In questo nostro consueto incontro mi pregio di presentare il Bilancio Consuntivo Consolidato della Santa Sede per l’esercizio 2003, ovviamente espresso in euro.

Here in our usual meeting, I have the honor of presenting the Consolidated Financial Statement of the Holy See for fiscal year 2003, expressed, of course, in euro.

Essendo un bilancio consolidato, esso rappresenta unitariamente tutti i costi ed i ricavi delle diverse amministrazioni vaticane che entrano nell’area di consolidamento. Si tratta dell’Amministrazione del Patrimonio della Sede Apostolica (APSA) – la più importante in quanto provvede in toto alle operazioni amministrative della quasi totalità degli Uffici ed Enti della Curia Romana – della Congregazione per l’Evangelizzazione dei Popoli, della Camera Apostolica, della Radio Vaticana, dell’Osservatore Romano – Tipografia Vaticana (accorpate per quanto riguarda l’amministrazione), del Centro Televisivo Vaticano e della Libreria Vaticana.

As a consolidated financial statement, it represents as an integrated whole all the income and expense of the various Vatican administrations that are within the area of consolidation. Thus it includes the Administration of the Patrimony of the Holy See (APSA) – the most important in that it provides for al the administrative operations of almost the totality of the Offices and the Entities of the Roman Curia – The Congregation for the Evangelization of Peoples, the Apostolic Camera, Vatican Radio, the Osservatore Romano – Vatican Printing Press (merged with regard to administration), the Vatican Television Center, and the Vatican Publishing House.

Com’è noto l’economia mondiale, a partire dall’ultima parte dell’anno 2000, era già entrata in una fase di crisi che poi ha risentito in ampia misura delle turbolenze provocate da eventi di altra natura come l’attacco alle Torri Gemelle e la serie di ulteriori attentati, la guerra in Iraq ed il perdurare del conflitto israelo-palestinese.

As you know, the world economy, beginning with the last half of the year 2000, had al- ready entered into a phase of crisis that then also amply reflected the effects of the turbulence provoked by different kinds of events such as the attack on the Twin Towers, the last series of terrorist attacks, the war in Iraq and the Israeli-Palestinian persisting conflict.

Solo a partire dal secondo semestre dell’anno si assiste ad una certa ripresa dei corsi azionari; ma a livello europeo sono ancora carenti gli investimenti ed è soprattutto debole l’andamento della domanda. È continuato, nel settore dei cambi, l’apprezzamento dell’Euro soprattutto nei confronti del Dollaro USA.

Only since the second half of 2003 was a certain recovery of stock activity evident, but in Europe investments are still lacking and above all demand is weak. The appreciation in value of the euro has continued, especially in relation to the U. S. dollar.

Di questo contesto non poteva non risentire anche il nostro bilancio che registra un disavanzo netto di 9.569.456 Euro, inferiore peraltro al disavanzo dello scorso esercizio, che si attestò a 13.506.722 Euro.

Our financial statement could not help but reflect all of this: we register a deficit of 9,569,456 euro, a deficit lower, however than that of the previous fiscal year, which stood at 13,506,722 euro.

Si tratta del terzo risultato negativo che fa seguito ad un periodo di avanzi di bilancio fino a tutto il 2000, e che è da addebitarsi principalmente all’inversione del netto del settore finanziario.

This is the third negative result that follows upon a period of surpluses right up to 2000. The loss is due primarily to the reversal of the result in the financial sector.

Ciò premesso, passo ad analizzare le principali voci del bilancio economico, che come di consueto sono espresse, per ragioni di affinità, nei seguenti quattro settori.

With this introduction, I turn now to the analysis of the principal entries of the operating statement, which as usual are expressed in the following four categories.

