The Holy Father has accepted the resignation from the pastoral care of the diocese of Jesi, Italy, presented by Bishop Gerardo Rocconi.
The Holy Father has appointed Bishop Paolo Ricciardi as bishop of the same diocese, transferring him from the titular see of Gabi and the office of auxiliary of Rome.
Curriculum vitae
Bishop Paolo Ricciardi was born in Rome on 14 March 1968. He entered the Pontfiical Roman Major Seminary, and was ordained a priest on 2 May 1993 for the diocese of Rome. He was awarded a licentiate in biblical theology from the Pontifical Gregorian University of Rome.
He has held the following offices: assistant at the Pontifical Roman Major Seminary (1993-1998), deputy parish priest of Nostra Signora di Guadalupe at Monte Mario (1998-2003), officer of the Catechetical Office and the Service for the Catechumenate of the Vicariate of Rome (2001-2003); representative of the Western Sector (2001-2007) and secretary (2011-2015) of the diocesan Presbyteral Council; parish priest of Santa Silvia (2003-2015); member of the College of Consultors (2012-2017); and parish priest of San Carlo da Sezze (2015-2018).
He was elected titular bishop of Gabi and auxiliary of Rome on 23 November 2017, and received episcopal consecration the following 13 January.
In Rome, he was pro tempore diocesan delegate of the Ordo Virginum (2019-2024) and director of the Office for the Clergy (2023-2024). He is currently auxiliary bishop for the Eastern Sector and responsible for the Hospitable and “Outgoing” Church.
Within the Italian Episcopal Conference, he is member of the Commission for the service of charity and health, while in the Regional Episcopal Conference he is bishop delegate for the pastoral care of health.
Resignation and appointment of Iringa, Tanzania
The Holy Father has accepted the resignation from the pastoral care of the diocese of Iringa, Tanzania, presented by Bishop Tarcisius Ngalalekumtwa.
The Holy Father has appointed the Reverend Romanus Elamu Mihali, of the clergy of Mafinga, until now episcopal vicar for the clergy of the diocese of Mafinga and parish priest of Ujewa, as bishop of Iringa, Tanzania.
Curriculum vitae
Msgr. Romanus Elamu Mihali was born on 10 June 1969 in Itulituli, Mufindi, and studied philosophy and theology at Peramiho Major Seminary in Songea.
He was ordained a priest on 13 July 2000 for the clergy of Iringa.
After ordination, he first served as deputy parish priest of Saint Paul the Apostle in Ilula, Iringa (2000-2003) and teacher and formator at Saint Kizito Minor Seminary in Mafinga (2003-2005). He carried out his studies for a degree in zoological sciences, a degree in natural sciences, and a bachelor’s degree in education at the University of Kerala, India (2005-2011), and went on to hold the roles of deputy parish priest of Virgin Mary of Fatima in Usomaki, Iringa (2012-2015) and parish priest of Virgin Mary of the Assumption in Ujewa, Iringa (2015-2024).
After the erection of the diocese of Mafinga in 2024, he was incardinated in the new diocese.
Since 2024 he has served as parish priest of Virgin Mary of the Assumption in Ujewa, Mafinga, episcopal vicar for the clergy, and secretary for health of the diocese of Mafinga.
Appointment of bishop of Garzón, Colombia
The Holy Father has appointed the Reverend Jaime Alberto Cabrera Arcos, of the clergy of the diocese of Pasto, Colombia, until now parish priest of Cristo Maestro and head of the Cristo Maestro priestly formation centre for youth vocations, as bishop of the diocese of Garzón (Colombia).

Msgr. Jaime Alberto Cabrera Arcos was born on 20 September 1967 in Sandoná, diocese of Pasto. He carried out his studies in philosophy and theology at the Sagrados Corazones Major Seminary of Pasto, and was ordained a priest for the same diocese on 14 January 1994.
He was awarded a licentiate in biblical theology from the Pontifical Gregorian University of Rome.
He has held the following offices: vice chancellor and bishop’s secretary (1994), parish priest of Inmaculada Concepción in Buesaco (1995-1997), parish priest of San Agustín and diocesan chancellor (2001-2007), episcopal vicar for pastoral care (2007-2009), parish priest of Santa Marìa Magdalena in Yacuanquer (2009-2011) and of Resurreción del Señor (2012-2014), rector of the Fundación Universitaria Católica del Sur (2015-2019), and professor at the Sagrados Corazones Major Seminary of Pasto (2001-2018).
Since 2019 he has been parish priest of Cristo Maestro and since 2021, head of the Cristo Maestro priestly formation centre for youth vocations.
