Alle ore 11.30 di questa mattina, nell’Aula Giovanni Paolo II della Sala Stampa della Santa Sede, S.E. Mons. Nikola Eterović, Segretario Generale del Sinodo dei Vescovi, illustra ai giornalisti accreditati senso e svolgimento della XI Assemblea Generale Ordinaria del Sinodo dei Vescovi, che si terrà in Vaticano dal 2 al 23 ottobre 2005 sul tema: "Eucharistia: fons et culmen vitae et missionis Ecclesiae".

Domani 2 ottobre incomincia l'XI Assemblea Generale Ordinaria del Sinodo dei Vescovi sul tema L'Eucaristia: fonte e culmine della vita e della missione della Chiesa. Il Sinodo dei Vescovi inizia con la Santa Messa, presieduta da Sua Santità Benedetto XVI e concelebrata da circa 350 padri sinodali e altri partecipanti all'assise sinodale. È significativo che il Sinodo dei Vescovi che ha per tema l'Eucaristia incominci con la celebrazione della Santa Messa. Con tale gesto i padri sinodali, eletti in seno all'Episcopato della Chiesa Cattolica e, dunque, del Popolo di Dio sparso in tutto il mondo, rendono lode a Dio Padre che è nei cieli, invocano la grazia dello Spirito Santo, dono del Signore Gesù Cristo risorto e presente in mezzo ai suoi, soprattutto nel sacramento dell'Eucaristia. È in tale prospettiva di fede, di speranza e di carità eucaristica che si svolgeranno i lavori sinodali.

La celebrazione dell'XI Assemblea Generale Ordinaria del Sinodo dei Vescovi avviene nel 40° anniversario della sua istituzione, fatta il 15 settembre 1965 dal Servo di Dio Papa Paolo VI con motu proprio Apostolica sollicitudo. Non sorprende, pertanto, che durante la prossima assemblea una sessione sia dedicata alla commemorazione di tale importante evento ecclesiale. Il Sinodo dei Vescovi, uno dei frutti promettenti del Concilio Vaticano II, ha dimostrato durante le scorse 4 decadi di essere uno strumento assai valido per l'esercizio della collegialità episcopale e l'approfondimento della comunione ecclesiale.

Nella menzionata Lettera Apostolica Apostolica sollicitudo sono state indicate chiaramente sia la natura sia la finalità del Sinodo dei Vescovi. Tali caratteristiche proprie sono state, poi, raccolte ed espresse in termini giuridici nei canoni 342-348 del Codice di Diritto Canonico. Forse non è superfluo ricordare che, oltre a rafforzare i vincoli d'unione reciproca tra i Vescovi e di questi con il Santo Padre, Vescovo di Roma, il Sinodo ha per finalità di prestare aiuto, con il consiglio, al Romano Pontefice nella salvaguardia e nell'incremento della fede e dei costumi, nell'osservanza e nel consolidamento della disciplina ecclesiastica. Inoltre, è compito del Sinodo studiare i problemi riguardanti l'attività della Chiesa nel mondo e seguire con particolare sollecitudine l'attività missionaria della Chiesa.

Dalla sua istituzione 40 anni fa, il Sinodo dei Vescovi ha dato notevole contributo alla promozione della sinodalità nella Chiesa Cattolica, connessa con questioni di fondamentale importanza per la vita della comunità dei fedeli che corrispondono, in buona parte, ai temi delle singole assise sinodali. In tale opera un ruolo particolare hanno avuto i Consigli Ordinari, Straordinari o Speciali della Segreteria Generale del Sinodo dei Vescovi con numerose riunioni di preparazione e di applicazione in stretta unione con il Santo Padre, Capo del corpo episcopale e Presidente del Sinodo dei Vescovi. L'espressione privilegiata di tale sinodalità, caratterizzata nella sua dimensione collegiale, si è avuta nel corso di 20 assemblee sinodali, di cui l0 Ordinarie, 2 Straordinarie e 8 Speciali. Con la prossima XI Assemblea Generale Ordinaria le assemblee sinodali raggiungeranno il numero 21. Considerando il periodo di 40 anni della sua esistenza, risulta che ogni 19 mesi ha avuto luogo nella Chiesa Cattolica un Sinodo dei Vescovi.

