Con i miei più stretti collaboratori mi pregio di presentare, come di consueto, il Bilancio Consuntivo Consolidato della Santa Sede per l’esercizio 2004. Trattandosi di un bilancio consolidato, in esso sono rappresentati unitariamente i costi ed i ricavi di tutte le amministrazioni pontificie che entrano nell’area di consolidamento. Si tratta in particolare dell’Amministrazione del Patrimonio della Sede Apostolica (APSA), che provvede in toto alle operazioni amministrative degli uffici della Curia Romana; della Congregazione per l’Evangelizzazione dei Popoli, della Camera Apostolica, della Radio Vaticana, del Centro Televisivo Vaticano, de L’Osservatore Romano - Tipografia Vaticana e della Libreria Editrice Vaticana.

As usual, I have the honor of presenting the Consolidated Financial Statement of the Holy See for the fiscal year 2004 with my staff. As a consolidated financial statement, it contains the income and the expenses of the various pontifical administrations that are within the area of consolidation. Particularly, it includes the Administration of the Patrimony of the Holy See (APSA) that provides for all operations of the Offices and the Entities of the Roman Curia - The congregation for the Evangelization of Peoples, the Apostolic Camera, Vatican Radio, the Vatican Television Center, the Vatican Printing Press - L’Osservatore Romano and the Vatican Publishing House.

La buona notizia del presente bilancio del conto economico è che, dopo tre anni in cui abbiamo avuto un esito sfavorevole, il 2004 si è chiuso in nero! Infatti esso presenta un avanzo di 3.081.820 euro con un miglioramento di circa 12,7 milioni di euro nei confronti del precedente esercizio.

The good news for the current operating statement is that, after three years of negative results, the year 2004 closed in the black! Actually, it shows a profit of 3,081,820 euro, with an increase of roughly 12.7 million euro, compared to the previous fiscal year.

Passo ora ad analizzare le principali voci del bilancio economico che sono espresse, per ragioni di affinità, nei seguenti quattro settori:

I turn now to the analysis of the principal entries of the operating statement, which as usual are expressed in the following four categories:

1) Attività istituzionali. Questo settore ingloba tutti i Dicasteri della Curia Romana: Segreteria di Stato, Rappresentanze Pontificie, Congregazioni Romane, Pontifici Consigli, il Sinodo dei Vescovi ed altri uffici. Trattandosi di organismi che assistono da vicino il Santo Padre nella sua missione di Pastore universale a servizio delle Chiese locali, come anche a beneficio dell’umanità come operatore di pace nel mondo, essi non producono in genere ricavi. Da qui il senso della prescrizione canonica del can. 1271 che invita i Vescovi a venire incontro liberamente alle necessità della Santa Sede per sostenerne l’attività, così come il can. 1263 prescrive alle parrocchie di sostenere l’attività della Curia diocesana. Nel 2004, oltre ad altri introiti di minore entità, la massa oblativa proveniente da Conferenze Episcopali, diocesi, istituti religiosi, fedeli ed Enti vari è passata da 73,4 milioni di euro del 2003 a 73,3 milioni, quindi sostanzialmente immutata, anche se l’incremento dell’euro sul dollaro americano ha ridotto, in pratica, il valore dei contributi. Quanto ai costi dell’intero settore, c’è stato un incremento: da 99,4 milioni di euro del 2003 si è passati a 101,6 milioni. L’aumento è dovuto principalmente al costo del personale che, a partire dal 1° gennaio 2004, ha avuto un aumento degli stipendi nella misura del 9%, per altro compensato da minori costi da parte delle Rappresentanze Pontificie. Pertanto questo importante settore si è chiuso con un disavanzo pari a 23,2 milioni di euro, in aumento rispetto al disavanzo istituzionale del 2003 attestatosi su 19,7 milioni di euro.

1) Institutional Activity. This sector encompasses all the Dicasteries of the Roman Curia: the Secretariat of State, the Pontifical Representations, the Roman Congregations, Pontifical Councils, the Synod of Bishops and the various Offices. As these assist the Holy Father more closely in his mission as Universal Pastor at the service of the Local Churches and also for the benefit of humanity as promoter of peace in today’s world, they do not produce income. This is the significance of the Canon 1271 C.J.C. prescriptions, which invite the Bishops to come freely to the aid of the necessities of the Holy See by supporting its activity, in the same way that Canon 1263 C.J.C. prescribes that the parishes support the activity of the diocesan curiae. In 2004 the volume of donations that came from Episcopal Conferences, dioceses, religious Institutes, faithful and various Entities, in addition to other slight revenues, decreased from 73.4 million euro in 2003 to 73.3 million in 2004. Therefore, it remains substantially unchanged even if, in practice, the increased value of the euro in relation to the U.S. dollar reduced the value of contributions. As for costs of the entire sector, we can not a rise: from 99.4 million in 2003 to 101.6 million. This increase is due above all to the cost of personnel that, as for 1 January 2004, have reached a 9% rise in wage and salary payments. However, it is offset by lower costs for Pontifical Representations. Globally, this important sector closed with a deficit equal to 23.2 million euro, that is an increase compared to the institutional deficit of 2003, which stood at roughly 19.7 million euro.

