CONFERENZA STAMPA DI PRESENTAZIONE DEL BILANCIO CONSUNTIVO CONSOLIDATO DELLA SANTA SEDE PER L’ANNO 1999

Alle 11.30 di questa mattina, nell’Aula Giovanni Paolo II della Sala Stampa della Santa Sede, ha luogo la Conferenza Stampa di presentazione del Bilancio Consuntivo Consolidato della Santa Sede per l’anno 1999.

Prendono parte alla Conferenza Stampa: S.E. Mons. Sergio Sebastiani, Presidente della Prefettura degli Affari Economici della Santa Sede; S.E. Mons. Franco Croci, Segretario della medesima Prefettura, il Dott. Ivan Ruggiero, Ragioniere Generale della Prefettura.

Pubblichiamo di seguito l’intervento di S.E. Mons. Sergio Sebastiani:

Accompagnato dai miei più stretti collaboratori, ho il piacere di presentare i risultati del Bilancio Consuntivo Consolidato della Santa Sede per l’esercizio 1999.

Accompanied by my closest collaborators, it is my pleasure to present, for the first time, the results of the Consolidated Financial Statement of the Holy See for fiscal year 1999.

Vorrei anzitutto ricordare che si tratta di un Bilancio Consolidato. Ciò significa che sono riuniti in un solo Bilancio i costi ed i ricavi di sette Amministrazioni della Santa Sede, ossia l’Amministrazione del Patrimonio della Sede Apostolica (APSA),

I would like to begin by emphasizing that we are dealing with a consolidated financial statement. This means that there are grouped together in one statement the costs and revenues of seven administrations of the Holy See, i.e. the Administra-

la Congregazione per l’Evangelizzazione dei Popoli, la Camera Apostolica, la Radio Vaticana, la Tipografia Vaticana/Osservatore Romano (accorpate), la Libreria Editrice Vaticana ed il Centro Televisivo Vaticano, inserito già lo scorso anno nel consolidato. Tra queste Amministrazioni, la più importante è l’Amministrazione del Patrimonio della Sede Apostolica (APSA) perché con la sua Sezione Ordinaria presiede alla gestione amministrativa di quasi tutti gli Uffici della Curia Romana, effettuandone i pagamenti degli stipendi, degli oneri sociali, degli acquisti, delle manutenzioni degli edifici, ecc.

tion of the Patrimony of the Apostolic See (A.P.S.A.), the Congregation for the Evangelization of Peoples, the Apostolic Chamber, Vatican Radio, the Vatican Press/Osservatore Romano, and the Vatican Television Center. Among these administrations, the most important is the Administration of the Patrimony of the Apostolic See (A.P.S.A.) since its Ordinary Section controls the management of almost all the Offices of the Roman Curia, effectuating operations such as the payroll, purchasing, maintenance of buildings, etc.

Sono lieto di riferire che nel 1999, per il settimo anno consecutivo, la Santa Sede ha chiuso il bilancio consuntivo consolidato con un avanzo.

I am happy to report that in 1999, for the seventh consecutive year, the Consolidated Financial Statement of the Holy See closed with a net gain.

I costi totali sono stati di 348.500 milioni di lire mentre i ricavi totali sono stati di 358.225 milioni di lire, con un avanzo netto di 9.725 milioni di lire, pari a 5.046 mila dollari al tasso di cambio di fine anno di 1927,4 lire per dollaro.

Total costs amounted to 348.500 billion lire while total revenues amounted to 358.225 billion, resulting in a net surplus of 9.725 billion, equal to US $5,046,000 calculated at the end-of-year exchange rate of 1927.4 lire per dollar.

È interessante rilevare che, a fronte del precedente esercizio, i costi sono cresciuti di 12,5 miliardi (ossia del 3,7%) e che la crescita dei ricavi è stata ben più consistente, con un miglioramento di 19,7 miliardi (pari ad un tasso d’incremento del 5,8%). Di fronte a questi dati globali, va subito detto che la crescita dei costi è stata in gran parte determinata dalle maggiori attività degli Uffici della Curia Romana e delle aziende "mediatiche" vaticane in preparazione dell’imminente Giubileo del 2000; mentre la crescita dei ricavi è dovuta alla favorevole situazione valutaria, specialmente per effetto dell’apprezzamento del dollaro americano.

