Alle ore 11 di questa mattina, il Santo Padre ha ricevuto in Udienza, in occasione della presentazione delle Lettere Credenziali, le Loro Eccellenze i Signori Ambasciatori di: Nuova Zelanda, Azerbaigian, Guinea, Zimbabwe, Svizzera, Malta e Rwanda.

Di seguito pubblichiamo i discorsi consegnati dal Papa agli Ambasciatori degli Stati sopra enunciati, nonché i cenni biografici essenziali di ciascuno:

DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DI NUOVA ZELANDA PRESSO LA SANTA SEDE, S.E. IL SIGNOR GEOFFREY KENYON WARD

Your Excellency,

I am pleased to welcome you today and to accept the Letters of Credence by which you are appointed Ambassador Extraordinary and Plenipotentiary of New Zealand to the Holy See. I thank you for the gracious words of greeting and I would ask you to convey to the Government and people of New Zealand my sincere best wishes and the assurance of my prayers for the well-being of the nation.

The people of your country, I know, are very conscious of the duty to promote peace and solidarity in our world. Last year your Prime Minister, accompanied by a group of veterans, visited the historic site of Monte Cassino to honour the countless young men who courageously sacrificed their lives to defend fundamental universal values being threatened by false nationalist ideologies. Still today, this readiness to protect and promote the values of justice and peace, which transcend cultural or national boundaries, is a well-recognized and laudable trait of your people. Tangible expressions of this are found in your nation’s participation in aid projects and peace-keeping operations extending from the Solomon Islands to Afghanistan and the Middle East, as well as the willingness to champion the causes of sustainable development and environmental protection. At its most significant level, this generosity elicits a recognition of the essential nature of human life as a gift and of our world as a family of persons.

The desire to uphold the common good is founded on the belief that man comes into the world as a gift of the Creator. It is from God that all men and women - made in his image - receive their common inviolable dignity and their summons to responsibility. Today, when individuals often forget their origin and thus lose sight of their goal, they easily fall prey to whimsical social trends, the distortion of reason by particular interest groups, and exaggerated individualism. Confronted with this "crisis of meaning" (cf. Encyclical Letter Fides et Ratio, 81), civic and religious authorities are called to work together encouraging everyone, including the young, to "direct their steps towards a truth which transcends them" (ibid., 5). Sundered from that universal truth, which is the only guarantee of freedom and happiness, individuals are at the mercy of caprice and slowly lose the capacity to discover the profoundly satisfying meaning of human life.

New Zealanders traditionally have recognized and celebrated the place of marriage and stable domestic life at the heart of their society and indeed continue to expect social and political forces to support families and to protect the dignity of women, especially the most vulnerable. They appreciate that secular distortions of marriage can never overshadow the splendour of a life-long covenant based on generous self-giving and unconditional love. Correct reason tells them that "the future of humanity passes by way of the family" (Apostolic Exhortation Familiaris Consortio, 86) which offers society a secure foundation for its aspirations. I therefore encourage the people of Aotearoa, through you Mr Ambassador, to continue to take up the challenge of forging a pattern of life, both individually and as a community, in relation to God’s plan for all humanity.

The disquieting process of secularization is occurring in many parts of the world. Where the Christian foundations of society risk being forgotten, the task of preserving the transcendent dimension present in every culture and of strengthening the authentic exercise of individual freedom against relativism becomes increasingly difficult. Such a predicament calls for both Church and civil leaders to ensure that the question of morality is given ample discussion in the public forum. In this regard, there is a great need today to recover a vision of the mutual relationship between civil law and moral law which, as well as being proposed by the Christian tradition, is also part of the patrimony of the great juridical traditions of humanity (cf. Encyclical Letter Evangelium Vitae, 71). Only in this way can the multiple claims to ‘rights’ be linked to truth and the nature of authentic freedom be correctly understood in relation to that truth which sets its limits and reveals its goals.

