● INTERVENTO DI MONS. PIERO MONNI AL WORLD TOURISM FORUM FOR PEACE AND SUSTAINABLE DEVELOPMENT

Dal 1° al 4 dicembre 2004 si svolgono a Salvador de Bahía, in Brasile, la 74^a sessione del Consiglio Esecutivo dell’Organizzazione Mondiale del Turismo (O.M.T.) e il World Tourism Forum for Peace and Sustainable Development.

La Santa Sede è rappresentata dall’Osservatore Permanente presso l’Organizzazione Mondiale del Turismo, Mons. Piero Monni.

Pubblichiamo di seguito gli interventi che Mons. Piero Monni ha pronunciato questa mattina:

I am very happy to take part in the 74th session of the Executive Council of the World Tourism Organization as the Holy See representative.

The Organization has been involved in the struggle against sexual exploitation for a long time. This serious subject is even being faced in this Executive Committee’s meeting.

In the last few years we have seen this terrible phenomena spread rapidly. Without doubt, Sexual Tourism is truly a "social plague".

The diffusion of this perverse business is always tied to offences that deal in pedophile activities: it is a true form of violence.

In this realm, we can definitely say that more than ever, it would be better to prevent rather than to cure or repress.

It is necessary to work on preventative actions, which can be carried out through valid educational and formative activities in order to fill in the present "emptiness of consciousness". Unfortunately the lack of involvement from our institutions does not help in regaining fundamental human values.

Once again it is urgently necessary to ask oneself what the causes are for this increase in the diffusion of paedophile acts and evaluate the effects.

It is also urgently necessary to ask oneself if the motivations of such diffusion are rooted in a chronic and pathologic lack of values of modern society, which is at times the reason behind new tendencies of immoral content.

The Holy See intends on insisting, yet one more time, on the condemnation of these deviations. Moreover, at the same time it participates in the reality of "tourism" giving it value and underlining its formative aspects.

The all too frequent "abuse holidays" perpetrated by sex-tourists are also publicized on the web. In this way the means of social communication are often manipulated.

In this setting, the commitment to prevention should turn into aimed actions of control, maintaining respect of basic liberties.

In the past twenty years, minors have had a certain amount of support from the international community and from national and religious organizations.

Nevertheless, we must still watch as there is a persistent lack of involvement by people and institutions regarding problems that have an impact on society, especially on the weakest of categories, which in this case are children.

Prevention means doing something.

We cannot just sit and watch!

Sono lieto di prendere parte, quale rappresentante della Santa Sede, alla 74^a sessione del Consiglio Esecutivo dell’Organizzazione Mondiale del Turismo.

Da tempo l’Organizzazione si impegna nella lotta allo sfruttamento sessuale dei bambini nel turismo. Anche nell’ambito dei lavori di questo Consiglio Esecutivo, viene affrontato un argomento così grave.

Negli ultimi anni abbiamo assistito al dilagare di questo terribile fenomeno, senza dubbio definibile una vera e propria "piaga sociale", quale è il Turismo Sessuale.

Il diffondersi di questo perverso commercio è ormai sempre legato a reati a sfondo pedofilo: si tratta di una vera e propria forma di violenza.

In questo ambito, più che mai, possiamo affermare che sarebbe meglio prevenire piuttosto che curare o reprimere.

Si rende necessaria un’opera di prevenzione, da realizzare attraverso valide attività educative e formative, tese a colmare l’attuale "vuoto delle coscienze". Purtroppo, il silenzio delle istituzioni non giova al recupero dei valori umani fondamentali.

Si ripropone l’urgenza di chiedersi quali siano le cause del diffuso incremento pedofilo e valutarne gli effetti; come pure, se le motivazioni di tale diffusione siano radicate in un cronico e patologico vuoto di valori della società moderna, talvolta causa di nuovi orientamenti a contenuto immorale.

La Santa Sede intende ribadire, ancora una volta, la denuncia di queste deviazioni e nel contempo partecipare alla realtà "turismo" per valorizzarla e sottolinearne gli aspetti formativi.

Le sempre più frequenti "vacanze dell’abuso", perpetrate dai sex-turisti, vengono pubblicizzate anche sulle "vie telematiche" del Web. A tal fine, i mezzi di comunicazione sociale sono spesso manipolati.

In quest’ambito, l’impegno nella prevenzione dovrebbe tradursi in azioni mirate di controllo, nel rispetto della garanzia delle libertà fondamentali.

In questo ultimo ventennio non è mancato ai minori un certo sostegno della comunità internazionale e delle strutture nazionali e religiose.

