Viet Nam – Holy See Working Group
(21-22 August 2019)
A meeting of the Viet Nam – Holy See Working Group was held on 21-22 August 2019 in the Vatican City State. Deputy Minister of Foreign Affairs, H.E. Mr. To Anh Dung, Head of the Vietnamese delegation, and Under-Secretary for Relations with States, Mgr Antoine Camilleri, Head of the Holy See delegation, co-chaired the meeting.
The two delegations had in-depth discussions on Viet Nam – Holy See relations, including on matters related to the Catholic Church in Viet Nam. The two sides noted with satisfaction the positive developments in the bilateral relations in recent years, especially the frequent contacts between the two sides following the seventh Meeting of the Viet Nam – Holy See Joint Working Group held in Ha Noi in December 2018 and the consultations between the Viet Nam Inter-agency Working Group and Archbishop Marek Zalewski, the Non-resident Papal Representative to Viet Nam.
The Vietnamese delegation reiterated that the State of Viet Nam has been increasingly improving the execution of the consistent policy of respecting and ensuring freedom of belief and religion, creating a conducive environment for the activities and development of the Catholic community in Viet Nam. The Holy See expressed its appreciation for the assistance of the State to the Catholic Church, and reaffirmed the desire of the Catholic faithful to live up to their vocation to be good Catholics and good citizens in order to contribute validly to the development and well-being of Vietnam, in fidelity to the teaching of the Church and with due respect to the applicable laws of the country.
The two delegations also discussed issues related to the ecclesial situation in Viet Nam. They reached agreement on ways to promote further the relations between Viet Nam and the Holy See in the immediate future and, in particular, on the main principles underlying the Regulations on the status of the Resident Papal Representative and the Office of the Resident Papal Representative in Viet Nam, in view of the setting up of the Office at the earliest possible date.
The two sides also expressed their commitment to continuing dialogue based on trust and respect for the mutually agreed principles governing the bilateral relations. They underscored the importance of further promoting contacts, including at high levels, between the two sides.
On the occasion of the visit to the Vatican, the Vietnamese delegation was granted an Audience with His Holiness Pope Francis, and paid courtesy calls on the Secretary of State, Cardinal Pietro Parolin, and the Secretary for Relations with States, Archbishop Paul Richard Gallagher. These meetings were held in a cordial atmosphere of goodwill and mutual respect.

Un incontro del Gruppo di lavoro congiunto tra il Vietnam e la Santa Sede ha avuto luogo in Vaticano dal 21 al 22 agosto 2019. Questo incontro è stato presieduto congiuntamente da S.E. il Sig. To Anh Dung, Vice-Ministro degli Affari Esteri, Capo della Delegazione vietnamita, e da Monsignor Antoine Camilleri, Sotto-Segretario per i Rapporti con gli Stati, Capo della Delegazione della Santa Sede.
Le due Parti hanno avuto un approfondito scambio di vedute sui rapporti Vietnam-Santa Sede, compreso su questioni riguardanti la Chiesa cattolica in Vietnam. Le due Parti hanno preso atto con soddisfazione dei positivi sviluppi dei rapporti bilaterali in questi ultimi anni, specialmente i frequenti contatti tra le due Parti a seguito del settimo Incontro del Gruppo di lavoro congiunto tra il Vietnam e la Santa Sede, che ha avuto luogo ad Hanoi nel mese di dicembre 2018, e le consultazioni tra il gruppo di lavoro interdicasteriale del Vietnam con l’Arcivescovo Marek Zalewski, Rappresentante Pontificio non residente.
La Parte vietnamita ha ribadito che lo Stato del Vietnam ha costantemente migliorato la realizzazione di una consistente politica a favore del rispetto e della garanzia della libertà di credo e di religione, creando così un ambiente favorevole alle attività e allo sviluppo della Comunità cattolica in Vietnam. La Santa Sede ha espresso il suo apprezzamento per l’assistenza data dallo Stato alla Chiesa cattolica e ha ribadito il desiderio dei fedeli cattolici di vivere la propria vocazione come buoni cattolici e buoni cittadini al fine di contribuire efficacemente allo sviluppo ed al benessere del Vietnam, nella fedeltà all’insegnamento della Chiesa e con il dovuto rispetto per le leggi pertinenti del Paese.
Le due Parti hanno discusso questioni relative alla situazione ecclesiale in Vietnam. Hanno raggiunto un accordo sulle modalità di promuovere ulteriormente le relazioni tra il Vietnam e la Santa Sede nel prossimo futuro e, in particolare, sui principi fondamentali alla base della regolamentazione dello statuto del Rappresentante Pontificio residente e dell’Officio dello stesso Rappresentante Pontificio residente in Vietnam, in vista dello stabilimento del medesimo Officio al più presto possibile.
Le due Parti hanno anche espresso il loro impegno di continuare il dialogo sulla base della fiducia e del rispetto per i principi reciprocamente concordati che guidano i rapporti bilaterali. Esse hanno sottolineato l’importanza di promuovere ulteriori contatti, inclusi quelli ad alto livello, tra le due Parti.
In occasione della visita in Vaticano, la Delegazione vietnamita è stata ricevuta in Udienza da Sua Santità Papa Francesco, e ha compiuto visite di cortesia al Segretario di Stato, il Cardinale Pietro Parolin, e al Segretario per i Rapporti con gli Stati, l’Arcivescovo Paul Richard Gallagher. Questi incontri si sono svolti in un clima cordiale di buona volontà e mutuo rispetto.