For her part the Catholic Church in New Zealand continues to do all she can to uphold the Christian foundations of civic life. She is much involved in the spiritual and intellectual formation of the young, especially through her schools. Additionally her charitable apostolate extends to those living on the margins of society and I am confident that, through her mission of service, she will respond generously to new social challenges as they arise.

Your Excellency, I know that your appointment will serve to strengthen further the bonds of friendship which already exist between New Zealand and the Holy See. As you take up your new responsibilities I assure you that the various offices of the Roman Curia are ready to assist you in the fulfilment of your duties. Upon you, your family and your fellow citizens, I cordially invoke the abundant blessings of Almighty God.

DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DELLA REPUBBLICA DELL’AZERBAIGIAN PRESSO LA SANTA SEDE, S.E. IL SIGNOR ELCHIN OKTYABR OGLU AMIRBAYOV

Your Excellency,

It is with particular pleasure that I welcome you to the Vatican as the first Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Holy See. On this auspicious occasion I would ask you kindly to convey my cordial greetings to His Excellency President Aliev, and to the Government and people of your noble land. Assure them of my gratitude for their good wishes and of my prayers for the nation’s peace and well-being.

The Church’s diplomatic relations form a part of her mission of service to the international community. Her engagement with civil society is anchored in the conviction that the task of building a more just world must acknowledge and consider man’s supernatural vocation. The Holy See strives therefore to promote an understanding of the human person who "receives from God his essential dignity and with it the capacity to transcend every social order so as to move towards truth and goodness" (Encyclical Letter Centesimus Annus, 38). From this foundation the Church applies the universal values which safeguard the dignity of every person and serve the common good to the vast array of cultures and nations that constitute our world.

The people of Azerbaijan know only too well that, if the spiritual dimension of persons is repressed or even denied, the soul of a nation is crushed. During the tragic epoch of intimidation in eastern European history, while the supremacy of force prevailed, the monotheistic faith communities present for centuries in your country preserved a hope for justice and freedom, a future in which the supremacy of truth would prevail. Today, they propose this anew. In fact, when my beloved predecessor Pope John Paul II met last November with Religious Leaders of Azerbaijan representing the Muslim, Russian Orthodox and Jewish communities, he commented that the gathering was a symbol for the world of how tolerance between faith communities prepares the ground for a broader human, civil, and social development in greater solidarity.

As Azerbaijan continues to engage in the delicate task of forging its national character, it is to faith communities that political and civic authorities can turn for a determined commitment to shaping the social order in accordance with the common good. Such commitment demands that religious freedom, which preserves the singularity of each faith community, be sanctioned as a fundamental civil right and afforded protection by a robust framework of juridical norms which respect the laws and duties proper to religious communities (cf. Second Vatican Ecumenical Council, Declaration on Religious Freedom Dignitatis Humanae, 2). Such practical support of religious freedom by political leaders becomes a sure means for authentic social progress and peace. In this regard, I acknowledge with thanks the role of President Aliev and your Government in facilitating the reconstruction of the Catholic Church in Bakù together with the foundation of a home for the needy.

Mr Ambassador, sound economic development has been a long-standing aspiration of all Azerbaijan’s citizens. It is also a right which carries the corresponding duty to contribute, according to one’s ability, to the genuine progress of the community. The priority of promoting social and commercial projects capable of creating a more equitable society represents a difficult though stimulating challenge for all who regulate and work in the business sector.

Your country has already taken some steps towards ensuring the fundamental rights of its citizens and promoting democratic practices. Much, however, remains to be achieved. Only in respecting the inviolable dignity of the human person and promoting the corresponding individual liberties can a civil society be constructed which contributes to the prosperity of all its citizens. Be assured that the Catholic Church community, though few in number in Azerbaijan, will, for its part, continue to contribute selflessly to the promotion of justice and the protection of the poor.

Your Excellency, I am confident that the diplomatic mission which you begin today will further strengthen the already fruitful relations existing between the Holy See and your country. Please know that the various offices of the Roman Curia are ready to assist you in the fulfilment of your duties. With my sincere good wishes, I invoke upon you, your family and all the people of Azerbaijan, abundant divine blessings.

