A letter was published today, written in Latin and dated 10 October, in which the Holy Father appoints Cardinal Telesphore Placidus Toppo, archbishop of Ranchi, India, as his special envoy at the Eleventh Plenary Assembly of the Federation of Asian Bishops’ Conferences (FABC), to be held in Colombo, India from 28 November to 4 December 2016.

The pontifical mission accompanying the cardinal will be composed of the following ecclesiastics of the archdiocese of Colombo: Rev. Placidus De Silva, episcopal vicar for external relations, and Rev. J.D. Anthony, episcopal vicar for the identification and formation of priestly and religious life.