It is interesting to note that, in comparison with the previous fiscal year, the expenses grew by 12.5 billion, or 3.7%, and that the growth of revenues was even more substantial, with an increase of 19.7 billion, or 5.8%. In face of these figures, it must be immediately be said that the augmentation in costs was in large part determined by the increased activities of the offices of the Curia Romana and of the commercial media enterprises of the Vatican in preparation for the imminent Jubilee of the year 2000. The increase in revenues, however, is attributed to the favorable exchange rates among currencies, especially the appreciation of the value of the American dollar.

Questa dinamica, che ha caratterizzato a consuntivo l’esercizio ’99 della Santa Sede, è più evidenziata analizzando le principali voci del conto economico.

This dynamic, which characterized the financial statement of the Holy See for 1999, will be more amply demonstrated by an analysis of the principal entries of the Operating Statement.

Il primo settore - Attività Istituzionale - ingloba tutti i Dicasteri della Curia Romana (Segreteria di Stato, Congregazioni, Consigli, Tribunali, Sinodo dei Vescovi ed Uffici) che assistono più da vicino il Santo Padre nel Suo ministero a servizio della Chiesa nel mondo. Questi Organismi sono chiamati a rendere servizi e non producono ricavi propri, tranne un piccolo ammontare come tasse per rescritti; ciò spiega perché l’attività istituzionale della Santa Sede è sostenuta da introiti provenienti da altre fonti, essenzialmente oblative.

 

The first sector of the consolidated operating statement deals with Institutional Activities and involves all the dicasteries of the Roman Curia (Secretariat of State, Congregations, Councils, Tribunals, Synod of Bishops and Offices) which closely assist the Holy Father in his ministry in the service of the Church in the world. These organs are called to offer service and do not themselves produce income apart from a modest sum deriving from fees for rescripts. This explains why the institutional activity of the Holy See is sustained by revenues deriving from other sources.

Questa annotazione m’invita a leggervi il testo del can. 1271 del Codice di Diritto Canonico:"I Vescovi, in ragione del vincolo di unità e di carità, secondo le disponibilità della propria Diocesi, contribuiscano a procurare i mezzi di cui la Sede Apostolica, secondo le condizioni dei tempi, necessita, per essere in grado di prestare in modo appropriato il suo servizio alla Chiesa Universale".

This clarification offers me the opportunity to read you the text of canon 1271 of the Code of Canon Law: "In view of their bond of unity and charity and in accord with the resources of their dioceses, bishops are to assist in procuring those means whereby the Apostolic See can properly provide for its service to the universal Church according to the conditions of the times".

L’applicazione di questa norma canonica - analoga a quella del can. 1263 secondo cui l’attività della Curia diocesana è sostenuta da offerte provenienti dalle parrocchie - fu decisa in seguito ad un incontro di tutti i Presidenti delle Conferenze Episcopali del mondo tenutosi nell’aprile del 1991.

A meeting of all the Presidents of the Episcopal Conferences of the worls held in April of 1991 decided upon the application of this canonical norm, which is analogous to that of canon 1263 according to which the activities of the diocesan curia are sustained by offerings coming from the parishes.

Interessante è notare in proposito che a questi contributi provenienti dalle Diocesi si sono aggregate le offerte spontaneamente elargite dagli Istituti Religiosi maschili e femminili, da Istituzioni, Enti e Fondazioni ecclesiali e da semplici fedeli. Questa gara di solidarietà ha permesso alla Santa Sede di interrompere il preoccupante lungo periodo in cui tutti i suoi bilanci chiudevano in disavanzo. Senza queste oblazioni saremmo ancora in una situazione deficitaria.

1992 to 41.244 billion in 1999, which is the highest entry yet achieved. It is interesting to note how these contributions made by the dioceses have combined with the donations made spontaneously by Male and Female Religious Institutes and by Institutions, foundations and other Church bodies, as well as by the lay faithful. This solidarity has enabled the Holy See to interrupt the long and worrying period in which all its operating statements closed with a loss. Without these donations we would still be in the same situation of deficit.

