The Holy Father has accepted the resignation from the office of auxiliary of the diocese of Porto, Portugal, presented by H.E. Msgr. António Maria Bessa Taipa.
The Pope has appointed as auxiliary of the diocese of Porto, Portugal, the Rev. Msgr. Armando Esteves Domingues, currently vicar general of the diocese of Viseu, assigning him the titular see of Centenari.
Rev. Msgr. Armando Esteves Domingues
The Rev. Msgr. Armando Esteves Domingues was born on 10 March 1957 in Oleiros, in the municipality of Castelo Branco, in the diocese of Portalegre-Castelo Branco. He completed his studies in philosophy and those in theology at the diocesan seminary in Viseu. He was ordained a priest on 13 January 1982, and was incardinated in the diocese of Viseu.
During his priestly ministry he held the following positions: parish priest in various parishes, military chaplain, professor of moral and Catholic religious education, diocesan bursar, regional assistant to the Catholic Scouts and first parish priest of “Nossa Senhora do Viso”.
Since 13 July 2015 he has served as vicar general of Viseu.
Appointment of Military Ordinary for Portugal
The Holy Father has appointed as military ordinary for Portugal the Rev. Fr. Rui Manuel Sousa Valério, member of the Society of Mary (Monfortani), parish priest of “Póvoa de Santo Adrião” in the Patriarchate of Lisbon, and vicar forane.

The Rev. Fr. Rui Manuel Sousa Valério, S.M.M., was born on 24 December 1964 in Vila Nova de Ourém, diocese of Leiria (since 1984 Leira-Fátima). He attended middle school at the seminary of the Montfort Missionaries in Fátima. In 1984 he completed his novitiate in Santeramo in Colle in Bari, Italy. He completed his studies in Rome: in philosophy at the Pontifical Lateran University and in theology at the Pontifical Gregorian University, where he obtained a licentiate in dogmatic theology. From 1995-1996 he participated in a study on the writings of Saint Louis Marie Grignon de Monfort and on Morfortian spirituality.
He gave his perpetual vows on 6 October 1990, and was ordained a priest on 23 March 1991. As a priest he has held the following positions: collaborator in the parish of Castelverde di Lunghezza in Rome (1991-1992), military chaplain in the Navy Hospital in Lisboa (1992-1993), parish vicar in the parishes of the municipality of Castro Verde, diocese of Beja (1993-1995), parish vicar in “Póvoa de Santo Adrião” and formator of postulants in Lisboa (2007-2011), chaplain of the Naval School in Alfaiete (2008-2011), parish priest of “Póvoa de Santo Adrião” in Lisboa (2011), and vicar forane of the vicariate of Loures-Odivelas in Lisboa (2014). He was appointed as a “Missionary of Mercy” by Pope Francis in 2016.
In the Congregation of the Monfort Missionaries in Portugal he served as advisor to the major superior of the delegation during the mandates 2003 to 2006. 2013 to 2015; and in 2016; and superior of the Community of Castro Verde in the diocese of Beja from 2001 to 2007.
Appointment of member of the Pontifical Academy of Social Sciences
The Holy Father has appointed the distinguished Professor Marcelo Suárez-Orozco, dean of UCLA GSE & IS and distinguished Professor of Education (Los Angeles, California, United States of America) as ordinary member of the Pontifical Academy of Social Sciences.
Professor Marcelo Suárez-Orozco
Born in Buenos Aires in 1956, the new Pontifical Academician obtained an A.B. in psychology, and an M.A. and a Ph.D. in anthropology from the University of California, Berkeley. He worked at Harvard University as Victor S. Thomas Professor of Education and Culture (2001-2004) and co-founded and co-directed the Harvard Immigration Project in 1997. Professor Suárez-Orozco was the first Courtney Sale Ross university professor of globalization, culture and education at New York University and currently is Dean of UCLA GSE & IS and "Distinguished Professor" of education.
His research focuses on psychological anthropology, with particular attention to migration, globalization and education. He has authored several books and numerous articles in university publications and various specialized newspapers. Marcelo Suárez-Orozco is a member of the American Academy of Arts and Sciences, the National Academy of Education and the Trustee of the Carnegie Foundation for the advancement of teaching.
In 2006 he was awarded the Mexican Order of Aquila Atzeca in Mexico. He was a special adviser to the Chief Prosecutor at the International Criminal Court in The Hague. He is the author of numerous reports for the Pontifical Academies.
Appointment of special envoy at the celebration of the 60th anniversary of the rebuilding of the Cathedral of Manila, Philippines
The Holy Father has appointed His Eminence Cardinal Thomas Aquino Manyo Maeda, archbishop of Osaka, Japan, as his special envoy at the celebration of the sixtieth anniversary of the rebuilding of the Cathedral of Manila, Philippines, to take place on 8 December 2018 in the same Metropolitan Basilica of the Immaculate Conception.
Appointment of adjunct secretary of the Council of Cardinals and member of the Pontifical Council for Legislative Texts
His Holiness Pope Francis has appointed as adjunct secretary of the Council of Cardinals to help the Holy Father in the governance of the Universal Church and to draw up a plan for the revision of the Apostolic Constitution “Pastor Bonus” on the Roman Curia and member of the Pontifical Council for Legislative Texts the Rev. Msgr. Marco Mellino, currently vicar general of the diocese of Alba, at the same time elevating him to the dignity of bishop and assigning him the titular see of Cresima.
Rev. Msgr. Marco Mellino
Born in Canale (CN) on 3 August 1966, Msgr. Marco Mellino entered the diocesan seminary of Alba in 1978, where he obtained a classic high school diploma. He then attended courses in theology at the Interdiocesan Theological Studium of Fossano (CN), obtaining a bachelor’s degree in theology.
He was ordained a priest for the diocese of Alba in 1991.
After several years of pastoral service, in 1997 he transferred to Rome to complete his higher level studies at the Pontifical Lateran University, where he obtained a licentiate (1999) and doctorate (2000) in canon law.
Upon returning to his home diocese, he was appointed as prosecuting judge at the Piedmont Regional Ecclesiastical Tribunal, based in Turin, and pastor of the parish of the Immaculate Conception in Piana Biglini. He taught canon law at the Interdiocesan Theological Studium in Fossano.
Since 2009 he has collaborated as an external judge at the Court of Appeals of the Vicariate of Rome. In the same year he was appointed as Chaplain of His Holiness. He served in the Section for General Affairs of the Secretariat of State from 1 September 2006 to 30 June 2018, when he returning to his diocese and was appointed as vicar general.