2) Attività finanziaria. In questo settore sono raccolte le attività finanziarie delle amministrazioni consolidate, specialmente quelle della Sezione Straordinaria dell’APSA (Amministrazione del Patrimonio della Sede Apostolica). A differenza del precedente esercizio che registrò un risultato negativo di 11,6 milioni di euro, nel 2004 questo settore è tornato in nero poiché si è chiuso con un avanzo di 6,1 milioni di euro, con un miglioramento di circa 17,7 milioni. Ciò è stato possibile a causa di una migliore congiuntura di mercati finanziari verificatosi nel corso del 2004. All’interno del settore le perdite delle fluttuazioni di corso e di cambio, che nel 2003 fu di 35,8 milioni di euro, nel 2004 è di 15 milioni, mentre gli utili delle negoziazioni titoli sono passati da un anno all’altro ad un saldo attivo di 5,8 milioni di euro ad 1,8 milioni.

2) Financial Activity. In this sector are included the financial activities of the consolidated administrations, especially those of APSA Extraordinary Section (Administration of the Patrimony of the Apostolic See). In 2004 this sector closed with a profit of 6.1 million euro, with an improvement of roughly 17.7 million euro, unlike the previous financial year, which recorded a negative result of 11.6 million euro. This can be attributed to the improvement of the situation of the financial markets which occurred in the course of 2004. Within this sector, the loss relative to fluctuations in the rates of exchange, which amounted to roughly 35.8 million euro in 2003, was reduced to 15 million in 2004 whereas the revenues from negotiation of securities fell from a positive result of 5.8 million euro to 1.8 million from one year to another.

3) Il settore immobiliare ha ottenuto un risultato netto di 24,9 milioni di euro, superiore a quello registrato nel 2003 quando si attestò a circa 22,4 milioni. In sostanza il buon risultato è dovuto a plusvalenze per alcune alienazioni d’immobili. Nell’esercizio in esame i costi complessivi sono stati circa 28,3 milioni di euro, mentre i ricavi hanno raggiunto i 53 milioni di euro.

3) The Real Estate sector closed with a net gain of 24.9 million euro, higher than that of 2003 which stood at roughly 22.4 million. This positive result can be attributed mostly to the appreciated value of some real estate. In the financial year under examination total costs amounted to about 28.3 million euro, whereas revenues reached 53 million euro.

4) Attività delle istituzioni mediatiche collegate alla Santa Sede. Come sapete si tratta della Radio Vaticana, della Tipografia Editrice - L’Osservatore Romano, del Centro Televisivo Vaticano e della Libreria Editrice Vaticana. Questo settore ha chiuso con un saldo negativo di 4,3 milioni di euro (superiore a circa 3 milioni rispetto a quello del precedente esercizio). Infatti complessivamente i costi hanno raggiunto 45,2 milioni di euro, mentre nel 2003 furono di 41,9 milioni; ed i ricavi si mantengono sostanzialmente pari ai 40 milioni di euro. Com’è noto, tra i ricavi sono compresi contributi destinati alla Radio Vaticana da parte di organismi esterni al consolidato.

4) The activity of the Media Institutions connected with the Holy See. As you know, in this sector are gathered the activities of Vatican Radio, the Vatican Printing Press - L’Osservatore Romano, the Vatican Television Center and the Vatican Publishing House. This sector closed with a deficit of 4.3 million euro (higher by roughly 3 million euro compared to that of the previous fiscal year). Actually, the total expenses reached 45.2 million euro while they stood at 41.9 million in 2003. The total income maintained substantially the sum of 40 million euro. As it is know, in these revenues is included the contributions designated for Vatican Radio by an entity external to the consolidation.

L’ultima voce del conto economico riguarda costi e ricavi diversi con un saldo passivo di 546 mila euro, che raccoglie sopravvenienze attive e passive dell’esercizio.

The last entry of the operating statement pertains to Other Income and Expense. This presents a negative result of 546 thousand euro and reflects unexpected income and expenses that occurred during the year.

Il bilancio è stato sottoposto prima all’esame del Consiglio dei Revisori Internazionali e poi al Consiglio dei Cardinali per lo studio dei problemi organizzativi ed economici della Santa Sede. Il 2 c.m. ho avuto l’onore di presentarlo al Santo Padre. Ora esso sarà tradotto nelle diverse lingue ed inviato a tutti i Vescovi ed ai Superiori Maggiori degli Istituti Religiosi maschili e femminili.

The financial statement was submitted to the examination of the Council of International Auditors and then to the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See. On 2 July 2005, I had the privilege of presenting it to the Holy Father. It will now be translated into various languages and sent to the Bishops and the Superiors General of Religious Institutes of Men and Women.
