The Holy Father has accepted the resignation from the pastoral care of the diocese of Kalisz, Poland, presented by Bishop Edward Janiak and at the same time appointed Archbishop Grzegorz Ryś of Łódź as apostolic administrator “sede vacante”.

The Holy Father has appointed as auxiliary bishops of Monterrey, Mexico, the Reverends César Garza Miranda, O.F.M., parish priest, dean and member of the presbyteral council representing consecrated life, assigning him the titular see of Magneto; Juan Carlos Arcq Guzmán, of the clergy of the metropolitan archdiocese of Monterrey, rector of the archdiocesan seminary of Monterrey, assigning him the titular see of Milevi; and José Manuel Garza Madero, of the clergy of the metropolitan archdiocese of Monterrey, rector of the Cathedral and episcopal vicar, assigning him the titular see of Tiburnia.
Curriculum vitae of Msgr. César Garza Miranda, O.F.M.
Msgr. César Garza Miranda, O.F.M., was born in San Nicolás de los Garza on 18 October 1971. He qualified as an accountant and studied philosophy and theology in the Franciscan Faculty of Guadalajara and Monterrey.
He was ordained a priest on 14 December 2002, and incardinated in the Order of Friars Minor.
He obtained a licentiate in philosophy at the Franciscan University of Guanajuato and a licentiate and doctorate in dogmatic theology at the Antonianum University in Rome. He also obtained a diploma for formators at the Gregorian University in Rome.
He was deputy director of the Franciscan College in Etzatlán, professor at the Franciscan Institute of Philosophy, and parish vicar of two parishes. Until now he has served as parish priest of the parish of Our Lady of Guadalupe, dean and member of the presbyteral council representing consecrated life.
Curriculum vitae of Msgr. Juan Carlos Arcq Guzmán
Msgr. Juan Carlos Arcq Guzmán was born in Monterrey on 17 October 1966.
He was ordained as a priest on 15 August 1997 and incardinated in the metropolitan archdiocese of Monterrey.
He has held the offices of chaplain of the Rectory of Saint Maximilian Kolbe and of the Sisters of the Sacred Heart of Jesus and the Angels; missionary in the diocese of San Cristóbal de Las Casas, director of the Pastoral Centre of Missionary Formation and of the Department of the Mission, ecclesial supervisor of the Raza Nueva en Cristo, parish priest of the Saint Michael the Archangel parish in Juárez, prefect of the Institute of Theology of the archdiocesan seminary and member of the College of Consultors. Since 2015 he has served as rector of the archdiocesan seminary of Monterrey.

Msgr. José Manuel Garza Madero was born on 15 January 1952 in Monterrey.
He was ordained a priest on 8 September 1979.
He has held the following offices: parish vicar of various parishes, assistant of the Renewal in the Holy Spirit Movement, parish priest, dean and episcopal vicar. Until now he has been rector of the Metropolitan Cathedral, member of the College of Consultors and of the presbyteral council, and episcopal vicar for the celebration of the sacraments in special situations.
