APPROVING THE NEW STATUTE OF THE SUPERVISORY
AND FINANCIAL INFORMATION AUTHORITY (ASIF)

Transparency, integrity, and accountability in economic and financial activities constitute indispensable elements of good governance and service to the common good, which must characterize the Institutions of the Holy See and of the Vatican City State. For this reason, the Holy See has consistently and resolutely committed itself to the progressive strengthening of its legal and institutional framework, developing a comprehensive system of prevention, supervision, and control founded upon the principles of legality, transparency, proportionality, and cooperation with international counterparts.

Over the years, this commitment has resulted in the adoption of an increasingly comprehensive body of legislation for the prevention and combating of the laundering of the proceeds of criminal activities, the financing of terrorism, and the proliferation of weapons of mass destruction, as well as in the continual refinement of supervisory mechanisms governing entities engaged in financial activities. Likewise, an increasingly structured regulatory framework has been developed to ensure the sustainability, as well as the sound and prudent management, of entities that professionally carry out financial activities, while respecting both the unique mission entrusted to them and the most rigorous international standards.

The Holy See intends to continue steadfastly along this path by promoting a legal order that, in harmony with the highest international standards and with due respect for its own institutional particularities, may actively contribute to the integrity and security of the international financial system.

Within this context, the Supervisory and Financial Information Authority (ASIF) occupies a position of primary importance as the competent Authority, under the applicable legal framework, for financial supervision, regulation and oversight, and financial intelligence.

With the Chirograph of 5 December 2020, my revered Predecessor approved the current Statute of ASIF, thereby consolidating the process of institutional development already initiated in previous years. Subsequently, the Apostolic Constitution Praedicate Evangelium, of 19 March 2022, confirmed the Authority's strategic role within the economic and financial system of the Holy See. Thereafter, Law No. DCXIV of 7 November 2023 further strengthened the legal framework by updating Law No. XVIII of 8 October 2013 concerning transparency, supervision, and financial intelligence. Most recently, the Personnel Regulations of the Roman Curia of 23 November 2025 introduced a new framework governing the personnel of the Bodies of the Roman Curia and the Institutions connected with the Holy See, making it appropriate to adapt the statutory provisions concerning the internal organization of the Authority.

In light of these legislative developments, as well as the experience gained by the Authority in the exercise of its responsibilities and the continual evolution of the relevant international standards, it appears appropriate to update the Statute of ASIF so that it may continue to carry out the functions entrusted to it with the utmost effectiveness and contribute, with renewed vigor, to the transparency, integrity, stability, and security of the economic and financial system of the Holy See and the Vatican City State.

Therefore, I order that this Chirograph and the attached Statute be promulgated through publication in L'Osservatore Romano and enter into force on the very day of their publication, and that they subsequently be published in the Acta Apostolicae Sedis.

Everything established by this Chirograph shall have immediate, full, and permanent force and effect, notwithstanding any provision to the contrary, even if worthy of special mention.
