Dal 21 al 23 maggio si svolge a Malta la 40a Riunione della Commissione Regionale per l’Europa e il Seminario sul tema: "The European Integration in the Era of the European Union’s Enlargement and the Development of Tourism", promossi dall’Organizzazione Mondiale del Turismo.

Pubblichiamo di seguito l’intervento pronunciato questa mattina da Mons. Piero Monni, Osservatore Permanente della Santa Sede presso l’O.M.T.:

I would like to compliment the organizers on their choice of theme and location.

It is essential to speak about tourism in the frame of the European Community for a variety of reasons, which include cultural, social, and please allow me to say, even religious aspects.

Policies for a sustainable development, planned on a Community level, could bring a significant increase in cultural and social dialogue among nations.

The integration of the European populations does not mean degradation and massification, but the development of reciprocal knowledge in respect of the different traditions present in the old continent. The variousness of European societies has caused a movement in which each country examines its own identity. Today these societies are marked by profound technological changes, by persistent economic uncertainties, by growing ecological dangers. Rising unemployment, nationalisms and fundamentalism regenerate, new xenophobia and at the same time there is an aggravation in what we can call "ethical preoccupation".

In such shaky social circumstances, the new unions, formations and the expansion of the European community appear complex.

New tools and decisive political will are needed in regaining trust towards the possibility of carrying out the idea of a true "European Home". In this frame of mind, tourism can undoubtedly offer an effective contribution, as it favors populations to become acquainted with each other, and it urges talks towards a solid program of collaboration.

Today the industry of tourism is the only economic activity still tied to territory. For this reason it can be used as a privileged means for the re-discovery of historical and social roots of any ethnic group. At the same time it contributes to the rebuilding of social tissue often lacerated by local disputes and the temptation of nationalistic isolation.

It is important to reconstruct that solid "network of trust" that forms a social and moral capital to which the European Union, especially in the optic of extending its borderlines, must not give up. Tourism can activate a sense of solidarity and cultural respect , which are the principal strategic resources of sustainable development.

It is not enough to promote solely a concept of quality tied to the realization of services and infrastructures in the sector of tourism. This concept must be extended to the "quality of human relations".

Tourism can carry out an important role under the social aspect. I would like to add some important data regarding the economy.

Community statistics show that 5.5% of the PNL (National Gross Production) in Europe is generated by tourism. Tourism therefore reconfirms itself as one of the sectors with a high employment level. In fact, there are approximately nine million people employed in this sector.

On this subject, there are plenty of perspectives for a common working ground in order to promote the tourism industry. However, since the "European Home" is the spiritual and religious value depositary, these values cannot and must not be put out on the edge, and in light of history, they qualify as pillars for peace and well-being of people.

Devo esprimere i miei complimenti agli organizzatori per la scelta dei temi e del luogo.

È essenziale parlare di turismo nell’ambito della Comunità Europea, per molteplici ragioni di carattere culturale, sociale, e, consentitemi, anche per gli aspetti religiosi.

Una politica di sviluppo sostenibile, pianificata a livello comunitario, potrebbe condurre ad un significativo incremento del dialogo culturale e sociale tra le nazioni.

L’integrazione dei popoli europei non significa appiattimento e massificazione, bensì sviluppo della conoscenza reciproca nel rispetto delle differenti tradizioni presenti nel vecchio continente. Le variegate società europee, hanno avviato un movimento di approfondimento della propria identità, oggi segnata da profonde mutazioni tecnologiche, dal persistere di incertezze economiche e da crescenti pericoli ecologici. Avanza la disoccupazione di massa, si rigenerano i nazionalismi e gli integralismi, crescono nuove xenofobie e simultaneamente si verifica anche un’aggravio di quelle che potremmo definire "preoccupazioni etiche".

In un quadro sociale così destabilizzato, le ipotesi di unioni, di aggregazioni e di ampliamento della Comunità Europea si prospettano piuttosto complesse.

Occorrono strumenti nuovi e decise volontà politiche, per ridare fiducia alla possibilità di realizzazione dell’idea di una vera "Casa Europea". In questa prospettiva, il turismo può indubbiamente offrire un fattivo contributo, perché favorisce la conoscenza dei popoli e sollecita un dialogo per concrete iniziative di collaborazione.

L’industria turistica, è, oggi, l’unica attività economica ancora legata al territorio. Proprio per questo si pone come mezzo privilegiato per la riscoperta delle radici storico-sociali di ogni etnia. Nel contempo, contribuisce a ricostituire un tessuto sociale spesso lacerato dagli scontri locali e dalle tentazioni di isolamento di stampo nazionalistico. Si tratta di ricostruire quelle solide "reti di fiducia" che formano un capitale sociale e morale a cui l’Unione europea, proprio nell’ottica dell’ampliamento dei propri confini, non deve rinunciare. Attraverso il turismo, si può attivare il senso di solidarietà e di rispetto culturale, che sono le principali risorse strategiche dello sviluppo sostenibile.

Nel settore turistico non è sufficiente promuovere solo un concetto di qualità legato alla realizzazione di servizi e infrastrutture; ma si estende tale concetto alla "qualità delle relazioni umane".

Assume, pertanto, una particolare rilevanza il ruolo che può svolgere il turismo sotto l’aspetto sociale. A questo si aggiungono alcuni significativi dati di natura economica.

Le statistiche comunitarie dimostrano che il 5,5% del PNL (Prodotto Nazionale Lordo) è generato in Europa dal turismo. Il turismo, quindi, si riconferma uno dei settori con maggiore ricaduta occupazionale: sono infatti circa nove milioni le persone impiegate in questo settore.

In merito, sono molteplici le prospettive di un lavoro comune per la promozione dell’industria turistica: ma non si dovrebbero e non si possono emarginare, in tale contesto, quei valori spirituali e religiosi di cui è depositaria la "Casa Europea" e che, alla luce della storia, si qualificano come valori portanti per la pace e il benessere dei popoli.