Il bilancio 1999 del primo settore - Attività Istituzionali - presenta costi per 174.294 milioni cui si contrappongono ricavi per 129.332 milioni, e quindi un disavanzo di 44.962 milioni.

The first sector, Institutional Activities, presents expenses of 174.294 billion, against revenues of 129.33 billion, and thus a deficit of 44.962 billion.

A fronte del precedente esercizio si è verificato un duplice movimento: da un lato costi maggiori di 8,3 miliardi per attività in gran parte correlate con gli eventi giubilari (riunioni, assemblee internazionali, pubblicazioni speciali); dall’altro ricavi minori di 3,7 miliardi per una flessione delle offerte da parte degli istituti religiosi maschili e femminili e dei vari enti, fondazioni ed associazioni, parzialmente però compensata da un incremento di 3,5 miliardi delle contribuzioni derivanti dal can. 1271. Quanto ai costi, vorrei ricordare che essi includono le spese generali ed amministrative, le manutenzioni e le riparazioni degli immobili ad uso istituzionale, le Rappresentanze Pontificie, il costo del personale del settore.

Two trends are seen in this fiscal year: on the one hand, there are greater expenses by 8.3 billion because of activity largely connected with Jubilee events (meetings, interenational assemblies, special publications); on the other hand, there are lower revenues by 3.7 billion due to a drop in contributions from Religious Institutes and from foundations, associations, and other entities which, however, was partly offset by an increae of 3.5 billion in contributions deriving from Canon 1271. With regard to consts, I would like to remind you that these include general and administrative expense, maintenance and repair of real estate dedicated to institutional use, Papal representation to other governments, and the cost of personnel for the sector.

del ’98 a 99,2 miliardi del 1999, con un incremento inferiore al tasso di inflazione osservato nell’anno.

from 98 billion in 1998 to 99.2 billion for 1999, an increase by less than the rate of inflation seen for the year.

Il secondo settore del conto economico è costituito dall’Attività Finanziaria, che ha registrato ricavi totali per interessi, dividendi, negoziazioni titoli, ecc. per 117.429 milioni; mentre i costi per interessi passivi, diritti di custodia, perdite per fluttuazioni, sono stati di 30.516 milioni. Il che ha comportato un avanzo di settore per 86.913 milioni. Ricordo che l’avanzo dello scorso anno, per questo comparto di attività finanziaria, ha superato i 43 miliardi, attestandosi ad un livello di poco inferiore alla metà del risultato ’99. L’avanzo netto registrato nel settore si pone in diretta correlazione con gli eventi che hanno caratterizzato l’andamento dell’anno e che si compendiano nell’apprezzamento del dollaro nei confronti della lira e delle altre valute dell’area euro.

The second sector of the consolidated operating statement is that of Financial Activities which registered total revenues from interest, dividends, and sales of securities, etc., of 117.429 billion. Costs deriving from interest expense, expenses for the custodianship of securities, and losses on fluctuations totaled 30.516 billion, resulting in a net gain of 86.913 billion. I recall that the profit of the previous year for the Financial Activities sector stood at more than 43 billion, reaching a level slightly less than half of the result for 1999. The net gain registered in this sector is in direct correlation with the events that characterized the course of the year and which converged in the appreciation of the dollar in comparison with the lira and the other currencies of the euro area.

In proposito rilevo che, a fine ’98, per un dollaro occorrevano 1.653,1 lire; a fine ’99 la quotazione del dollaro era salita a 1.927,4 con un incremento di 16,6 punti percentuali. A tassi di interesse dell’area dollaro più alti rispetto ai tassi delle altre aree, si aggiungono i benefici derivanti da un più favorevole cambio del dollaro, che si ripercuotono su un bilancio, come quello della Santa Sede, espresso in lire.

In this regard, I point out that at the close of 1998 the dollar was worth 1,653.1 lire; at the end of 1999, the value of the dollar had soared to 1,927.4 lire, increased by 16.6%. Higher interest rates for the dollar area in comparison with those of other areas plus the positive effects of the favorable exchange rates for the dollar had positive repurcussions on a financial statement expressed in Italian lire, like that of the Holy See.

