The Holy Father has appointed Cardinal Telesphore Placidus Toppo, archbishop of Ranchi, India, as his special envoy at the 11th Plenary Assembly of the Federation of Episcopal Conferences of Asia (FABC), to be held in Colombo, Sri Lanka from 28 November to 4 December 2016.