Tuttavia, assistiamo ancora ad una persistente acquiescenza di non poche persone e istituzioni sui problemi che incidono sul tessuto sociale, soprattutto sulle fasce più deboli ed in questo caso, proprio sui bambini.

Prevenire significa agire, non possiamo rimanere a guardare !

It is a pleasure for me, as the Holy See representative, to take part in this competent World Tourism Forum about Peace and Sustainable Development, which will analyze current matters. In the past few years the tourist industry has had an exponential growth, but because of arising difficulties, it too is going through periods of recession.

Recently, the WTO General Secretary, Mr. Francesco Frangialli, spoke clearly: He said that tourism and war are like water and fire: they are incompatible.

There is not doubt, that for a couple of decades, the instability of the international scenery has been a menace to human mobility, generally speaking, and in particular to tourism. Currently, travel does not simply involve the sphere of individual choices, but has become a social and cultural phenomenon.

For this reason, we must seriously evaluate the importance of the social and cultural impact that tourism has.

The phenomenon of human mobility is integrated in the globalized culture of our times, as an ancient expression of the human spirit: it has favoured the process of globalization and has contributed to the promotion of peace among populations.

Nowadays the values of a society are also reflected by the type of journey chosen and, at the same time, tourism reflects the values that characterize our "Global Village".

In a society evermore international, in constant change and expansion, tourism reasserts itself as the most important vehicle of approach and dialogue.

To promote tourism means operating in order to unite mankind in the universal respect of fundamental rights and freedom.

These values are the irreplaceable pillars upon which to build real peace among people.

Pope John Paul II has dwelt upon this subject many times and in His Message given on the occasion of The World Day of Peace (1 January 2004) he reaffirmed that "peace is possible", "…Indeed, - continues the Holy Father -…peace is a duty. It must be built on the four pillars indicated by Blessed John XXIII in his Encyclical Pacem in Terris, truth, justice, love and freedom. A duty is thus imposed upon all those who love peace: that of teaching these ideals to new generations, in order to prepare a better future for all mankind".

This duty is imposed upon the professionals of tourism, too!

Partecipo con piacere, quale rappresentante della Santa Sede, a questo qualificato Forum Mondial du Tourisme sur la Paix et le Développement Durable, rivolto ad approfondire tematiche quanto mai attuali.

Negli ultimi anni l’industria del turismo è cresciuta in modo esponenziale, ma per insorgenti difficoltà, sta attraversando anche momenti di recessione.

A suo tempo, il Segretario Generale dell’O.M.T., il Dott. Francesco Frangialli, lo ha detto chiaro: il turismo e la guerra sono come l’acqua e il fuoco: sono incompatibili.

E’ indubbio che da un paio di decenni, l’instabilità dello scenario internazionale sia un elemento di minaccia per la mobilità in generale, e per il turismo, in particolare.

Attualmente, il viaggio non riguarda solamente la sfera delle scelte individuali, ma si manifesta sempre più come fenomeno sociale e culturale. Per tale motivo, occorre valutare seriamente l’importanza dell’impatto socio-culturale dell’attività turistica.

Quello della mobilità umana è un fenomeno integrato nella cultura globale del nostro tempo, come antica espressione dello spirito umano: ha favorito il processo di globalizzazione e ha contribuito alla promozione della pace tra i popoli.

Oggi i valori di una società si riflettono anche nel tipo di viaggio prescelto e, a sua volta, il Turismo riflette i valori che caratterizzano il nostro "Villaggio Globale".

In una società sempre più transnazionale e in continua espansione e movimento, il turismo si riconferma quale veicolo fondamentale di avvicinamento e di dialogo.

Promuovere il turismo significa operare per unire gli uomini nel rispetto universale dei diritti e delle libertà fondamentali.

Tali valori sono pilastri insostituibili per la costruzione della vera pace tra i popoli.

Papa Giovannni Paolo II si è soffermato più volte su tale argomento e nel Suo Messaggio diffuso in occasione della Giornata Mondiale della Pace ( 1° gennaio 2004 ), ha ribadito che "la pace è possibile", "…Anzi – continua il Santo Padre - la pace è doverosa. Essa va costruita sui quattro pilastri indimenticati dal beato Giovanni XXIII nell’Enciclica Pacem in Terris, e cioè sulla verità, la giustizia, l’amore e la libertà.

Un dovere si impone a tutti gli amanti della pace, ed è quello di educare le nuove generazioni a questi ideali, per preparare un’era migliore per l’intera umanità".

Tale dovere incombe anche sugli operatori del turismo!
