In questo consueto incontro con Voi mi pregio di presentare il Bilancio Consuntivo Consolidato della Santa Sede per l’esercizio 2001, l’ultimo in lire italiane.

In this customary meeting with you, I am pleased to present the Consolidated Financial Statement of the Holy See for fiscal year 2001, the last to be reported in Italian lire.

Essendo un bilancio consolidato, esso rappresenta unitariamente tutti i costi ed i ricavi delle diverse amministrazioni vaticane che entrano nell’area di consolidamento. Si tratta dell’Amministrazione del Patrimonio della Sede Apostolica (APSA) – che è la più importante – della Congregazione per l’Evangelizzazione dei Popoli, della Camera Apostolica, della Radio Vaticana, dell’Osservatore Romano – Tipografia Vaticana (accorpate per quanto riguarda l’amministrazione), del Centro Televisivo Vaticano e della Libreria Vaticana.

As a consolidated financial statement, it represents collectively the expenses and income of the various Vatican administrations included in the consolidation. These are the Administration of the Patrimony of the Holy See (APSA) - which is the largest - the Congregation for the Evangelization of Peoples, the Apostolic Camera, Vatican Radio, the Osservatore Romano / Vatican Press (combined with regard to administration), the Vatican Television Center, and the Vatican Publishing House.

Com’è noto, per l’economia mondiale il 2001 è stato un anno tutt’altro che soddisfacente. Anche il nostro bilancio 2001 ha registrato un disavanzo netto di 6.727 milioni di Lire (pari a US$ 3.062 mila al cambio di fine 2001 di Lire 2.197,06 per dollaro e a 3.474 mila euro), quale saldo tra costi complessivi di 387.972 milioni (pari a US$ 176.587 mila e a 200.371 mila euro) contro 381.245 milioni di ricavi globali (pari a US$ 173.525 mila e a 196.897 mila euro). A fronte del precedente esercizio, i costi sono diminuiti di 16.406 milioni di Lire, pari al 4,1% mentre i ricavi sono diminuiti di 40.853 milioni di Lire, pari al 9,7%.

As you know, for the world economy, the year 2001 has been highly difficult. Our financial statement for 2001 has registered this fact, with a deficit of 6.727 billion lire (equal to US $3.062 million at the rate of exchange at the close of 2001 of 2,197.06 lire per dollar, and equal to 3.474 million euro), resulting from total expenses of 387.972 billion (equal to US $176.587 million and to 200.371 million euro) and total income of 381.245 billion (equal to US $173.525 million and to 196.897 million euro). In comparison with the preceding fiscal year, the expenses diminished by 16.406 billion lire or 4.1%, while the income diminished by 40.853 billion, or 9.7%.

Il risultato negativo, che fa seguito ad un periodo di avanzi di bilancio, è da addebitarsi a diversi fattori:

The negative result, which follows a period of surplus statements, is caused by various factors:

- il forte calo dell’utile netto del settore finanziario (nel quale sono in diminuzione gli utili su negoziazione titoli e soprattutto quelli su fluttuazioni);

- the sharp fall in income from the financial sector (within which the revenues from securities and, above all, from fluctuations in the rate of exchange) decrease;

- l’aumento degli oneri per l’attività istituzionale (maggiori costi per lavori di manutenzione degli immobili, maggiori costi delle Rappresentanze Pontificie);

- the increased expenses of institutional activity (higher costs of real estate maintenance, higher costs of Apostolic Nunciatures);

- l’aumento dei costi delle Aziende Mediatiche.

- the increase in expenses of the media companies.

Ciò premesso, passo ora ad analizzare le principali voci del bilancio economico, che come di consueto sono espresse, per ragioni di affinità, nei seguenti quattro settori.

With this introduction, I pass now to the analysis of the principal entries of the operating statement, which are expressed, as is the custom, in the following four sectors, according to relatedness of activities.

1) Attività istituzionale. Questo primo settore ingloba tutti i Dicasteri della Curia Romana (Segreteria di Stato, Congregazioni, Consigli, Tribunali, Sinodo dei Vescovi ed Uffici vari); essi assistono più da vicino il Santo Padre nel suo ministero di Pastore Universale a servizio delle Chiese particolari ed anche a beneficio dell’umanità come operatore di pace nel mondo di oggi. Trattandosi di organismi chiamati a rendere servizi, non producono in genere ricavi. Da qui il senso del canone 1271 del Codice di Diritto Canonico, che invita i Vescovi a venire incontro liberamente, secondo le loro disponibilità, alle necessità della Santa Sede per consentirle di prestare il suo servizio alla Chiesa Universale, così come, a norma del can. 1263, le Curie diocesane sono sostenute da libere offerte provenienti dalle parrocchie.

1) Institutional activity. This sector encompasses all the Dicasteries of the Roman Curia (Secretariat of State, Congregations, Councils, Tribunals, the Synod of Bishops and various Offices); these assist the Holy Father closely in his ministry as Universal Pastor at the service of the Particular Churches and also for the benefit of humanity as peacemaker in the world of today. Since this sector concerns organs that are called to render service, it does not generally produce income. From this is derived the rationale for Canon 1271 of the Code of Canon Law, which invites the Bishops to freely meet the financial needs of the Holy See, according to their means, in order to make it possible for it to give service to the Universal Church, in the same way as, according to Canon 1263, the diocesan curiae are sustained by the free offerings coming from the parishes.

Gli introiti derivanti da questa disposizione oblativa hanno raggiunto nel 2001 la somma di 45.402 milioni, con un incremento di 2.183 milioni (+5,05%) a fronte del risultato del 2000. A questo flusso si sono uniti istituti religiosi maschili e femminili e soprattutto Fondazioni, Associazioni ed Enti cattolici e semplici fedeli, dai quali è pervenuta una massa oblativa pari a 82.109 milioni.