È nato il 2 gennaio 1972 a Baky.

È sposato ed ha un figlio.

Diplomato in lingue straniere (Azerbaijan State Institute, 1991), ha successivamente frequentato corsi di Diplomazia a Parigi, di perfezionamento presso il Defense College della NATO di Roma ed in Germania, di Sicurezza Nazionale ed Internazionale negli Stati Uniti d’America.

Ha intrapreso la carriera diplomatica nel 1991, ricoprendo i seguenti incarichi: Terzo Segretario presso il Ministero degli Affari Esteri (1991-1993); Secondo Segretario della Missione Permanente presso le Nazioni Unite a New York (1995-1997); Primo Segretario e Capo Divisione presso il Ministero degli Affari Esteri (1998-1999); Consigliere della Missione azera presso la NATO a Bruxelles (2001-2003); Consigliere della Missione Permanente presso le Nazioni Unite a New York (2003-2004); Capo Missione presso l’Ufficio delle Nazioni Unite a New York (2004-2005).

DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DELLA REPUBBLICA DI GUINEA PRESSO LA SANTA SEDE, S.E. IL SIGNOR EL HADJ ABOUBACAR DIONE

Monsieur l’Ambassadeur,

Je suis heureux de souhaiter la bienvenue à Votre Excellence à l’occasion de la présentation des Lettres qui L’accréditent comme Ambassadeur extraordinaire et plénipotentiaire de la République de Guinée près le Saint-Siège. Sensible aux paroles courtoises que vous m’avez adressées en faisant mémoire de mon vénéré prédécesseur le Pape Jean-Paul II, je vous remercie des vœux cordiaux que vous m’avez transmis de la part de Son Excellence le Général Lansana Conté, Président de la République, ainsi que du Gouvernement et du peuple guinéens. En retour, vous voudrez bien assurer Son Excellence le Président de la République des souhaits de bonheur et de prospérité que je forme pour sa personne et pour tous les Guinéens.

Vous m’avez fait part, Monsieur l’Ambassadeur, de l’attachement de votre pays aux idéaux de paix et de fraternité, particulièrement entre les peuples de votre région, si éprouvés au cours des dernières années. En effet, c’est seulement par un dialogue confiant que les tensions et les conflits peuvent être désamorcés, au profit du bien-être de tous. Pour répondre durablement aux aspirations des peuples à la paix véritable, don qui nous vient de Dieu, nous avons aussi le devoir de nous engager à la construire sur les fondements solides que sont la vérité, la justice et la solidarité.

Parmi les conséquences des violences que connaît votre région, on assiste malheureusement au développement du drame des populations déplacées, qui crée des situations d’urgence humanitaire. Votre pays a généreusement répondu à cette détresse, en donnant notamment l’hospitalité à un nombre important de réfugiés, souvent au prix de grands sacrifices. C’est avant tout le drame d’hommes et de femmes dont il faut soulager les souffrances et à qui il faut rendre l’espoir. Mais ce sont les causes de ces drames qu’il faut éradiquer, car c’est la dignité humaine d’êtres que Dieu a créés qui est gravement atteinte. Je souhaite que les Gouvernants des nations n’oublient pas les réfugiés qui, dans plusieurs pays d’Afrique, attendent avec impatience qu’une attention soit portée à leur sort et que la communauté internationale s’engage avec une ferme détermination en faveur de la paix et de la justice.

L’établissement de la paix commence à l’intérieur de chaque pays, par la recherche de relations d’amitié et de collaboration entre les différentes communautés ethniques, culturelles, religieuses. La foi authentique ne peut engendrer la violence, elle favorise au contraire la paix et l’amour. Malgré les difficultés, l’Église catholique s’est engagée à poursuivre ses efforts pour encourager la compréhension et le respect entre les croyants des différentes traditions religieuses. Je me réjouis donc de savoir qu’en Guinée chrétiens et musulmans travaillent ensemble au bien commun de la société. En développant des relations de confiance, dans le respect des droits légitimes de chaque communauté, les croyants, en union avec tous les hommes de bonne volonté, contribuent à édifier une société libérée de toute forme de dégradation morale et sociale, afin que chacun puisse vivre dans la dignité et la solidarité.