Nel 1998 le fluttuazioni su cambi avevano inciso in negativo per un importo vicino ai 20 miliardi; a fine ’99 le fluttuazioni su cambi hanno invece registrato un valore positivo per circa 15,5 miliardi.

In 1998 the fluctuation of exchange rates resulted in a loss of approximately 20 billion. At the end of 1999 the fluctuation of rates of exchange resulted in a positive value of roughly 15.5 billion.

Debbo anche sottolineare che, nell’adempimento dei loro compiti, i gestori delle limitate disponibilità della Santa Sede hanno saputo cogliere i momenti più opportuni per dare la preferenza al comparto titoli (azioni ed obbligazioni) rispetto agli investimenti liquidi, in ciò operando scelte mirate sia alla salvaguardia del patrimonio (come del resto fa ogni buon padre di famiglia) sia al raggiungimento di risultati economici in linea con quelli di mercato.

I must also highlight the fact that, in the fulfillment of their responsibilities, the managers of the limited cash resources of the Holy See knew how to sieze the opportunity to take advantage of investment in securities (stocks and bonds) vesus investments in currencies, making choices that are reflected in the safeguarding of assets and in achieving economic results in line with those of the market.

Il terzo settore del conto economico si riferisce all’Attività Immobiliare, i cui ricavi totali nel 1999 sono stati di 71.790 milioni, mentre i costi sono stati di 53.049 milioni, con un avanzo netto di 18.741 milioni, e con un calo di circa 8 miliardi rispetto al precedente esercizio. La diminuzione dell’avanzo di questo settore, pur rilevante per entità, trova la spiegazione non nella flessione dei ricavi tipici ma nell’aumento delle spese dirette su immobili, per quasi 9 miliardi, dovuto soprattutto a necessari lavori di manutenzione delle unità abitative.

The third sector of the consolidated operating statement concerns Real-Estate Activities whose total revenues in 1999 amounted to 71.790 billion, while costs totaled 53.049 billion, for a result that falls approximately 8 billion compared with the preceding fiscal year. The decrease in the gain for this sector, although significant, can be explained not by a drop in revenues, but by an increase in direct expenses for real estate, by almost 9 billion, due above all to necessary maintenance on living quarters.

 

Il quarto settore del conto economico, cioè quello relativo all’Attività delle quattro Istituzioni collegate con la Santa Sede, ha invece accusato un disavanzo di 39.276 milioni, quale saldo tra ricavi per 39.674 milioni e costi per 78.950 milioni. Non si è ripetuto l’andamento riduttivo del disavanzo rilevato lo scorso anno a motivo soprattutto di un aumento dei costi di struttura che ha così influito sull’innalzamento del deficit in vista dell’anno giubilare.

 

The fourth sector of the consolidated operating statement, dealing with the Activities of the Four Institutions Connected with the Holy See, reveals a loss of 39.276 billion, with revenues of 39.674 billion and expenses of 78.950 billion. The reduction of the deficit achieved in the previous year was not repeated, due above all to an increase in operating costs that raised the deficit in view of the Jubilee year.

Più in particolare, nell’anno in rassegna, L’Osservatore Romano (il cui bilancio non consolidato chiude con un disavanzo di 4,5 miliardi) ha incrementato la propria presenza nell’area europea e nel bacino del Mediterraneo, portando a circa 4 milioni il numero delle copie distribuite, con trentaseimila abbonamenti; la Radio Vaticana (il cui disavanzo non consolidato ascende a 35,5 miliardi, inferiore di 1,5 miliardi a quello del ’98) ha aumentato le ore di trasmissione, irradiando i propri programmi in 47 lingue diverse ed incrementando gli indici di ascolto attraverso collegamenti stabili con 700 altre stazioni radio che ritrasmettono i programmi della Radio stessa. La compagine del personale non arriva a 400 unità, rappresentative di 63 diverse nazionalità. La Libreria ha incrementato le vendite portandole ad oltre 15 miliardi, con quasi un miliardo in più rispetto al precedente esercizio, così come è aumentato il fatturato della Tipografia Poliglotta Vaticana, che dal ’91 cura anche la stampa delle varie edizioni de L’Osservatore Romano. Il Centro Televisivo Vaticano chiude con un disavanzo di circa 200 milioni prima del consolidamento. E’ presente su Internet con l’Angelus ed un programma settimanale ‘Octava dies’; ha seguito i viaggi del Santo Padre all’estero registrando oltre 214 telecronache, la maggior parte delle quali con proprie riprese.