In 2001, the revenues derived from these offerings reached the sum of 45.402 billion, with in increase of 2.183 billion or 5.05% over the year 2000. To these revenues are added the contributions of religious institutes and, above all, those of foundations, associations, other catholic entities, and individual faithful, who together gave a sum of 82.109 billion.

Quanto ai costi, ammontati a 199.642 milioni, vorrei sottolineare che l’aumento è stato causato, non solo dagli oneri sempre crescenti del personale ma anche da maggiori spese generali ed amministrative e da manutenzioni e costruzioni di nuove sedi delle nostre Rappresentanze Pontificie.

With regard to expenses, amounting to 199.642 billion, I would like to underline that the increase was caused not only by the ever-increasing cost of personnel but also by greater general and administrative expenses and by maintenance and construction of new Apostolic Nunciatures.

Questo importante settore si è quindi chiuso con un disavanzo pari a 63.484 milioni, essendo stati i ricavi totali pari a 136.158 milioni.

This important sector therefore closed with a deficit of 63.484 billion, the total income having been 136.158 billion.

2) Attività finanziarie. In questo settore sono comprese le attività finanziarie delle sette amministrazioni consolidate di cui la più importante è la sezione straordinaria dell’APSA. Il risultato netto di questo settore è stato di 63.745 milioni, inferiore di circa il 50% a quello registrato nel 2000. Esso è da attribuirsi all’andamento non favorevole dell’economia mondiale nel corso dell’anno, sul quale hanno pesato notevolmente le vicende degli attentati dell’11 settembre. L’andamento altalenante delle Borse ha prodotto utili su negoziazione titoli per 20,3 miliardi (contro i 47,7 del 2000) e ha ridotto il margine netto positivo sulle fluttuazioni dai 30,5 miliardi del 2000 a 1,1 miliardi del 2001. A livello globale il settore si concreta in costi per 47.019 milioni contro ricavi per 110.764 milioni.

2) Financial Activity. This sector includes the financial activities of the seven consolidated administrations of which the most important is the Extraordinary Section of the Administration of the Patrimony of the Holy See (APSA). The result in this sector amounted to 63.745 billion, less by approximately 50% than that registered for 2000. This is attributed to the unfavorable course of the world economy during the year, heavily aggravated by the attacks of 11 September. The course ups and downs of the markets produced income from sales of securities of 20.3 billion (compared with 47.7 in 2000) and reduced the net positive margin on fluctuations in the rate of exchange from 30.5 billion in 2000 to 1.1 billion in 2001. As a whole the sector registers expenses of 47.019 billion against income of 110.764 billion.

3) Il settore immobiliare nell’esercizio 2001 ha avuto costi complessivi di 59.581 milioni e ricavi pari a 84.526 milioni; pertanto il conto economico s’è chiuso con un avanzo di 24.945 milioni, inferiore di più di 4,9 miliardi a quello del 2000, a causa delle maggiori spese per riparazioni e manutenzioni (+20% rispetto al 2000).

3) Real Estate. The real estate sector in 2001 had total expenses of 59.581 billion and income of 84.526 billion, thus closing with a gain of 24.945 billion, lower by more than 4.9 billion than that of 2000, due to the greater expenditures for maintenance and repairs (up 20% compared to 2000).

4) L’attività delle Istituzioni mediatiche collegate con la Santa Sede registra un aumento del disavanzo: dai 37.711 milioni del 2000 si passa ai 41.895 del 2001, saldo, quest’ultimo, di costi per complessivi 81.730 milioni contro ricavi per 39.835 milioni. A fronte del precedente esercizio che aveva registrato qualche miglioramento riconducibile all’effetto giubilare, la gestione dei citati organismi presenta segni di generale appesantimento.

4) Media Institutions. The activity of the Media Institutions connected with the Holy See registers an increase in deficit. From 37.711 billion in 2000 the deficit rises to 41.895 in 2001, the result of total expenses of 81.730 billion against income of 39.835 billion. In contrast to the preceding fiscal year, which registered some improvement traceable to the Jubilee Year, these organs present signs of general sluggishness.

L’ultima parte del conto economico riguarda costi e ricavi diversi che presenta un risultato positivo di 9.962 milioni (nel 2000 si era registrato un risultato negativo di 41.946 milioni). Tale risultato positivo è ascrivibile in gran parte a sopravvenienze attive conseguenti al recupero di accantonamenti prudenziali ormai superati, nonché alla cancellazione di posizioni debitorie scadute.

The last part of the operating statement addresses various income and expenses which present a positive result of 9.962 billion (compared to a negative result of 41.946 in 2000). This positive result can be attributed in large part to the extraordinary income from the recuperation of a fund created to cover the eventuality of a negative judgment in a lawsuit that has since been resolved, as well as from the cancellation of expired debts.

Dopo aver sottoposto il Bilancio all’esame del Consiglio dei Revisori Internazionali, ho avuto il privilegio di presentare il Bilancio Consuntivo Consolidato 2001 della Santa Sede al Santo Padre nel corso dell’Udienza concessami il 2 luglio scorso e di illustrarlo al Consiglio di Cardinali per lo studio dei problemi organizzativi ed economici della Santa Sede, riunitosi ieri. Il bilancio ora sarà tradotto nelle diverse lingue ed inviato ai Vescovi e Superiori Generali degli Ordini Religiosi.

After having submitted the financial statement to the examination of the Council of International Auditors, I had the privilege of presenting the Consolidated Financial Statement for the Holy See for 2001 to the Holy Father in the course of an audience granted to me on 2 July 2002 and to present it to the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See, which held its meetings yesterday. The financial statement will now be translated in various languages and sent to the Bishops and Superiors General of Religious Institutes.
