Per dare seguito agli accordi raggiunti durante il 4° Incontro del Gruppo di Lavoro Congiunto tra la Santa Sede e il Vietnam, svoltosi in Vaticano nel giugno 2013, il 5° Incontro del Gruppo di Lavoro Congiunto ha avuto luogo ad Hanoi il 10 e 11 settembre 2014. L’incontro è stato co-presieduto dal Vice Ministro degli Affari Esteri, S.E. il Sig. Bui Thanh Son, Capo della Delegazione vietnamita, e dal Sotto-Segretario della Santa Sede per i Rapporti con gli Stati, Mons. Antoine Camilleri, Capo della Delegazione della Santa Sede.

La Delegazione della Santa Sede ha apprezzato l’appoggio fornito a tutti i livelli dalle competenti autorità alla Chiesa cattolica in Vietnam per lo svolgimento della propria missione. Ha, altresì, preso nota degli sviluppi nelle politiche religiose del Vietnam, recepite nella Costituzione emendata del 2013. Lo Stato vietnamita ha facilitato le visite di lavoro in Vietnam al Rappresentante Pontificio non residente della Santa Sede in Vietnam, S.E. Mons. Leopoldo Girelli. La Delegazione della Santa Sede ha confermato di attribuire grande importanza allo sviluppo delle relazioni con il Vietnam in particolare e con l’Asia in generale, come sottolineato dal recente e dai prossimi viaggi papali nel Continente. La Santa Sede ha riaffermato il proprio impegno verso l’obiettivo di stabilire relazioni diplomatiche con il Vietnam e, insieme con la Chiesa cattolica nel Paese, desidera contribuire più attivamente allo sviluppo del Paese nei campi ove la Chiesa cattolica possiede punti di forza, come per esempio nella sanità, nell’educazione, nella carità e nelle opere umanitarie. La Parte vietnamita ha ribadito la politica coerente dello Stato e del Partito nel rispettare la libertà religiosa e di credo di tutti e nell’appoggiare la Chiesa cattolica in Vietnam a partecipare attivamente nello sviluppo socio-economico nazionale.

Le due Parti hanno evidenziato ancora i principi sottesi di "vivere il Vangelo all’interno della Nazione" e di "essere buoni cattolici essendo buoni cittadini". La Delegazione della Santa Sede ha sottolineato che il Santo Padre Francesco ha seguito con interesse i recenti sviluppi nelle relazioni tra la Santa Sede e il Vietnam e ha incoraggiato la comunità cattolica in Vietnam a continuare a contribuire all’avanzamento dei maggiori obiettivi del Paese.

Le due Parti hanno notato con soddisfazione i positivi sviluppi delle relazioni tra la Santa Sede e il Vietnam, come evidenziato dai crescenti scambi e contatti a tutti i livelli, dagli incontri del Gruppo di Lavoro Congiunto alle visite di lavoro del Rappresentante Pontificio non residente della Santa Sede in Vietnam. Esse hanno concordato di proseguire il dialogo e i contatti, creando nel contempo condizioni favorevoli per la missione del Rappresentante Pontificio, poiché aiuta la Chiesa cattolica in Vietnam a dare seguito al Magistero pontificio.

L’Incontro ha avuto luogo in un’atmosfera franca, sincera e di mutuo rispetto.

Le due Parti hanno convenuto di tenere il 6° Incontro del Gruppo di Lavoro Congiunto tra la Santa Sede e il Vietnam in Vaticano. Il periodo dell’Incontro verrà stabilito attraverso i canali diplomatici.

In questa circostanza, la Delegazione della Santa Sede ha reso una visita di cortesia al Vice Primo Ministro e Ministro degli Affari Esteri, S.E. il Sig. Pham Binh Minh, e si è incontrata con il Vice Ministro degli Affari Interni e Presidente del Comitato governativo per gli Affari Religiosi, Sig. Pham Dung. Ha anche colto l’occasione per visitare alcune Istituzioni cattoliche ad Hanoi e a Ho Chi Minh City.

Joint Press Release of the 5th Meeting of the Viet Nam-Holy See Joint Working Group (10-11 September 2014)

To implement the agreements reached during the 4th meeting of the Viet Nam – Holy See Joint Working Group in the Vatican in June 2013, the 5th meeting of the Joint Working Group took place in Hanoi on 10-11 September 2014. The Meeting was co-chaired by Vice Minister of Foreign Affairs Bui Thanh Son, head of the Vietnamese delegation and Under Secretary for the Holy See’s Relations with States, Monsignor Antoine Camilleri, head of the Holy See delegation.

The Holy See delegation appreciated the support given by the competent authorities at all levels to the Catholic Church in Viet Nam for her accomplishment of mission. It also took note of the development in the religious policies of Viet Nam, reflected in the 2013 Amended Constitution. The Vietnamese State has facilitated working visits to Viet Nam by the Non-resident Special Envoy of the Holy See to Viet Nam, Archbishop Leopoldo Girelli. The Holy See delegation reaffirmed that it attached great importance to the development of relations with Viet Nam in particular and Asia in general, as evidenced by the recent and coming papal trips to the continent. The Holy See reaffirmed its commitment towards the goal of establishing diplomatic relations with Viet Nam, and, together with the Catholic Church in the country, wishes to make more active contributions to the country’s development where the Catholic Church has strengths, for example health care, education, charity and humanitarian works. The Vietnamese side reiterated the consistent policy of the State and Party in respecting freedom of religion and belief of all people and supporting the Catholic Church in Viet Nam to actively participate in the national social – economic development.

The two sides emphasized again the underlying principles of "living the Gospel within the Nation" and "good Catholic being good citizens". The Holy See delegation stressed that Pope Francis had followed with interest recent developments in Viet Nam – Holy See relations and encouraged the Catholic Community in Viet Nam to continue contributing forwards the country’s major goals.

The two sides noted with satisfaction the positive developments in Viet Nam – Holy See relations, which is shown by increased exchanges and contacts at all levels, meetings of the Joint Working Group and working visits of the Non-Resident Special Envoy in Viet Nam. They agreed on maintaining dialogue and contacts while creating favourable conditions for his mission, as he helps the Catholic Church in Viet Nam to implement papal teaching.

The meeting took place in a sincere, candid and mutually respectful atmosphere.

The two sides agreed to convene the 6th meeting of the Viet Nam – Holy See Joint Working Group in Vatican. The time of the meeting will be arranged through diplomatic channels.

On this occasion, the Holy See delegation paid courtesy call to the Deputy Prime Minister, Minister of Foreign Affairs Pham Binh Minh and met with the Deputy Minister of Home Affaires, Chairman of the Government Committee for Religious Affairs Pham Dung. It also took the opportunity to visit some Catholic institutions in Hanoi and Ho Chi Minh City.
