Resignation and appointment of metropolitan archbishop of Toronto, Canada
The Holy Father has accepted the resignation from the pastoral care of the archdiocese of Toronto, Canada, presented by His Eminence Cardinal Thomas Christopher Collins.
The Holy Father has appointed Bishop Frank Leo, until now titular of Tamada and auxiliary of the archdiocese of Montréal, as metropolitan archbishop of Toronto, Canada.
Curriculum vitae
Archbishop-elect Frank Leo was born on 30 June 1971 in Montréal, Canada. After his secondary studies he obtained a diploma in social sciences. He was awarded a baccalaureate in philosophy from the Institut de Formation Théologique de Montréal (IFTM), affiliated to the Pontifical Lateran University in Rome, and subsequently a licentiate and a doctorate in theology, with a specialization in Marian studies, at the International Marian Research Institute (IMRI), affiliated to the Marianum in the University of Dayton, Ohio.
He was ordained a priest on 14 December 1996 for the archdiocese of Montréal.
He has held the following offices: deputy parish priest of Notre-Dame-de-la-Consolata (1996-2001); administrator of the parish of Saint-Joseph-de-Rivière-des-Prairies (2003-2005); chaplain of the Roscelli School and teacher of religion at the Collège Reine-Marie (2003-2005); parish priest of Saint-Raymond-de-Peñafort (2005-2006).
From 2006 to 2008 he was sent to the Pontifical Ecclesiastical Academy in Rome, and attended courses in canon law and philosophy, obtaining a licentiate in historical-critical philosophy. He entered the diplomatic service of the Holy See, serving first in the apostolic nunciature of Australia (2008-2011), and then at the Holy See Study Mission in Hong Kong (2011-2012).
He returned to Montréal in 2012, and was appointed as director and teacher of dogmatics in the Major Seminary, director of the Department of Canon Law of the IFTM and vice president of the diocesan vocations service. From 2013 to 2015 he was a member of the presbyteral council. In 2013 he founded the Canadian Mariological Society, of which he is president.
From 2015 to 2021 he was secretary general of the Canadian Conference of Catholic Bishops. In 2021 he was appointed as vicar general and moderator of the archdiocesan Curia of Montréal.
On 16 July 2022 he was appointed titular bishop of Tamada and auxiliary of Montréal, and was consecrated the following 12 September.
Appointment of bishop of San Rafael, Argentina
The Holy Father has appointed Bishop Carlos María Domínguez, O.A.R., as bishop of the diocese of San Rafael, Argentina, transferring him from the titular see of Vita and the office of auxiliary of the archdiocese of San Juan de Cuyo.

Bishop Carlos María Domínguez, O.A.R., was born on 23 December 1965 in San Martín.
He was ordained a priest on 13 March 1993, and incardinated in the Augustinian Recollects.
He was awarded a licentiate in pastoral theology from the Pontifical Catholic University of Argentina.
He has held the following offices: director of a college of Augustinian Recollects; parish vicar; vocational promoter; prior of the San Ezequiel Seminary; assessor of the Commission of Youth Pastoral Care of the Episcopal Conference of Argentina; provincial vicar; provincial of the Order of Augustinian Recollects at the Augustinian seminary and college of the Sagrada Corazón de Guadalajara, Spain, and provincial prior of the Santo Tomás de Villanueva in Spain (2015-2019).
On 22 April 2019 he was elected titular bishop of Vita and auxiliary of San Juan de Cuyo, and received episcopal ordination on 29 June 2019.
Since 2022 he has served as apostolic administrator of the diocese of San Rafael.

The Holy Father has appointed the Reverend Bob John Hassan Koroma, of the clergy of Makeni, until now vicar general and administrator of the Cathedral, as bishop of the diocese of Makeni.

Msgr. Bob John Hassan Koroma was born on 17 November 1971 in Kamabai.
He was ordained a priest for the diocese of Makeni on 25 April 1999.
He holds a licentiate in sacred scripture from the Pontifical Biblical Institute and a doctorate in biblical theology from the Pontifical Urban University of Rome.
He has held the following offices: collaborator with Vatican Radio; professor of sacred scripture and dean of studies in Saint Paul’s Major Seminary in Freetown (2008-2014); collaborator at Satin Catherine of Siena and Little Compton and Saint Madeleine in Tiverton, United States of America (2005-2013); parish priest of Immaculate Conception in Magburaka and professor at the diocesan University of Makeni (2015); since 2015, vicar general of the diocese of Makeni and, since 2016, administrator of the Cathedral.
Appointment of auxiliary bishop of Yucatán, Mexico
The Holy Father has appointed the Reverend Mario Medina Balam, of the clergy of Yucatán, as auxiliary bishop of Yucatán, Mexico, assigning him the titular see of Pupiana.
Curriculum vitae
Msgr. Mario Medina Balam was born on 19 January 1963 in the village of Abalá, in the State of Yucatán. He attended the archdiocesan seminary of Yucatán, receiving priestly ordination on 17 June 1987.
He studied moral theology and canon law at the Universidad Pontificia de México; he was subsequently awarded a doctorate in canon law at Saint Paul University in Ottawa, Canada.
He has held the following offices: parish vicar of San Francisco de Asís (1988-1989), of the Metropolitan Shrine (1989-1990), of San Servacio in Valladolid (1990-1992), of San Juan Bautista (1992-1993); from 2002 to date, professor of canon law at the Universidad Pontificia de México; judicial vicar of the Ecclesiastical Tribunal of Yucatán (2007-2010); from 2010 to date, judicial vicar of the archdiocese of Yucatán.
