With regard to the episcopal ordination of the Rev. Paul Lei Shiyin, which took place on Wednesday 29 June last and was conferred without the apostolic mandate, the following is stated:

1) Rev. Lei Shiyin, ordained without the Papal mandate and hence illegitimately, has no authority to govern the diocesan Catholic community, and the Holy See does not recognise him as the Bishop of the Diocese of Leshan. The effects of the sanction which he has incurred through violation of the norm of can. 1382 of the Code of Canon Law remain in place.
The same Rev. Lei Shiyin had been informed, for some time, that he was unacceptable to the Holy See as an episcopal candidate for proven and very grave reasons.

2) The consecrating Bishops have exposed themselves to the grave canonical sanctions laid down by the law of the Church (in particular, canon 1382 of the Code of Canon Law; cf. Declaration of the Pontifical Council for Legislative Texts of 6 June 2011).

3) An episcopal ordination without Papal mandate is directly opposed to the spiritual role of the Supreme Pontiff and damages the unity of the Church. The Leshan ordination was a unilateral act which sows division and unfortunately produces rifts and tensions in the Catholic community in China. The survival and development of the Church can only take place in union with him to whom the Church herself is entrusted in the first place, and not without his consent as, however, occurred in Leshan. If it is desired that the Church in China be Catholic, the Church’s doctrine and discipline must be respected.

4) The Leshan episcopal ordination has deeply saddened the Holy Father, who wishes to send to the beloved faithful in China a word of encouragement and hope, inviting them to prayer and unity.

DICHIARAZIONE DELLA SANTA SEDE:
ORDINAZIONE EPISCOPALE NELLA DIOCESI DI LESHAN
(PROVINCIA DI SICHUAN, CINA CONTINENTALE)

Riguardo all’ordinazione episcopale del Rev. Paolo Lei Shiyin, avvenuta mercoledì 29 giugno scorso e conferita senza il mandato apostolico, si precisa quanto segue.

1) Il Rev. Lei Shiyin, ordinato senza mandato pontificio e quindi illegittimamente, è privo dell’autorità di governare la comunità cattolica diocesana, e la Santa Sede non lo riconosce come il Vescovo della diocesi di Leshan. Restano fermi gli effetti della sanzione in cui egli è incorso per la violazione della norma del canone 1382 del Codice di Diritto Canonico.
Lo stesso Rev. Lei Shiyin era stato informato da tempo che non poteva essere accettato dalla Santa Sede come candidato episcopale, a causa di motivi comprovati e molto gravi.

2) I Vescovi consacranti si sono esposti alle gravi sanzioni canoniche, previste dalla legge della Chiesa (in particolare dal canone 1382 del Codice di Diritto Canonico; cfr Dichiarazione del Pontificio Consiglio per i Testi Legislativi del 6 giugno 2011).

3) Un’ordinazione episcopale senza mandato pontificio si oppone direttamente al ruolo spirituale del Sommo Pontefice e danneggia l’unità della Chiesa. L’ordinazione di Leshan è stata un atto unilaterale, che semina divisione e, purtroppo, produce lacerazioni e tensioni nella comunità cattolica in Cina. La sopravvivenza e lo sviluppo della Chiesa possono avvenire soltanto nell’unione a colui al quale, per primo, è affidata la Chiesa stessa, e non senza il suo consenso, come invece è avvenuto a Leshan. Se si vuole che la Chiesa in Cina sia cattolica, si devono rispettare la dottrina e la disciplina della Chiesa.

4) L’ordinazione episcopale di Leshan ha amareggiato profondamente il Santo Padre, il Quale desidera far giungere agli amati fedeli in Cina una parola di incoraggiamento e di speranza, invitandoli a pregare e ad essere uniti.

有关中国四川省乐山教区主教的祝圣事件

  雷世银保禄神父于今年六月廿九日星期三,在无教宗任命的情况下被祝圣为主教,有关此事, 圣座作出如下声明

一.                   雷世银神父无教宗任命而被祝圣为主教,所以此举是非法的,他无权管理天主教教区的信友团体,同时圣座并不承认他是乐山教区的主教,由於他违反教会《法典》第1382条, 他正处于此条所指定的处罚当中。

               雷世银神父本人事前早已接获通知:基于证据确凿且极其                   严重的理由,圣座不接受他做主教候选人。

二.                   作为祝圣者的主教们已面临《法典》的严厉处罚(尤其是《法典》第1382条所声明的处罚;参阅《宗座法典条文解释委员会》于二零一一年六月六日的声明。)

三.                   无教宗任命祝圣主教的事件乃直接反对教宗的属灵角色,且破坏了教会的合一。乐山教区的主教祝圣事件是单方面的行为,它散播分裂,且不幸地撕裂在中国的公教团体和造成紧张的局势。 只有与教宗保持共融, 教会才得以生存与发展, 因为教会本身首先是交托给教宗的,若没有他的同意,不得祝圣主教, 不能如同在乐山教区所发生的事件一样。如果想要在中国的教会是天主教, 就必须尊重教会的教义与教规。

四.                   乐山教区的主教祝圣事件使圣父深感悲痛。圣父渴望他心爱的中国教友们送上鼓励和希望的话语,并邀请他们恳切祈祷、团结一致。