Par votre intermédiaire, Monsieur l’Ambassadeur, je voudrais saluer avec affection les fidèles catholiques de Guinée ainsi que leurs Évêques. Je les encourage vivement à marcher généreusement sur les chemins de la paix et de la fraternité avec tous leurs compatriotes. Forts de l’assistance de l’Esprit de Dieu, qu’ils soient pour leur peuple des signes d’espérance et des témoins ardents de l’amour du Seigneur !

Au moment où Votre Excellence commence sa mission auprès du Siège apostolique, je Lui offre mes vœux les meilleurs pour la noble tâche qui L’attend. Auprès de mes collaborateurs, Elle trouvera toujours l’accueil attentif et la compréhension cordiale dont Elle pourra avoir besoin.

J’invoque de grand cœur sur Votre Excellence, sur ses collaborateurs, sur sa famille, sur le peuple guinéen et sur ses dirigeants, l’abondance des Bénédictions divines.

Ha intrapreso la carriera diplomatica nel 1977, ricoprendo, tra gli altri, i seguenti incarichi: Funzionario del Ministero degli Affari Esteri (1977-1979); Direttore degli Affari Amministrativi e Finanziari della Compagnia Nazionale di Trasporto Aereo (1980-1982); Distaccato presso la Direzione Nazionale delle Dogane del Ministero delle Finanze (1983-1985); Primo Segretario e successivamente Consigliere di Ambasciata in Arabia Saudita (1985-1993); Primo Consigliere della Missione Permanente presso le Nazioni Unite a New York (1993-1999); Ministro di Ambasciata in India (1998-2002); Ambasciatore in Libia ed a Malta (1999-2003).

DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DELLO ZIMBABWE PRESSO LA SANTA SEDE, S.E. IL SIGNOR DAVID DOUGLAS HAMADZIRIPI

Your Excellency,

As I accept the Letters accrediting you as the Ambassador and Minister Plenipotentiary of the Republic of Zimbabwe, I offer you a warm welcome to the Vatican. I ask you kindly to convey to President Mugabe my greetings and prayerful good wishes for your nation and all its people.

With the elections of 31 March 2005, Zimbabwe made a new beginning in confronting the grave social problems which have affected the nation in recent years. It is my fervent hope that the elections will not only contribute to the immediate goals of pacification and economic recovery, but will also lead to the moral rebuilding of society and the consolidation of a democratic order committed to enacting policies dictated by genuine concern for the common good and the integral development of each individual and every social group. At this important hour in the history of your country, particular concern must be shown for the poor, the disenfranchised and the young, who have been most affected by the political and economic instability and who demand genuine reforms aimed at meeting their basic needs and opening before them a future of hope. The great challenge of national reconciliation also demands that while past injustices be recognized and addressed, every effort must be made in the future to act with justice and respect for the dignity and rights of others.

In this regard, I can only second the observations made by Zimbabwe’s Bishops on the eve of the recent elections about the urgent need for "a responsible and accountable leadership" marked by truthfulness, a spirit of service to others, honest management of public goods, commitment to the rule of law and the promotion of the right and duty of all citizens to participate in the life of society. The noble goal of attaining the common good through an ordered social life can only be attained if political leaders are devoted to ensuring the welfare of individuals and groups in a spirit of integrity and fairness. Looking towards Africa’s future role in the international community, my predecessor, Pope John Paul II, insisted that "a better world will come about only if it is built on the foundation of sound ethical and spiritual principles" (Ecclesia in Africa, 114).

