dovuto ai costi del comparto personale a motivo dell’ aggiornamento e definizione delle quote a carico di ciascuna Amministrazione della Santa Sede per coprire pienamente il debito potenziale maturato verso tutto il personale in servizio e quello collocato in quiescenza dopo il 1° gennaio 1993. Questa è una importante "conquista" non solo contabile, ma soprattutto di trasparenza e di maggiore tranquillità per il nostro personale.

1) Institutional Activity. This sector encompasses all the Dicasteries of the Roman Curia: the Secretariat of State, the Pontifical Representations, the Roman Congregations, Pontifical Councils, the Synod of Bishops and the various Offices. As these assist the Holy Father more closely in his mission as Universal Pastor at the service of the Local Churches and also for the benefit of humanity as promoter of peace in today’s world, they do not produce income. This is the significance of the Canon 1271 C.J.C. prescriptions, which invite the Bishops to come freely to the aid of the necessities of the Holy See by supporting its activity, in the same way that Canon 1263 C.J.C. prescribes that the parishes support the activity of the diocesan curiae. In 2005 the volume of donations that came from Episcopal Conferences, dioceses, religious Institutes, faithful and various Entities, in addition to other slight revenues, decreased from 73.3 million euro in 2004 to 73.9 million in 2005. As for costs of the entire sector, we can note a rise: from 101.6 million in 2004 to 121.3 million. This increase is related above all to the cost for personnel due to the fixed, up-to-date costs charged to each Administration of the Holy See to totally cover the potential debt towards all the active personnel and that retired after January 1, 1993. This represents not only an important accounting result but also an achievement in terms of clearness and greater security for our personnel.

In aumento anche gli oneri per "manutenzioni e riparazioni" che da 4 milioni di euro del 2004, ascende a 10,5 milioni di euro, per i costi relativi al consolidamento delle fondamenta, solai, muri verticali, ecc. dell’immobile di Piazza di Spagna, sede della Congregazione per l’Evangelizzazione dei Popoli e ai lavori di manutenzione straordinaria, ai Palazzi di Sant’Uffizio, dei Propilei e di via della Conciliazione. Lievi sono gli incrementi delle spese per le Rappresentanze Pontificie che da 18,3 milioni dell’esercizio 2004, passano a 19,6 milioni nel 2005.

Pertanto questo importante settore delle Attività Istituzionali, si è chiuso con un disavanzo pari a 36,9 milioni di euro, in aumento rispetto al disavanzo istituzionale del 2004 attestatosi su 23,2 milioni di euro.

Costs for "maintenance and repairs" increase from 4 million euro in 2004 to 10.5 million euro due above all to the expenses necessary to consolidate the foundations, the floors, the vertical walls of the building in Piazza di Spagna, seat of the Congregation for the Evangelization of Peoples. Other expenses for extraordinary maintenance are related to the buildings of Sant’Uffizio, Propilei, as well as those of Via della Conciliazione. The increases in costs for the Pontifical Representations are slight: from 18.3 million in the 2004 fiscal year to 19.6 million euro in 2005.

Therefore, this important sector of the Institutional Activity closed with a deficit of 36.9 million euro, on the rise compared to the 2004 institutional deficit which stood at 23.2 million euro.

2) Attività finanziaria. In questo settore sono raccolte le attività finanziarie delle amministrazioni consolidate, specialmente quelle della Sezione Straordinaria dell’ APSA (Amministrazione del Patrimonio della Sede Apostolica).

Il settore finanziario nel 2005 si è chiuso con un avanzo di 43,3 milioni contro 6,1 del 2004.

Ciò è stato possibile grazie ad una migliore congiuntura dei mercati finanziari dei cambi, verificatosi nel corso del 2005.

Infatti se nel 2004 abbiamo avuto una perdita netta per le fluttuazione dei cambi di circa 11 milioni di euro, nel 2005 abbiamo avuto una fluttuazione positiva netta di 21,7 milioni di euro.

Sostanzialmente immutato il risultato per cedole e dividendi, che nei due esercizi passa da 19,6 milioni di euro a 19,1 milioni di euro. In aumento gli interessi attivi nei confronti del 2004, mentre quelli passivi passano da un valore di 8,3 milioni a 8 milioni di euro.

2) Financial Activity. In this sector are included the financial activities of the consolidated administrations, especially those of APSA Extraordinary Section (Administration of the Patrimony of the Apostolic See).

In 2005 the financial sector closed with a profit of 43.3 million euro against 6.1 million in 2004.

This can be attributed to the improvement of the situation of the financial markets which occurred in the course of 2005.

Indeed, a net positive fluctuation of 21.7 million euro was registered in 2005 while a net loss of roughly 11 million euro occurred in 2004 due to fluctuations in the rates of exchange.