In greater detail, in 1999, the Osservatore Romano (whose individual financial statement closes with a deficit of 4.5 billion) increased its presence in Europe and the Mediterranean, bringing to approximately 4 million the number of copies distributed, with thirty six thousand subscriptions. Vatican Radio (whose deficit in its single financial statement fell to 35.5 billion, less by 1.5 billion than that of 1998) augmented its broadcast hours, transmitting its programs in 47 different languages and increasing its ratings through stable links with 700 other radio stations that rebroadcast the programs of Vatican Radio itself. The total of personnel is less than 400 persons, representing 63 different nationalities. The Vatican Publishing House and Bookstore increased its sales to more that 15 billion, almost a billion more than the previous fiscal year. So also the intake of the Vatican Polyglot Press, which since 1991 also prints the various editions of the Osservatore Romano, increased. The Vatican Television Center closes with an deficit of approximately 200 million. It is now on the internet with the Angelus and a weekly program "Octava Dies", and it has followed the travels of the Holy Father filming over 214 telechronicles, for the most part using its own footage.

Un ultimo settore residuale del conto economico presenta un disavanzo di 11.691 milioni, dovuto, in massima parte, alla necessità di incrementare il fondo del passivo consolidato destinato a far fronte ai pagamenti delle pensioni di coloro che hanno lasciato il servizio attivo prima del 1993.

The last sector, Other Revenue and Expense, shows a deficit of 11.691 billion, due mostly to the necessity of increasing the fund under Liabilities in the Balance Sheet designated for the payment of pensions to employees who retired before January 1, 1993.

Ho avuto il privilegio di presentare il Bilancio Consuntivo Consolidato della Santa Sede al Santo Padre ed al Consiglio di Cardinali per lo studio dei problemi organizzativi ed economici della Santa Sede, nella sua riunione del 21 c.m.

It has been my privilege to present the Consolidated Financial Statement of the Holy See to the Holy Father and to the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See in its meetings of June 21, 2000.

Il Bilancio verrà ora tradotto in inglese, francese, tedesco e spagnolo, e una copia sarà inviata a tutti i Vescovi del mondo e a tutti i Superiori Maggiori degli Istituti Religiosi.

The Consolidated Financial Statement will now be translated into English, French, German and Spanish, and copies will be sent to all the bishops of the world and to the Major Superiors of the Religious Institutes.

In conclusione, come risulta da quanto detto, la Santa Sede continua a dipendere in misura notevole dalle contribuzioni provenienti dalle Diocesi in virtù del Canone 1271, dagli Istituti Religiosi, da Istituzioni, Fondazioni, Associazioni ed altri Enti.

In conclusion, as can be deduced from what has been set out above, the Holy See continues to depend to a great extent on the contributions coming from the dioceses in virtue of canon 1271, on the Religious Institutes, and on Institutions, Foundations, Associations and other bodies.

Profitto ancora una volta di questa circostanza per esprimere, da un lato, il più sentito grazie della Santa Sede per la generosità mostrata da tutti e, dall’altro, la speranza che questa copiosa messe di contributi non venga meno, specie in un anno di grazia giubilare, in cui tutti ci sentiamo ancor più vicini al Santo Padre, per aiutarLo e confortarLo nella Sua alta missione pastorale.

I take this opportunity once again to express on the one hand the most deeply felt gratitude of the Holy See for the generosity demonstrated by all and, on the other hand, the hope that this abundant gathering of contributions will not be reduced, particularly in a year of Jubilee graces, in which all feel themselves closer to the Holy Father, desirous of helping him and comforting him in his great pastoral mission.