I appreciate Your Excellency’s kind reference to the religious, educational and charitable apostolate of the Church in your country, and I assure you of the desire of the nation’s Catholics to support the legitimate aspirations of the people of Zimbabwe. Through her network of educational institutions, hospitals, dispensaries and orphanages the Church stands at the service of people of all religions. She seeks to offer a specific contribution to the future of the nation by educating people in the practical skills and the spiritual values which will serve as the foundation for social renewal. For her part, the Church asks only for the freedom to carry out her proper mission, which serves the coming of God’s Kingdom through her prophetic witness to the Gospel and her inculcation of its moral teaching. The Church thus works for the building of a harmonious and just society, while at the same time respecting and encouraging the freedom and responsibility of citizens to participate in the political process and in the pursuit of the common good.

Your Excellency, as you undertake your mission of representing the Republic of Zimbabwe to the Holy See, I offer my good wishes for the success of your work. Be assured that you may always count on the offices of the Roman Curia to assist and support you in the fulfilment of your high responsibilities. Upon you and your family, and upon all your fellow-citizens, I cordially invoke the abundant blessings of Almighty God.

È sposato ed ha tre figli.

Laureato in Amministrazione d’impresa (Università dello Zimbabwe, 1980), ha successivamente conseguito un Master in Relazioni Internazionali (Università dello Zimbabwe, 1985).

Ha intrapreso la carriera diplomatica nel 1981, ricoprendo i seguenti incarichi: Funzionario del Ministero degli Affari Esteri (1981-1986); Primo Segretario della Missione Permanente presso le Nazioni Unite a New York (1986-1991) e presso il Ministero degli Affari Esteri (1991-1992); Consigliere di Ambasciata in Belgio (1992-1995); Consigliere della Missione Permanente presso le Nazioni Unite a Ginevra (1995-1996); Sotto-Segretario aggiunto e successivamente Sotto-Segretario presso il Ministero degli Affari Esteri (1997-2000); Ministro Consigliere, distaccato presso l’Ufficio degli "Inviati Speciali Alleati" (SADC) a Kinshasa (2000-2002). DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DI SVIZZERA PRESSO LA SANTA SEDE, S.E. IL SIGNOR JEAN-FRANÇOIS KAMMER

Monsieur l’Ambassadeur,

Je suis heureux de vous accueillir, à l’occasion de la présentation des Lettres qui vous accréditent comme Ambassadeur extraordinaire et plénipotentiaire de la Confédération Suisse près le Saint-Siège et je vous remercie de vos aimables paroles. Je vous saurais gré de transmettre à Monsieur le Président de la Confédération Suisse et au Conseil fédéral, mes remerciements pour leurs courtoises salutations, et de leur exprimer en retour mes souhaits cordiaux pour tous les habitants de la Suisse.

Comment ne pas évoquer, au début de notre rencontre, la visite de mon prédécesseur, le Pape Jean-Paul II, dans votre pays, et sa rencontre mémorable avec les jeunes, signe d’espérance pour tous les catholiques de Suisse ? Je me réjouis en même temps des cordiales relations diplomatiques existant entre votre pays et le Saint-Siège. Je me félicite également du dialogue ouvert entre les représentants de la Confédération Suisse et les Évêques du pays pour trouver des solutions satisfaisantes, au niveau fédéral ou cantonal, aux éventuelles difficultés qui pourraient subsister dans les relations mutuelles.

À l’instar de la plupart des pays de l’Europe occidentale, la société suisse a connu une évolution considérable des mœurs et, sous la pression conjuguée des progrès techniques et de la volonté d’une partie de l’opinion publique, des lois nouvelles ont été proposées dans plusieurs domaines touchant au respect de la vie et à la famille. Cela concerne les questions délicates de la transmission de la vie, de la maladie et de la fin de la vie, mais aussi la place de la famille et le respect du mariage. Sur toutes ces questions ayant trait aux valeurs fondamentales, l’Église catholique s’est exprimée clairement par la voix de ses Pasteurs, et elle continuera de le faire, autant que nécessaire, afin de rappeler sans cesse la grandeur inaliénable de la dignité humaine, qui demande le respect des droits humains et d’abord du droit à la vie.