Alcuni dati concernenti la prossima assise sinodale

Nel prossimo Sinodo dei Vescovi parteciperanno 256 padri sinodali, provenienti da 118 Paesi. Si tratta del numero più alto dei partecipanti a una assise sinodale. Per esempio, nel Sinodo del 2001 hanno partecipato 247 padri sinodali.

Dei 256 padri sinodali, 177 sono eletti, 39 partecipano ex officio, 40 sono nominati dal Santo Padre. Tra essi vi sono, tra l'altro, 55 Cardinali, 8 Patriarchi, 82 Arcivescovi, 123 Vescovi, 36 Presidenti delle Conferenze Episcopali, 12 Religiosi.

I padri sinodali provengono da tutti i continenti e, in particolare, 50 dall' Africa, 59 dall'America, 44 dall' Asia, 95 dall'Europa e 8 dall'Oceania.

Vi sono, poi, 32 Esperti e 27 Uditori provenienti dai cinque continenti. Un valido contributo allo svolgimento dei lavori offrono pure gli Assistenti e, ovviamente, i traduttori nelle 6 lingue del Sinodo: latino, italiano, francese, spagnolo, inglese, tedesco.

Sono state invitate 12 Chiese e comunità ecclesiali a inviare i loro rappresentanti al Sinodo dei Vescovi, di cui 10 finora hanno indicato il nome dei loro rappresentanti. I Delegati fraterni partecipano ai lavori, possono intervenire ma non votare. Tale prerogativa spetta ai 256 padri sinodali.

Nella preparazione dell'assemblea sinodale grande lavoro, spesso in modo silenzioso e abnegato, hanno svolto i membri della Segreteria Generale, una équipe piccola ma dinamica e disponibile, a cui va il mio più sincero ringraziamento.

Novità di metodologia sinodale

Dal calendario dei lavori è facile percepire che sono previste 23 Congregazioni generali e 7 sessioni per i Circoli minori.

Il Santo Padre Benedetto XVI ha ben volentieri approvato alcune novità della metodologia sinodale che hanno per scopo di rendere più agile e partecipativa e, dunque, ancora più collegiale l'assise sinodale.

Considerando che il Sinodo durerà tre e non quattro settimane e il numero dei partecipanti è assai alto, si è reso necessario ridurre il tempo degli interventi dei padri sinodali da 8 a 6 minuti e il numero delle sessioni dei Circoli minori.

I padri sinodali sono gentilmente invitati a seguire un certo ordine nel prendere la parola, seguendo le quattro parti dell'Instrumentum laboris. Tale suggerimento, del resto già presente nell' Ordo Synodi, dovrebbe facilitare la concentrazione della riflessione che avrà un momento privilegiato durante le discussioni libere nell' aula sinodale, al termine delle Congregazioni generali giornaliere, cioè dalle ore 18 alle ore 19.

Per favorire una maggiore partecipazione i padri sinodali eleggeranno 8 membri della Commissione per il Messaggio che sarà approvato dall' Assemblea e pubblicato al termine dei lavori. Altri 4 membri saranno nominati dal Santo Padre.

Per motivi pratici, sarà seguita ad experimentum la votazione elettronica per decisioni di minore importanza.

L'aula del Sinodo è stata ammodernata e, in particolare, con miglioramento di luce, aria condizionata e video-servizi.

Si tratta di alcune innovazioni metodologiche che s'inseriscono bene nella storia dell' istituzione sinodale. Infatti, durante 40 anni, il metodo dei lavori sinodali ha avuto varie modifiche orientate in ultima analisi a favorire l'approfondimento della collegialità episcopale, offrendo validi consigli al Santo Padre nell'esercizio del primato petrino per il bene della Chiesa Universale.