1) Attività istituzionale. Questo primo settore ingloba tutti i Dicasteri della Curia Romana (Segreteria di Stato, Congregazioni, Consigli, Tribunali, Sinodo dei Vescovi ed Uffici vari); essi assistono più da vicino il Santo Padre nel suo ministero di Pastore Universale a servizio delle Chiese particolari ed anche a beneficio dell’umanità come operatore di pace nel mondo di oggi. Organismi come quelli indicati, chiamati a rendere servizi, non producono in genere ricavi. Da qui il senso del canone 1271 del Codice di Diritto Canonico, che invita i Vescovi a venire incontro liberamente, secondo le loro disponibilità, alle necessità della Santa Sede per consentirle di prestare il suo servizio alla Chiesa Universale, così come, a norma del can. 1263, le Curie diocesane sono sostenute da libere offerte provenienti dalle parrocchie.

1) Institutional Activity. This first sector encompasses all the Dicasteries of the Roman Curia (the Secretariat of State, the Congregations, Councils, and Tribunals, the Synod of Bishops and the various Offices); these assist the Holy Father more closely in his ministry as Universal Pastor at the ser- vice of the Particular Churches and also for the benefit of humanity as promoter of peace in today’s world. Entities such as those indicated above, called as they are to render services, do not produce income. This is the source of the significance of Canon 1271 C.J.C., which invites the Bishops to come freely, according to their ability, to the aid of the necessities of the Holy See to make it possible for him to offer his service to the Universal Church, in the same way that, under Canon 1263, C.J.C., the diocesan curiae are sustained by free offers coming from the parishes.

Nell’anno trascorso, la massa oblativa pervenuta alla Santa Sede nel 2003 ha avuto nelle sue varie componenti un decremento, passando da 85,4 milioni a 79,6 milioni circa, dovuto anche al cresciuto valore dell’euro nei confronti del dollaro e di altre monete.

The volume of donations that came to the Holy See in 2003 showed in its various components a decrease, due also to the in- creased value of the euro in relation to the U.S. dollar and to other currencies, falling from roughly 85.4 million to roughly 79.6 million.

Ma va notato in positivo che, dal lato dei costi, la diminuzione da un anno all’altro è stata maggiore: da 106 milioni circa del 2002, i costi 2003 del settore istituzionale sono scesi a 99,4 milioni: è in diminuzione il costo del personale per oltre 1 milione di euro e quello di altre voci significative (soprattutto le Rappresentanze Pontificie, le spese generali e le manutenzioni).

On the positive side, however, we note that the diminution of costs from 2002 to 2003 was greater: from roughly 106 million in 2002 the expenses of the entire sector of institutional activities fell to 99.4 million. Cost of personnel diminishes by more than one million euro, and other significant entries decreased as well.

Rispetto al 2002 sono risultate in crescita solo le spese per utenze e servizi.

Compared with 2002, the only entry for expenses in this sector that increased was that of public utilities and services.

Questo importante settore si è quindi chiuso con un disavanzo pari a 19.738.384 euro in diminuzione rispetto al disavanzo istituzionale del 2002, attestato su 20.606.021 euro.

This important sector closes with a deficit of 19,738,384 euro, a decreased deficit com- pared with that of 2002 for this sector, which stood at 20,606,021 euro.

2) Attività finanziaria. In questo settore sono comprese le attività finanziarie delle amministrazioni consolidate: ricordo che la gestione finanziaria più importante è quella della Sezione Straordinaria dell’APSA.

2) Financial Activity. In this sector are included the financial activities of the consolidated administrations: I remind you that the most important financial portfolio is that of APSA Extraordinary Section.

Il risultato netto di questo settore è stato negativo per 11,6 milioni, con un minor disavanzo di 4,7 milioni di euro rispetto al 2002, quando il settore finanziario ha totalizzato un disavanzo di 16,3 milioni. La causa è da attribuirsi al contesto dell’economia mondiale già accennato all’inizio della presente relazione: all’interno del settore il costo netto relativo alle fluttuazioni di corso e di cambio, asceso a circa 45 milioni di euro nel 2002, si è ridotto a 32,8 milioni nel 2003 a seguito del leggero miglioramento iniziato nella seconda metà dell’anno, ma anche altre componenti del settore hanno risentito del protrarsi di una situazione generale che si è mantenuta al ribasso.