Je voudrais encourager la société suisse à demeurer ouverte sur le monde qui l’entoure, pour tenir sa place dans le monde et en Europe et aussi pour mettre ses talents au service de la communauté humaine, notamment des pays les plus pauvres qui ne pourront se développer sans cette aide. De même, je souhaite que votre pays continue à être ouvert à ceux qui sont venus chez vous chercher du travail ou une protection, convaincu que l’accueil de l’autre est aussi sa richesse. Dans le monde où se développent encore de nombreux conflits, il importe que le dialogue entre les cultures ne soit pas seulement le fait des dirigeants des nations, mais qu’il soit mis en œuvre par tous, dans les familles, dans les lieux d’éducation, dans le monde du travail et dans les relations sociales, afin de construire une véritable culture de paix.

Permettez-moi, Excellence, de saluer par votre entremise les Pasteurs et les fidèles de l’Église catholique qui vivent en Suisse. Je sais qu’ils ont le souci de garder le lien vital de la communion avec le Successeur de Pierre et de vivre en bonne harmonie avec leurs frères chrétiens d’autres traditions.

Comme vous l’avez remarqué, Excellence, vos jeunes compatriotes de la Garde suisse pontificale soulignent ce lien entre la Suisse et le Saint-Siège, rendant le témoignage d’un grand sens du service.

Au moment où vous inaugurez votre mission, recevez, Monsieur l’Ambassadeur, mes vœux les meilleurs, avec l’assurance de toujours trouver auprès de mes collaborateurs accueil et compréhension.

È sposato ed ha due figli.

Laureato in Legge (Università di Ginevra, 1972), ha successivamente superato l’esame dell’Ordine degli Avvocati per il Cantone di Ginevra (1974), diventando Notaio presso la Compagnia svizzera Fiduciary (1975-1976) ed Esperto legale presso il Comitato Internazionale della Croce Rossa (1976-1977).

Ha intrapreso la carriera diplomatica nel 1977, ricoprendo i seguenti incarichi: Funzionario del Ministero degli Affari Esteri (1977); Perfezionamento a Berna ed in Tunisia (1977-1979);

Collaboratore diplomatico alla Direzione di Diritto Internazionale a Berna (1979-1982); Segretario di Ambasciata a Mosca (1982-1985); Consigliere di Ambasciata a Parigi (1985-1989); Capo Ufficio presso il Dipartimento federale degli Affari Esteri a Berna (1989-1993); Capo Aggiunto della Delegazione svizzera presso l’O.S.C.E. (1993-1998); Commissario della 27º Conferenza Internazionale della Croce Rossa col rango di Ambasciatore (1998-2000); Ambasciatore in Ucraina ed in Moldova (2000-2004).

Dall’inizio del 2005 è anche Ambasciatore nella Repubblica Ceca, ove risiede.

DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DI MALTA PRESSO LA SANTA SEDE, S.E. IL SIGNOR ANTONIO GANADO

Signor Ambasciatore!

Ho la gioia di accoglierLa in questa fase di avvio del mio servizio alla Chiesa sulla Cattedra di Pietro: sia il benvenuto! Ella mi presenta oggi le Lettere con le quali il Presidente della Repubblica di Malta La accredita quale Ambasciatore Plenipotenziario e Straordinario presso la Santa Sede. Nell’accoglierle, rivolgo un pensiero di gratitudine al Signor Presidente della Repubblica per le gentili parole che, per Suo tramite, mi ha indirizzato e che testimoniano quanto saldo sia il legame che unisce, sin dai tempi di san Paolo apostolo, la Comunità di Malta alla Chiesa di Roma. Al Signor Presidente ed alla Sua famiglia voglia trasmettere, Signor Ambasciatore, l’espressione dei miei sentimenti di amicizia e di spirituale vicinanza, insieme con fervidi voti augurali per l’intera Nazione.