The revenues from coupons and dividends remain substantially unchanged, falling from 19.6 million euro to 19.1 million euro in the two fiscal years. Interest income increases compared to 2004, whereas interest expense falls from an amount of 8.3 million to 8 million euro.

3) Il settore immobiliare ha ottenuto un risultato netto di 22,2 milioni di euro, inferiore a quello registrato nel 2004 quando si attestò a circa 24,9 milioni. In sostanza la flessione è dovuta al fatto che nel 2004 erano state realizzate plusvalenze per alienazioni immobili per 6 milioni di euro, mentre nel 2005 sono state realizzate plusvalenze per soli 1,3 milioni di euro. Nell’esercizio in esame i costi complessivi sono stati circa 28,9 milioni di euro, mentre i ricavi hanno raggiunto i 51 milioni di euro.

3) The Real Estate sector closed with a net gain of 22.2 million euro, lower than that of 2004 which stood at roughly 24.9 million. The decrease is due to the fact that in 2004 capital gains of 6 million euro were realized from the sale of some real estate whereas in 2005 these amounted only to 1.3 million euro. In the financial year under examination total costs amounted to about 28.9 million euro, whereas revenues reached 51 million euro.

4) Nel settore delle "Attività di quattro Istituzioni collegate con la S. Sede" sono comprese le "aziende mediatiche": Radio Vaticana, Tipografia Vaticana - Editrice "Osservatore Romano", Centro Televisivo Vaticano, Libreria Editrice Vaticana.

L’insieme di queste attività sono strettamente legate al ministero petrino per la diffusione della voce e dell’immagine del Papa.

Questo settore ha chiuso con un saldo negativo di 11,8 milioni di euro, riferibile sostanzialmente ai risultati negativi attribuiti alla Radio Vaticana, (circa 23,5 milioni) ed a "L’Osservatore Romano" (4,6 milioni di euro).

Di contro la Tipografia Vaticana ha chiuso il bilancio con un avanzo di 653 mila euro, come pure il Centro Televisivo Vaticano chiude il bilancio con un avanzo di 650 mila euro, contro 235 mila euro del 2004.

Anche la Libreria Editrice Vaticana chiude il consuntivo 2005 con un avanzo di 934 mila euro e con una crescita dell’attività per circa 3,8 (da 8,3 milioni di euro a 12,1 milioni di euro). Va comunque rilevato che alla Libreria Editrice Vaticana sono affidati l’esercizio e la tutela (in perpetuo e a livello mondiale) di tutti i diritti sui documenti attraverso i quali il Sommo Pontefice esercita il proprio magistero.

4) In the sector of the Media Institutions connected with the Holy See are gathered the "media enterprises": Vatican Radio, the Vatican Printing Press - L'Osservatore Romano, the Vatican Television Center and the Vatican Publishing House. These activity as a whole strongly support the ministry of the Successor of Peter by broadcasting the Pope’s voice and image. The result of this sector is a net deficit of 11.8 million euro; it is substantially due to the negative results of Vatican Radio (about 23.5 million euro) and of "L’Osservatore Romano" (4.6 million euro). On the contrary, the Vatican Printing Press closed its financial statement with a surplus of 653 thousand euro, as well as the Vatican Television Centre which closed with a profit of 650 thousand euro, against 235 thousand euro in 2004. Also the Vatican Publishing House closed its 2005 financial statement with a surplus of 934 thousand euro and with a rise of 3.8 million euro in the volume of the activity (from 8.3 million euro to 12.1 million euro). However, it must be highlighted that the exercise and the guardianship of all copyrights (perpetually and all over the world) have been entrusted to the Vatican Publishing House over all the documents by means of which the Supreme Pontiff exercises His teaching.

L’ultima voce del conto economico riguarda costi e ricavi diversi. Con un saldo passivo di 7 milioni di euro indica i costi sostenuti nel periodo della Sede Vacante.

The last entry of the operating statement pertains to Other Income and Expense. This shows a negative result of 7 million euro and reflects costs for the Vacant See.

Il bilancio è stato sottoposto prima all’esame del Consiglio dei Revisori Internazionali e poi al Consiglio di Cardinali per lo Studio dei Problemi Organizzativi ed Economici della Santa Sede. Il 6 c.m. ho avuto l’onore di presentarlo al Santo Padre. Ora esso sarà tradotto nelle diverse lingue ed inviato a tutti i Vescovi ed ai Superiori Maggiori degli Istituti Religiosi maschili e femminili.

The financial statement was submitted to the examination of the Council of International Auditors and then to the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See. On 6 July 2006, I had the privilege of presenting it to the Holy Father. It will now be translated into various languages and sent to the Bishops and the Superiors General of Religious Institutes of Men and Women.