The net result of this sector is negative in the amount of 11.6 million, for a decrease by 4.7 million in the deficit compared with 2002, when the financial sector showed a deficit of 16.3 million. This can be attributed to the world economic context already mentioned at the beginning of this report. Within this sector, the loss relative to fluctuations in exchange rates the thoroughly unfavorable course of the world economy in the course of the year: within this sector, the loss on fluctuations in the rates of exchange, which amounted to roughly 45 million euro in 2002, was reduced to 32.8 million in 2003 as a consequence of the slight improvement begun in the second half of the year, but also other entries in the sector reflect the protracted general situation of decline.

3) Il settore immobiliare nell’esercizio 2003 ha avuto costi complessivi per 27,1 milioni di euro e ricavi pari a 49,5 milioni di euro; pertanto il relativo conto di settore s’è chiuso con un avanzo di 22,4 milioni circa di euro, contro i 19,1 milioni di euro del 2002. In buona sostanza al risultato di settore ha contribuito soprattutto l’aumento dei ricavi per fitti cui si è contrapposto un aumento di oneri per manutenzione. Variazioni meno significative hanno avuto le altre voci di settore.

3) The Real Estate sector in 2003 showed total expenses of 27.1 million euro and income of 49.5 million euro; the sector therefore closed with a gain of 22.4 million euro, compared with 19.1 million euro in 2002. A good part of this result found its source above all in the increase in rental revenues. Against this is an increase in maintenance costs. The other entries showed less significant variations.

4) L’attività delle Istituzioni mediatiche collegate con la Santa Sede, per la seconda volta da molti anni, evidenzia un miglioramento del saldo finale, negativo per 1,2 milioni di euro circa contro un saldo 2002 negativo per 1,7 milioni circa di euro. Nel settore i costi globali sono scesi da 42,4 milioni del 2002 a 41,9 milioni del 2003, mentre i ricavi complessivi sostanzialmente mantengono gli importi accertati lo scorso anno, una diminuzione di alcune decine di migliaia di euro (40.702 mila nel 2003 contro 40.745 nel 2002): in questi ultimi è ricompreso, come lo scorso anno, un rilevante contributo destinato alla Radio Vaticana da organismi esterni rispetto all’area di consolidamento.

4) The activity of the Media Institutions connected with the Holy See showed, for the second time in many years, an improvement in the closing balance, which was negative in the amount of only 1.2 million euro com-pared with a negative result for 2002 of roughly 1.7 million euro. In this sector, the total expenses fell from 42.4 million euro in 2002 to 41.9 in 2003, while the total income maintained substantially the same sum as in the previous year, with a decrease of some tens of thousands of euro (40.702 million in 2003 compared with 10.745 in 2002): in these figures is included, as in the previous year, a significant contribution designated for Vatican Radio by entities external to the consolidation.

L’ultima parte del conto economico riguarda costi e ricavi diversi e presenta un risultato positivo di 532 mila euro, in diminuzione rispetto ai 6 milioni circa dello scorso esercizio. L’importo è relativo ad alcune sopravvenienze attive dell’esercizio.

The last part of the operating statement pertains to Other Income and Expense. This presents a positive result of 532 thousand euro, down from the roughly 6 million euro of the preceding year. The modestly positive result reflects some unexpected income that came during the year.

Dopo aver sottoposto il Bilancio all’esame del Consiglio dei Revisori Internazionali, ho avuto il privilegio di presentare il Bilancio Consuntivo Consolidato 2003 della Santa Sede al Santo Padre nel corso dell’Udienza concessami il 1° luglio u.s. e di illustrarlo al Consiglio di Cardinali per lo studio dei problemi organizzativi ed economici della Santa Sede, riunitosi il 6 luglio u.s. Il bilancio ora sarà tradotto nelle diverse lingue ed inviato ai Vescovi e Superiori Generali degli Ordini Religiosi.

After having submitted the financial statement to the examination of the Council of International Auditors, I had the privilege of presenting the Consolidated Financial Statement of the Holy See for 2003 to the Holy Father in the course of an Audience granted to me on 1 July, 2004 and to the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See, which met on 6 July, 2004. The financial statement will now be translated into various languages and sent to the Bishops and the Superiors General of Religious Institutes.