Mi sento vicino al Popolo maltese, che nei secoli ha sempre manifestato un singolare e sincero attaccamento al Successore di Pietro, Vescovo di Roma e Pastore della Chiesa universale. Conosco bene la fedeltà al Vangelo e alla Chiesa che contrassegna, Signor Ambasciatore, i cristiani del Paese che Ella qui rappresenta. Coerenti con le loro radici cristiane, essi avvertono l’importanza della loro missione anche in questa delicata fase della storia europea e mondiale. Il Popolo maltese sa di essere parte integrante del grande spazio chiamato Europa e, mantenendosi in sintonia con le nobili tradizioni spirituali e culturali che l'hanno sempre caratterizzato lungo i secoli, vuole adoperarsi perché la Comunità europea del terzo millennio non smarrisca il patrimonio di valori culturali e religiosi del suo passato. E’ infatti solo a queste condizioni che si potrà costruire con salda speranza un futuro di solidarietà e di pace.

Dar vita a un’Europa unita e solidale è impegno di tutti i popoli che la compongono. L’Europa infatti deve saper coniugare i legittimi interessi di ogni nazione con le esigenze del bene comune dell’intero Continente. Le sono grato, Signor Ambasciatore, per aver espresso la rinnovata volontà del Suo Paese di essere protagonista in questa nuova fase storica del Continente, contribuendo a consolidarne le capacità di dialogo, di difesa e di promozione della famiglia fondata sul matrimonio, le tradizioni cristiane, l’apertura e l’incontro con culture e religioni diverse.

Sono queste, Signor Ambasciatore, alcune delle riflessioni che sorgono spontanee nel mio animo in questo nostro primo incontro. Le assicuro la piena e sincera disponibilità da parte dei miei Collaboratori ad intrattenere con Lei un dialogo costruttivo in ordine al miglior espletamento dell’alta missione affidataLe. Mi permetta, infine, di rinnovare l’espressione della mia alta considerazione nei confronti dei cittadini di Malta, un Paese caro ai miei venerati Predecessori non meno che a me. Per il benessere di tutta la popolazione, formulo di cuore fervidi voti augurali, che accompagno con una speciale Benedizione Apostolica, avvalorata dalla preghiera per Lei, per le Autorità, per le persone a Lei care e per tutti i cittadini della Sua illustre Nazione.

È nato il 20 settembre 1937.

È sposato ed ha tre figli.

Ha frequentato il St. Aloysius College dei Gesuiti.

Ha lavorato presso la Banca Nazionale di Malta dal 1955 al 1969. Ha quindi esercitato la libera professione nel settore del turismo.

Tra il 1972 ed il 2004 è stato Direttore delle compagnie del "Gruppo Gasan".

È "Donato di devozione" dell’Ordine di Malta.

DISCORSO DEL SANTO PADRE ALL’AMBASCIATORE DEL RWANDA PRESSO LA SANTA SEDE, S.E. IL SIGNOR JOSEPH BONESHA

Monsieur l’Ambassadeur,

Je suis heureux d’accueillir Votre Excellence à l’occasion de la présentation des Lettres qui L’accréditent comme Ambassadeur extraordinaire et plénipotentiaire de la République du Rwanda près le Saint-Siège. Je remercie Votre Excellence de m’avoir transmis les salutations de Son Excellence Monsieur Paul Kagamé, Président de la République. Je lui saurais gré de bien vouloir lui transmettre en retour les vœux que je forme pour sa mission et pour le peuple rwandais tout entier.

Vous soulignez, Monsieur l’Ambassadeur, la disponibilité de votre gouvernement à développer toujours davantage les relations qui existent entre la République du Rwanda et le Saint-Siège, dont l’année 2004 a marqué le quarantième anniversaire de l’établissement. Cette collaboration est fondée sur la volonté commune, dans le respect des prérogatives de chacun, que soient offertes à tous les habitants sans exception les conditions d’un vivre ensemble qui les rende toujours plus participants au progrès humain et spirituel de leur pays, marqué par son histoire récente.