È probabile che nessuna Assemblea sinodale sia stata celebrata, come la prossima, in un clima di così fervida preghiera e di religiosa partecipazione di milioni di fedeli che in quest'anno dell'Eucaristia invocano dal Signore la grazia di trovare Colui che hanno già incontrato nella celebrazione della Santa Messa, memoriale della passione, morte e resurrezione del Signore Gesù, ri-presentazione del suo sacrificio, compartecipazione personale e comunitaria al banchetto delle nozze escatologiche dell'Agnello immolato. Tale clima di religiosa attesa e partecipazione offre la fondata speranza che la corale preghiera della Chiesa sarà accolta da Dio Uno e Trino e che dal Sinodo dei Vescovi si possa aspettare un rinnovato slancio nell'annuncio del Vangelo, buona notizia per l'uomo contemporaneo, nuova evangelizzazione centrata sul mistero eucaristico, le cui conseguenze non mancheranno di favorire una rinascita della vita di fede, di speranza e di carità, che i fedeli aperti all'ispirazione dello Spirito Santo tradurranno con una adeguata creatività caritativa, in numerose opere di promozione umana.

The XI Ordinary General Assembly of the Synod of Bishops on the topic The Eucharist: Source and Summit of the Life and Mission of the Church begins tomorrow October 2nd. The Synod of Bishops begins with the Holy Mass, presided over by His Holiness Pope Benedict XVI and con-celebrated by about 350 Synodal Fathers and other participants in the Synodal Assembly. It is significant that the Synod of Bishops, whose theme is the Eucharist, begins with the celebration of the Holy Mass. With this gesture the Synodal Fathers, elected within the Episcopate of the Catholic Church and, therefore of the people of God spread throughout the world, give praise to God the Father, who is in heaven, invoking the grace of the Holy Spirit, the gift of the Lord Jesus Chris, risen and present amidst His people, especially in the sacrament of the Eucharist. It is in this perspective of faith, hope and Eucharistic love that the synodal works will be carried out.

The celebration of the XI Ordinary General Assembly of the Synod of Bishops takes place on the 40th anniversary of its establishment, on 15 September 1965 by the Servant of God Pope Paul VI with motu proprio Apostolica sollicitudo. Therefore, it should not be surprise that during the next assembly a session will be dedicated to the commemoration of such an important ecclesial event. The Synod of Bishops, one of the promising fruits of Vatican Council II, has demonstrated itself during the last four decades, to be a very worthy instrument for exercising episcopal collegiality and deepening ecclesial communions.

The nature and finality of the Synod of Bishops were clearly indicated in the aforementioned Apostolic Letter Apostolica Sollicitudo Then these characteristics were collected and expressed in legal terms in canons 342-348 of the Code of Canon Law. Perhaps it is not superfluous to recall that, in addition to strengthening the bonds of mutual union between the Bishops among themselves and with the Holy Father, Bishop of Rome, one of the aims of the Synod together with the council is to help the Roman Pontiff in safeguarding and increasing faith and customs in the observance and consolidation of ecclesiastic discipline. In addition, it is the task of the Synod to study the problems concerning the activity of the Church in the world and to follow with special solicitude the missionary activity of the Church.

Since its establishment 40 years ago, the Synod of Bishops has contributed considerably towards promoting synodality in the Catholic Church, connected to issues of fundamental importance for the life of the community of the faithful, which mostly correspond to the topics of the individual synodal assemblies. In this work, the Ordinary, Extraordinary and Special Councils of the General Secretariat of the Synod of Bishops played a special role with numerous meetings for preparation and application, in close union with the Holy Father, Head of the episcopal body and President of the Synod of Bishops. The privileged expression of this synodality, characterized in its collegial dimension, was seen during 20 synodal assemblies, of which 10 were Ordinary ones, 2 Extraordinary, and 8 Special ones. With the next XI Ordinary General Assembly, the synodal assemblies will reach number 21. Considering the period of 40 years of its existence, it means that a Synod of Bishops has taken place every 19 months.

