The Holy Father has accepted the resignation from the pastoral care of the apostolic vicariate of Taytay in the Philippines, presented by H.E. Msgr. Edgardo Sarabia Juanich.
Appointment of bishop of Ilagan, Philippines
The Holy Father has appointed as bishop of the diocese of Ilagan, Philippines, H.E. Msgr. David William Valencia Antonio, currently titular bishop of Basti and auxiliary of Nueva Segovia. The prelate will continue his service as apostolic administrator of the apostolic vicariate of San José in Mindoro until the appointment of a successor.
H.E. Msgr. David William Valencia Antonio
H.E. Msgr. David William Valencia Antonio was born in Nagtupacan, Santo Domingo, Ilocos Sur, on 29 December 1963. He attended philosophy classes at the “San Pablo Seminary” of Baguio City, and theology courses at the “Immaculate Conception School of Theology” in Vigan City. He then completed his studies at the “Catholic University of America” in Washington, obtaining a doctorate in S. theology.
He was ordained a priest on 1 December 1988 for the archdiocese of Nueva Segovia.
After a few years as professor at the “Immaculate Conception School of Theology” of Vigan, in Iloco Sur, in 1993 he was appointed dean of studies, and then rector of the same seminary.
In 2005 he became pastor of the parish of Saint Lucia, at Iloco Sur, and later vicar general of the archdiocese of Nueva Segovia.
On 15 June 2011 he was appointed as titular bishop of Basti and auxiliary of the archdiocese of Nueva Segovia, receiving episcopal ordination on 26 August 2011.
On 22 March 2018 he was also nominated as apostolic administrator sede vacante of the apostolic vicariate of San José in Mindoro.

The Holy Father has appointed as bishop of the diocese of Teófilo Otoni, Brazil, H.E. Msgr. Messias dos Reis Silveira, transferring him from the diocese of Uruaçú.
H.E. Msgr. Messias dos Reis Silveira
H.E. Msgr. Messias dos Reis Silveira was born on 25 December 1958 in Passos, in the diocese of Guaxupé, State of Minas Gerais. He began his studies in the minor seminary of the Redemptorist Fathers and then, as a seminarian of the diocese of Guaxupé, he studied philosophy at the Pontifical Catholic University of Campinas and theology at the Study Centre of the Archdiocese of Ribeirão Preto (CEARP).
He was ordained a priest on 11 August 1992 and incardinated in the diocese of Guaxupé, where he held the following positions: parish vicar in Alterosa; pedagogical director, formator and then rector of the “São José” seminary; vicar of the quasi-parish “Sagrada Família e Santos Reis”; rector of the “Nossa Senhora das Dores” presbyteral formation house; member of the presbyteral council, of the college of consultors and of the presbyteral formation council; coordinator of the diocesan presbyteral ministry; and parish priest of the “Nossa Senhora das Dores” Cathedral.
He was elected bishop of Uruaçú on 3 January 2007 and received episcopal ordination on the following 11 March. He is currently president of the Regional Centre-West Episcopal Conference of Brazil.