L’an dernier se sont en effet déroulées les cérémonies de commémoration du génocide, rappelant aux Rwandais et au monde entier le terrible drame survenu en 1994, qui a laissé de profondes déchirures dans le tissu social, économique, culturel et familial du pays. Comment ne pas se sentir aujourd’hui appelés à travailler sans relâche à la paix et à la réconciliation, afin de préparer un avenir serein pour les générations présentes et futures ! Cela suppose tout d’abord de s’interroger en conscience sur les causes profondes de cette tragédie, afin d’enraciner dans les mémoires et dans les cœurs le devoir impérieux d’apprendre à vivre en frères et de refuser la barbarie sous toutes ses formes. Cela requiert aussi que soient assurées les conditions de sécurité qui permettent un fonctionnement harmonieux des institutions démocratiques. Il importe également de garantir les droits fondamentaux de tous les citoyens et de les faire accéder à une justice équitable, rendue dans des délais convenables, qui serve la vérité et qui bannisse la peur, la vengeance, l’impunité et les inégalités. Il faut espérer que les efforts en cours pour mettre en œuvre une justice véritablement réconciliatrice serviront à la consolidation de l’unité nationale et détermineront les choix politiques, économiques et sociaux, qui favoriseront un développement durable du pays, une dignité recouvrée pour tous ses habitants, et un surcroît de stabilité pour la région des Grands Lacs.

J’ai été sensible aux paroles par lesquelles Votre Excellence soulignait le rôle positif joué par l’Église catholique dans le processus de reconstruction nationale. L’Église s’est en effet fortement impliquée sur le chemin de la réconciliation et du pardon, par les prises de parole de ses Évêques, que j’ai rencontrés ici récemment, par ses nombreuses œuvres dans le domaine caritatif, éducatif et sanitaire, ainsi que par une pastorale attachée à guérir les cœurs et à faire découvrir la joie de vivre en frères. En cette année de l’Eucharistie, les fidèles et les pasteurs sont particulièrement attachés à la possibilité de célébrer, le dimanche, le Sacrement de l’unité, dans lequel ils trouvent une vigueur nouvelle pour devenir artisans de communion et d’espérance. Comme je le rappelais au Corps diplomatique accrédité près le Saint-Siège, l’Église «ne demande aucun privilège pour elle-même, mais uniquement les conditions légitimes de liberté et d’action à sa mission » (12 mai 2005). Il est souhaitable qu’un dialogue suivi avec les Autorités de votre pays fasse toujours mieux percevoir le désir de l’Église catholique de participer activement au développement humain et spirituel de tous les Rwandais. Ces liens de collaboration confiante lui sont nécessaires pour exercer toujours plus efficacement sa mission et pour travailler à la fraternité et à la paix, dans le respect de la spécificité des communautés humaines et religieuses qui composent la nation. L’élaboration en cours des Conventions sur l’éducation et sur la santé témoignent du souci commun d’œuvrer, dans le respect de la mission de chacun, à la construction d’une nation plus unie et plus solidaire.

Au moment où vous inaugurez votre mission auprès du Saint-Siège, je vous offre mes vœux les meilleurs pour son heureux accomplissement. Soyez assuré qu’auprès de mes collaborateurs vous trouverez toujours l’accueil attentif et compréhensif dont vous aurez besoin.

Sur votre Excellence, sur sa famille, sur ses collaborateurs ainsi que sur tout le peuple rwandais et ses dirigeants, j’invoque de grand cœur l’abondance des Bénédictions divines.

Ha conseguito una laurea in Bioblioteconomia e Bibliografia (Istituto di Cultura di Minsk ex-URSS, 1989).

Ha ricoperto i seguenti incarichi: Vice-Direttore della Biblioteca dell’Università Nazionale del Rwanda (1989-1991); Direttore del Collegio di studi superiori A.P.A.P.E. (1991-1994); Segretario particolare del Governatore della Banca Nazionale del Rwanda (1994-1996); Controllore generale della "Società Industriale del Rwanda" - SIRWA (1996-1997); Direttore commerciale della Società Kigali General Motors S.A. (1997-1999); Funzionario del Programma delle Nazioni Unite per lo Sviluppo - PNUD (1999-2000); Direttore dell’Ufficio Nazionale delle Poste (2001-2002); Ambasciatore nella Repubblica Popolare di Cina (2002-2004).

Attualmente è anche Ambasciatore in Belgio, ove risiede.