Some Data regarding the next Synodal Assembly

256 Synodal fathers from 118 nations will take part in the next Synod of Bishops. This is the highest number of participants in a synodal assembly. For instance, 247 Synodal Fathers took part in the synod of 2001.

Of these 256 Synodal Fathers, 177 were elected, 39 will participate ‘ex officio’, and 40 are appointed by the Holy Father. Among these, also, there are 55 Cardinals, 8 Patriarchs, 82 Archbishops, 123 Bishops, 36 Presidents of Episcopal conferences and 12 Religious.

The Synodal Fathers come from all the continents and, in particular, 50 from Africa, 59 from America, 44 from Asia, 95 from Europe and 8 from Oceania.

Then there are also 32 Experts and 27 Auditors from the five continents. A valuable contribution towards the progress of the work is also offered by the Assistants and translators in the 6 languages of the Synod: Latin, Italian, French, Spanish, English and German.

12 Churches and ecclesial communities have been invited to send their representatives to the Synod of Bishops, of which up to now 10 have given the name of their representative. The Fraternal Delegates participate in the work; may intervene but they cannot vote. This prerogative belongs to the 256 Synodal Fathers.

In the preparation of the Synodal Assembly, a lot of work, often in a silent and abnegated way, was done by members of the General Secretariat, a small but dynamic and available team to whom go my most sincere thanks

Novelties in Synodal Methodology

It is easy to perceive from the work calendar that 23 General Congregations and 7 sessions for the Working Groups have been scheduled.

The Holy Father Benedict XVI willingly approved some novelties to the synodal methodology whose aim is to make the synodal meeting more agile, more participative, and therefore more collegial.

Considering the Synod will last three and not four weeks, and the number of participants is rather high, it has been necessary to reduce the time of the interventions of the Synodal Fathers from 8 to 6 minutes, as also the number of the sessions of the Working Groups.

The Synodal Fathers are kindly invited to follow a certain order in taking the floor following the four parts of the Instrumentum laboris. This suggestion, which is already present in the Ordo Synodi, should facilitate the concentration on the reflection which will have a privileged moment during the free discussions in the Synodal Hall, at the end of the daily general congregations, that is from 6 pm to 7 pm.

To favour greater participation, the Synodal Fathers will elect 8 members to the Commission for the Message , which will be approved by the Assembly and published at the end of the work. Other 4 members will be appointed by the Holy Father.

For practical reasons, electronic voting for decisions of minor importance will be carried out ad experimentum.

The Synod Hall has been modernized, in particular, with improvements to the lighting, air conditioning and video-services.

These are some methodological innovations, which can be included well in the history of the synodal establishment. In fact, during these 40 years , the method of the synodal work has undergone various amendments oriented in the last analysis to favour deepening episcopal collegiality, by offering valid advice to the Holy Father in his role as Petrine Primate for the good of the Universal Church.

It is probable that no Synodal Assembly has ever been celebrated like the next one, in an environment of such fervent prayer and religious participation of millions of faithful, who in this Year of the Eucharist, invoke from the Lord the grace to find the One they have already encountered in the celebration of the Holy Mass, memorial of the passion, death and resurrection of the Lord Jesus, re-presentation of his sacrifice, as personal and communitarian sharing in the banquet of the eschatological wedding of the immolated lamb. This environment of religious expectation and participation offers the grounded hope that the choral prayer of the Church will be received by the One and Triune God and that one can expect from the Synod of bishops, a renewed impulse in the proclamation of the Gospel, the good news for contemporary man, new evangelization centered on the Eucharistic mystery whose consequences will favour a rebirth of the life of faith, of hope, and of charity, so that those faithful, open to the inspiration of the Holy Spirit will commit themselves to translate with adequate charitable creativity, in many works of human promotion.
